HomeMy WebLinkAboutTraffic Commission 2014-06-12MINUTES OF THE 699m REGULAR MEETING LIVONIA TRAFFIC COMMISSION The 699`" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at City Hall on June 12, 2014; it was called to order by Jim Policelli. PRESENT: Commissioners: Jim Policelli, Gordon St John, Gordon Draper, and John Katon; City of Livonia Police Officer: Sergeant Joseph Boitos and City of Livonia Engineer: Todd Zihncik. VISITORS ATTENDING: Paul Condon, 31115 Hillbrook; Brad Squire, 9900 Berwick; James Lee, 9841 Berwick; Walter Timmins, 9900 Ingram. Agenda Item 1: The minutes of the May 8, 2014, meeting were reviewed. There were a few minor corrections noted. The date of the previous meeting should be listed as "April 10" in Agenda Item 1. The date of the next meeting should be listed as "June 12". Also, Agenda Item 7 should be listed as a motion by Gordon Draper. Upon a motion by Gordon St John, seconded by John Eaters, it was approved by majority vote that: 14146 RESOLVED, the commission minutes from May 8, 2014, are approved as modified above. NonAgendaItem: Paul Condon requested a sign to notify drivers on southbound Bainbridge that it is a dead end street south of 7 Mile. Upon a motion by Gordon Draper, seconded by Gordon St. John, it was approved by majority vote that: 14155 RESOLVED, that "NO OULET" sign (W142) he placed on the west side of Bainbridge Street, lust south of Pickford Street Agenda Item 2: Todd Zilincik, City Engineer, requested that no puking signs be placed on both sides of Westmore Street, just north of Glendale Street. There is a safety issue due to the narrowness of the road and the volume of turning vehicles. It was noted that businesses have puking available in their respective parking lots. Mr. Zilincik requests that signs be placed after reconstruction of the road is complete. The Commission discussed the merit of the sign placement and appropriate limits of the no parking signs. Upon a motion by Gordon Draper, seconded by John Katers, it was approved by majority vote that: 14156 RESOLVED, that "NO PARKING" signs (R&3) he placed on both sides of of Westmore Street, from north of Glendale Street to the twat commercial driveway on the east side and to the second commercial driveway on the west side. Agenda Item 3: Todd Zilincik requested that Brad Squire from ORGHA review the recommendations for tree Dimming and meet with Doug Moore from the City's Forestry Division to determine the next step. James Lee and Walter Timmins, residents of Old Rosedale Gardens, expressed concern with the high speeds and overall safety of the neighborhood. Members of the Traffic Commission discussed speed concerns, the process for setting posted speeds, traffic calming, and referenced sections of Michigan Manual of Uniform Traffic Control Devices (MMUTCD) that discuss the use of all -way stop signs and the use of yield signs vs stop signs for two-way control. Agenda Item 4: A "NO OUTLET" sign was discussed for Hubbard Street north near Capitol Street in order to notify drivers on northbound Hubbard that it is a dead end street. Upon a motion by Gordon Draper, seconded by Gordon St John, it was approved by majority vote that: 14157 RESOLVED, that a "NO OULET" sign (W142) he placed on the east side of Hubbard Street, just north of Capitol Street. Agenda Item 5: The following is an update on residents' concerns in various subdivisions throughout the city from Jim Policelh and Sgt Joe Boitos: • Police enforcement has increased on Lyndon near Merriman due to speeding concerns. • The timing issue of the traffic signal at 5 Mile and Middlebelt has been resolved. • The timing issue of the traffic signal at 5 Mile and Merriman is being reviewed, however, the closure of the Merriman bridge over I-96 will afkct the signal timing. Agenda Item 6: The Stark Road and Merriman Road bridges over I-96 will be closed in the next few days. RESOLVED, that the meeting he adjourned at 9:00 pm NEXT MEETING: July 10, 2014, at City Hall.
