HomeMy WebLinkAboutSYNOPSIS - 2009-09-23 st SYNOPSIS OF THE MINUTES OF THE 1,641 REGULAR MEETING LIVONIA CITY COUNCIL – SEPTEMBER 23, 2009 Meeting was called to order at 8:00 p.m. Present: Joe Laura, Brian Meakin, Tom Robinson, Terry Godfroid-Marecki, John Pastor and Laura Toy. Absent: James McCann. MAD #388-09 Resolution by Meakin and Pastor, unanimously adopted, approving the FAT th minutes of the 1,640 Regular Meeting of the Council held September 9, 2009, which included the correction made to CR 382-09 changing the date to Friday, October 30, 2009. Council President Toy requested a moment of silence for James E. Mies, former Judge for Wayne County Circuit Court and Livonia District Court, who passed away on Monday, September 21, 2009. th Pastor announced the 15 Annual Senior Celebration on Friday, October 2, 2009. Tickets are $5.00 and can be purchased at the Senior Center. th Robinson congratulated his niece, Madison Roberts, for winning her 4 grade election as Student Council at Myers Elementary. AUDIENCE COMMUNICATION: None. The following item was received and filed: A communication from the Department of Finance dated August 26, 2009, re: forwarding various financial statements of the City of Livonia for the month ending July 31, 2009. The following resolutions were offered by Pastor and Robinson: MAD #389-09 Approving the request of Bryan Tabor, 11548 Cavell and Clayton FAT Police Campbell, 11499 Cavell, to close Cavell south of Plymouth and west of Inkster, between 11548 Cavell and 11499 Cavell on Saturday, October 31, 2009, from 2:00 p.m. until 10:00 p.m., for the purpose of conducting a block party, subject to the approval of the Police Department. #390-09 Approving the request of Steven and Lynn Favers to waive Section MAD FAT 8.32.070 (Noise Control) of the Livonia Code of Ordinances between the hours of 7:00 Ord Enf p.m. and 10:00 p.m. to allow a live band to perform in connection with an informal Police celebration scheduled for Saturday, October 3, 2009 at 17356 Stamwich. #391-09 Approving the request of Liquor Vault II, Inc. for a transfer of ownership of MAD a 2008 SDD and SDM licensed business with Sunday sales permit from H & A FAT Insp Ventures, Inc. for a business located at 29241 – 29243 Six Mile Road. Planning Police Fire st SYNOPSIS OF THE MINUTES OF THE 1,641 REGULAR MEETING 2 LIVONIA CITY COUNCIL – September 23, 2009 #392-09 Accepting the lowest bid received and meeting all specifications of MAD FAT Downunder Municipal Services, LLC, 5787 Stadium Dr., Kalamazoo, MI, for completing Eng all work required in connection with the Coventry Gardens Subdivision sanitary sewer cleaning, videotaping and spot repairs for the total cost of $587,881.45; FURTHER, authorizing an expenditure in an amount not to exceed $587,881.45 from the remaining proceeds of the 2005 Water and Sewer Bond Sale; FURTHER, authorizing the City Engineer to direct additional work as needed in an amount not to exceed $100,000.00 from the remaining funds of the 2005 Water and Sewer Bond Sale; FURTHER, authorizing the City Engineer to approve minor adjustments in the work as it becomes necessary. MAD #393-09 Approving the Agreement between the City of Livonia and Wayne County FAT for the resurfacing of Middlebelt Road from Five Mile to Seven Mile; FURTHER, Eng authorizing an expenditure in the estimated amount of $199,076.00 (for the City’s share of this project) from budgeted funds. MAD #394-09 Approving the Agreement between the Michigan Department of FAT Transportation (MDOT) and the City of Livonia for bicycle path improvements along the Eng west side of Hwy. I-275/I-96 from the north City limits at Eight Mile Road to the west City limits near Five Mile Road; FURTHER, authorizing an expenditure in the estimated amount of $2,800.00 for the City’s share of the project (2% of the total estimated cost for this project of $124,600.00). MAD #395-09 Referring the issue of garage sales to the Legislative Affairs Committee for FAT Ordinance its report and recommendation. #396-09 Approving the request to create an area of “Bentley Bricks” near the MAD entrance to the Livonia Recreation Center to represent the Alumni of Bentley School; FAT Parks & Rec FURTHER, referring this matter to the Parks and Recreation Commission for its report and recommendation. A roll call vote was taken on the foregoing resolutions: AYES: Laura, Meakin, Robinson, Godfroid-Marecki, Pastor and Toy. NAYS: None. Godfroid-Marecki gave FIRST READING to the following Ordinance: AN ORDINANCE ADDING CHAPTER 51 (VACANT AND ABANDONED STRUCTURES) TO TITLE 15 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Godfroid-Marecki gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 040 OF TITLE 15, CHAPTER 52 (DANGEROUS BUILDINGS AND STRUCTURES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. st SYNOPSIS OF THE MINUTES OF THE 1,641 REGULAR MEETING 3 LIVONIA CITY COUNCIL – September 23, 2009 Meakin gave SECOND READING to the following Ordinance: AN ORDINANCE ADDING SECTIONS 090, 100, 110, 120, 130, 140, AND 150 OF TITLE 13, CHAPTER 04 (GENERAL USE REGULATIONS) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. A roll call vote was taken on the foregoing Ordinance: AYES: Laura, Meakin, Robinson, Godfroid-Marecki, Pastor and Toy. NAYS: None.
