HomeMy WebLinkAboutTraffic Commission 2014-11-13MINUTES OF THE 700 REGULAR MEETING LIVONIA TRAFFIC COMMISSION The 704`" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at City Hall on Thursday, November 13, 2014; it was called to order by Jim Policelh. PRESENT: Commissioners: Kevin Priddy, Jim Keller, John Katers, Gordon Draper, Gordon St John; City of Livonia Police Officer: Sergeant Joseph Boims. VISITORS ATTENDING: Susan Rooke, 11036 Hubbard, section 34; Richard McLain, 11326 Hubbard, section 34; Daniel Willenborg, Franklin High School Principal, 31000 Joy Road, section 35; Alexandra Ruiz and Riley Runnette, Franklin High School students, 31000 Joy Road, section 35; Michael and Lori Gordon, 36524 Hess, section 32. Agenda Rem 1: The minutes of the October 9, 2014, meeting was reviewed. Upon a motion by John Eaters, seconded by Jim Keller, it was approved by majority vote that 14173 RESOLVED, that the commission minutes from October 9, 2014, are approved as presented. NonAgendaItem 1: Daniel Willenborg presented his letter expressing concerns with traffic -related safety issues at or near Franklin High School. Specifically, the letter identities two intersections (Merriman at Joy Roads and Middlebelt A Joy Roads) that should have left bun arrows on the traffic signals; additionally, he identified poor lighting on Joy Road near Liberty Avenue (near area of student crosswalk). There was an excellent exchange of information and concerns with the commissioners regarding all these issue and clearly we all support much needed school safety improvements. Some of these concerns discussed are shared on the City of Westland side of Joy Road, however, this stills fall under the overall jurisdiction of Wayne County. Since the major roads, Joy, Middlebelt and Merriman fall under the responsibility of Wayne County, the City of Livonia is limited with traffic controls, however, we fully support traffic improvements on Joy Road near Franklin High School. The Engineering office will collect traffic -related incidents, crashes and any other related information from the Police Department, Principal Willenborg will obtain petition signatures from concerned students and parents supporting improvement and all of this information will be submitted to Wayne County. At this time, no further action is needed from the Traffic Commission, but we are available for additional support. Agenda Item 2 follow up/recap: Susan Rooke states that a crosswalk exists on Orangelawn between Hubbard and Fairfield Roads without any identifying signs. Sgt Boitos and Susan agreed to obtain more information on these and other related questions and we will continue the discussion during the November meeting. According to the Engineering Department, the crosswalk was repainted when the road was repaired. The markings serve as an aid for crossing, but it is not an approved crosswalk and, therefore, no additional signs or markings will be installed. No further action is required. Agenda Hem 3: Mike and Lori Gordon expressed concern with the no parking signs on Northfield, Hess, Wilshire and Dover Streets in section 32. These no parking signs were installed to discourage Churchill High School students from parking their vehicle on these streets during school days. The signs state "No Parking School Days'. This request was originally discussed May and June 2013 (signs were installed), but confusion exists where the no parking begins and ends. Upon a motion from Gordon Draper and seconded by Gordon St John, it was approved by majority vote that: 14-174 RESOLVED, that a supplement "begins" sign be added to the "No Parking School Days" sign at 36626 Northfield and a supplement "ends" sign added to the "No Parking School Days" sign on Wilshire at Hess Streets. Also, a supplement "begins" sign be added at the existing sign on Wilshirejust north of Hess Street and a supplement "ends" sign be added on the south side of Dover at Wilshire Street Agenda Item 4: Jim Policelli took this opportunity to discuss e-mails received during the past month. Most e- maiI communications were focused on the timing of the traffic signals on the major intersections near I-96. The timing of these signals were adjusted for the I-96 construction. City Engineer Todd Zihncik and Sgt Boitis have been coordinating changes with Wayne County officials. Agenda Item 5: No open discussion with commissioners Audience Announcement: Susan Rooke introduced Richard McLain as an Old Rosedale Gardens board member and someone that maybe attending future meetings. Richard informed the commission of a recent local TV news story that the City ofDearbom, Michigan, through an AAA grant, has installed concealed cameras in posted speed limit signs. The information was interesting, but has limited application. Our police department is aware of this item.
