HomeMy WebLinkAboutSYNOPSIS - 2008-08-13 th SYNOPSIS OF THE MINUTES OF THE 1,614 REGULAR MEETING LIVONIA CITY COUNCIL – AUGUST 13, 2008 ________________________________________________________________ Meeting was called to order at 8:00 p.m. Present: Joe Laura, Brian Meakin, Thomas Robinson, Don Knapp, Terry Godfroid-Marecki, and Laura Toy. Absent: James McCann. MAD #333-08 Resolution by Robinson and Meakin, approving the minutes of the th FAT 1,613 Regular Meeting of the Council held July 21, 2008, as submitted. A roll call vote was taken on the foregoing resolution: AYES: Laura, Meakin, Robinson, Godfroid-Marecki, and Toy. NAYS: None. PRESENT: Knapp. Council President Toy announced that Judith Pearson passed away August 11, 2008 from cancer. Judy was a tireless worker for the City and many community groups and will be sadly missed. Council wished deepest condolences to the family. Toy also announced that City Planner Mark Taormina’s sister, Sheila Taormina, will be competing in the Pentathlon next Friday at the Olympics in Beijing, China. AUDIENCE COMMUNICATION: None. The following items were received and filed: A communication from the Finance Department, dated July 18, 2008, forwarding various financial statements of the City of Livonia for the month ending June 30, 2008. A communication from the Director of Legislative Affairs, dated July 24, 2008, regarding time limitations on outdoor parties/noise ordinance requests. A communication from the Law Department, dated July 30, 2008, regarding the Dispatch Run Sheet from the 2007 party at 12332 Camden. The following resolutions were offered by Knapp and Meakin: #334-08 Approving the request of Lori Miller to hold a block party and close MAD Blue Skies, between Lyndon and Mason, on Saturday, September 13, 2008, from FAT Police 4:00 p.m. to 10:00 p.m., with a rain date requested of Sunday, September 14, 2008, subject to the approval of the Police Department. MAD #337-08 Approving the request of Charity Gould to hold a block party and FAT close Gary Lane, between Ellen, Edgewood and Riverside, on Saturday, Police September 20, 2008, from 5:30 p.m. to 10:00 p.m., with a rain date requested of Sunday, September 21, 2008, subject to the approval of the Police Department. #338-08 Approving the request of John Walker to hold a block party and MAD FAT close Fairfax, between Norwich and Fonville, on Friday, August 22, 2008, from Police 2:00 p.m. to 10:00 p.m., with a rain date requested of Saturday, August 23, 2008, subject to the approval of the Police Department. MAD #339-08 Approving the request of Andy Magar to hold a block party and FAT close Sunset, between Bobrich and Jeanine, on Saturday, September 13, 2008, Police from 3:00 p.m. to 10:00 p.m., subject to the approval of the Police Department. #340-08 Approving a request, submitted by Brenda Uren, Chairperson, MAD Clarenceville Athletic Booster Club, to display a 10’ x 4’ banner on the frame of FAT OrdEnf the bridge in front of Clarenceville High School and to display 15” x 22” signs at Fire various locations in the City advertising their Fall Craft Show on Saturday, September 27, 2008; FURTHER, signs will be displayed from Saturday, September 20, 2008, and removed no later than Monday, September 29, 2008. MAD #341-08 Approving a request, submitted by Amanda Hill, 9144 Idaho, FAT Clerk Livonia, MI 48150, for a Massage Apprentice Permit in accordance with Chapter OrdEnf 5.49 of the Livonia Code of Ordinances, as amended. Police MAD #342-08 Upholding a determination by the Police Department denying an FAT appeal regarding an application from Daniel E. Howard for a Scavenger License Police in the City of Livonia. Clerk #343-08 Approving the proposed lot split, requested by Nick and Maria MAD Albace, for Tax Item No. 46-144-99-0094-000 located at 8908 Cardwell, west of FAT Planning Inkster and north of Joy, into two parcels; FURTHER, waiving the minimum lot Eng area requirements set forth in Zoning Ordinance No. 543, as amended, with Assr respect to this property division as the proposed lot would be consistent with the size, shape and width of lots existing in the vicinity of the split; FURTHER, any homes constructed on these parcels shall have at least 65% brick at a four-inch (4”) minimum. th SYNOPSIS OF THE MINUTES OF THE 1,614 REGULAR MEETING 3 LIVONIA CITY COUNCIL – August 13, 2008 #344-08 Accepting the lowest bid received meeting specifications of MAD Vermeer of Michigan, Inc., 1005 Thorrez Road, Jackson, MI 49201, to supply the FAT Road Maintenance Section of the Public Service Division with one (1) trailer- Police mounted wet/dry vacuum unit with high pressure water nozzle for a total of PSD $53,560.00 from budgeted funds; FURTHER, rejecting the bid of Jack Doheny Supplies, Inc. as they did not meet the specifications of the bid. #345-08 Authorizing the City’s statutory Right Of First Refusal and payment MAD to the County for the statutory minimum bid relating to the tax-foreclosed property FAT Housing located at 9001 Hugh for $9,736.81 upon payment to the City of that amount from Community Development Block Grant funds. A roll call vote was taken on the foregoing resolutions: AYES: Laura, Meakin, Robinson, Knapp, Godfroid-Marecki, and Toy. NAYS: None. #346-08 Resolution by Meakin and Godfroid-Marecki, unanimously adopted, MAD approving a request by Joseph and Heather Swingle, in connection with an FAT outdoor gathering for family and friends to be held on Saturday, August 23, 2008 Police at their home at 12332 Camden, to waive Section 8.32.070 (Noise Control) of the OrdEnf Code of Ordinances, as amended, allowing a live band to play outdoors no later than 10:00 p.m. #347-08 Resolution by Meakin and Laura, unanimously adopted, approving MAD a request, submitted by Lee Shaw, 11026 Melrose, Livonia, MI 48150, for a FAT Clerk Massage Therapist Permit in accordance with Chapter 5.49 of the Livonia Code OrdEnf of Ordinances, as amended. Police #348-08 Resolution by Meakin and Robinson, referring to the Legislative Affairs Committee for its report and recommendation on the subject of a MAD FAT resolution of authorization for preparing and submitting a Brownfield Planning Development Plan with inclusion in the Wayne County Turbo Program in Eng connection with approximately 40 acres located on the N.W. corner of Middlebelt In and Seven Mile Roads. There were many discussions by the Mayor, Council members and the petitioners regarding the Brownfield Development Plan and Livonia Mall. Council President Toy relinquished the Chair to Vice President Godfroid-Marecki at 8:17 p.m. A roll call vote was taken on the foregoing resolution: AYES: Meakin, Robinson, Knapp, and Godfroid-Marecki. NAYS: Laura and Toy. th SYNOPSIS OF THE MINUTES OF THE 1,614 REGULAR MEETING 4 LIVONIA CITY COUNCIL – August 13, 2008 Council President Toy resumed the Chair from Vice President Godfroid-Marecki at 8:42 p.m. #349-08 Resolution by Knapp and Godfroid-Marecki, unanimously adopted, MAD accepting various gifts and cash donations in the amount of $56,760.00 from FAT various contributors for use by the Livonia Public Library as designated by the Library donors. AUDIENCE COMMUNICATION: Diane Marietti, 15044 Fairway, acknowledged the wonderful turnout of 35% of the registered voters at the last election. She also mentioned the signs from Northville Township thanking Livonia residents for their support on the annexation proposal issue. Knapp welcomed Livonia’s newest resident, his wife Kathy.
