HomeMy WebLinkAboutSYNOPSIS - 2009-11-04 th SYNOPSIS OF THE MINUTES OF THE 1,644REGULAR MEETING LIVONIA CITY COUNCIL – NOVEMBER 4, 2009 Meeting was called to order at 8:00 p.m. Present: James McCann, Terry Godfroid-Marecki, John Pastor, Joe Laura, Brian Meakin, Tom Robinson and Laura Toy. Absent: None. #437-09 Resolution by Robinson and Pastor, unanimously adopted, approving the MAD rd minutes of the 1,643Regular Meeting of the Council held October 21, 2009. FAT AUDIENCE COMMUNICATION: Pastor thanked everyone that participated in the coat, hat and food drive. He also thanked everyone that participated in the election and for everyone that voted for him. McCann thanked all the candidates that put themselves on the line. He thanked everyone for coming out. He congratulated the four (4) who won, and the other four (4) who put out so much effort. He also congratulated Karen Tesner for her 20 years working for the City of Livonia. Council President Toy said that Karen started her employment with the City in 1989. She transferred to the Clerk’s Office in 1992, was promoted to Assistant City Clerk in 1999 and appointed as Director of Legislative Affairs in 2007. Council President Toy congratulated Jim McCann as the new Council President and Joe Laura as the new Council Vice President. She also congratulated John Pastor and Maureen Miller-Brosnan who will be joining the Council. Council President Toy thanked Linda Grimsby for all her efforts in the election. Council President Toy reminded everyone to contact their state legislators regarding the recent budget cuts made to Livonia Public Schools. Don Kolhoff, 14066 Mayfield, announced the Livonia Symphony Orchestra’s annual fundraising dinner and silent auction on Friday, November 20, 2009, at Laurel Manor. Doors open at 6:00 p.m., dinner at 7:00 p.m. The following items were received and filed: None. The following resolutions were offered by Pastor and Meakin: #438-09 Approving the request submitted by Diane E. Finch, 373 Edison, Ypsilanti, MAD MI 48197, for a Massage Apprentice Permit in accordance with Chapter 5.49 of the FAT Ord Enf Livonia Code of Ordinances, as amended. Police th SYNOPSIS OF THE MINUTES OF THE 1,644 REGULAR MEETING 2 LIVONIA CITY COUNCIL – November 4, 2009 #439-09 Recognizing the Community Opportunity Center as a non-profit MAD organization operating in the Community, enabling them to obtain a Charitable Gaming FAT Ord Enf License or registration from the State of Michigan, in accordance with provisions of Police State statute, to hold a Texas Hold’em tournament at Kickers set for April 26, 2010 through April 29, 2010 to raise funds for operating expenses at the Livonia Opportunity House. #440-09 Approving the reappointment of Larry Henney, 9368 Eastwind Drive, MAD FAT Livonia, MI 48150, as a Democratic Member of the Livonia Board of Canvassers of the Civ Ser City of Livonia for a four-year term expiring December 31, 2013. #441-09 Approving the reappointment of Donald W. Kolhoff, 14066 Mayfield, MAD FAT Livonia, MI 48154, as a Republican Member of the Board of Canvassers of the City of Civ Ser Livonia for a four-year term expiring December 31, 2013. #442-09 Approving the reappointment of R. Lee Morrow, 37776 N. Laurel Park, MAD FAT Livonia, MI 48152, to the City Planning Commission for a two-year term expiring June 9, Civ Ser Planning 2011. #443-09 Approving the reappointment of William Fried, 16009 Riverside, Livonia, MAD MI 48154, to the Livonia Brownfield Redevelopment Authority for a one-year term FAT Civ Ser expiring November 24, 2010. Planning #444-09 Approving the reappointment of Kenneth M. Harb, 16788 Westbrook, MAD Livonia, MI 48154, to the Livonia Brownfield Redevelopment Authority for a one-year FAT Civ Ser term expiring November 24, 2010. Planning #445-09 Approving the reappointment of Enrico Soave, 31567 Bridge Street, MAD Livonia, MI 48152, to the Livonia Brownfield Redevelopment Authority for a one-year FAT Civ Ser term expiring November 24, 2010. Planning #446-09 Approving the proposed 2010 City Council Meeting Schedule for Council MAD FAT Study and Regular Meetings for the period January 1, 2010 through December 31, 2010, subject to change with notice. A roll call vote was taken on the foregoing resolutions: AYES: McCann, Godfroid-Marecki, Pastor, Laura, Meakin, Robinson and Toy. NAYS: None. #447-09 Resolution by McCann and Pastor, unanimously adopted, referring the MAD issue of Petition 2009-08-01-01 submitted by Masoud Shango, requesting to rezone FAT Insp property located on the south side of Schoolcraft Road, east of Merriman (13820-13840 Planning Merriman Road and 31281 Schoolcraft Road), in the Northwest ¼ of Section 26 from Eng Assessor OS to C-2 (Office Services to General Business) to the Committee of the Whole for its report and recommendation. th SYNOPSIS OF THE MINUTES OF THE 1,644 REGULAR MEETING 3 LIVONIA CITY COUNCIL – November 4, 2009 #448-09 Resolution by McCann and Godfroid-Marecki, unanimously adopted, MAD FAT approving Petition 2009-08-06-03 submitted by the City Planning Commission pursuant Insp to Council Resolution 338-09 and Section 23.01(a) of Zoning Ordinance No. 543, as Planning Eng amended, to amend Section 3.08 of Article III of the Zoning Ordinance so as to prohibit Assessor any uses that are contrary to federal, state or local laws or ordinances; FURTHER, requesting the Department of Law to prepare an ordinance amending Ordinance No. 543 in accordance with this resolution. #449-09 Resolution by Pastor and McCann, unanimously adopted, approving the MAD FAT Brownfield Plan for the Delta/TIFCO Brownfield Redevelopment Project for property Insp located at 36251 Schoolcraft on the SE corner of Levan and Schoolcraft Roads, Planning Eng formerly known as the Observer Newspapers Building, subject to the approval of the Assessor Law Department. #450-09 Resolution by Godfroid-Marecki and Laura, unanimously adopted, MAD FAT concurring in the recommendation of the Livonia Brownfield Redevelopment Authority Planning and approving the proposed fee schedule in connection with the review of Brownfield Redevelopment Plans as submitted.
