Key accomplishments in 2014 included the launch of the Greenleaf Sustainability website, and getting Livonia recognized for its environmental leadership with the Michigan Green Community Challenge Award and the SEMCOG Sustainable Community Recognition Award. In addition, the Greenleaf Commission worked with the Livonia Chamber of Commerce to launch the City of Livonia Greenleaf Award. This award recognizes local businesses or organizations that incorporate environmentally -friendly processes in their daily business operations. 2015 Greenleaf Commission Initiatives - Involving Livonia Citizens For 2015, the Greenleaf Commission focused on discussion of key sustainability topics with Livonia residents and sharing their feedback with the City of Livonia. Community meetings were held to discuss the Greenleaf initiative and to share ideas on how to make Livonia a more sustainable community. The Greenleaf Commission focused on recycling in Livonia, and to that end met with City of Livonia representatives and members of Governor Snyder's Michigan Recycling Council. The Commission conducted online surveys to obtain Livonia resident feedback on recycling. Based on input the Greenleaf Commission obtained, it endorsed offering a 64 gallon recycling bin to Livonia residents. The Greenleaf Commission has been collaborating and raising awareness of Nextdoor, a private neighborhood social network. With this social network, neighbors can create private neighborhood websites where they can communicate with one another and create stronger community. There are 36 Nextdoor networks active in Livonia, and this number is likely to increase. The Greenleaf Commission also worked with the City of Livonia to place Daniela Carter, a Michigan State graduate student, in the Department of Public Works. Ms. Carter's research will focus on advancing awareness of recycling and how it can positively impact public health. The Greenleaf Commission will consider evolving this initiative into a "City of Livonia Greenleaf Sustainability Internship" program in the future. 2016 Greenleaf Initiatives -Looking Toward the Future Livonia citizen feedback is important to the Greenleaf Commission. To share information and exchange ideas with Livonia residents, the Greenleaf Commission will launch its Facebook page in late 2015 and continue to develop the site in 2016. Other areas the Greenleaf Commission will focus on in 2016 include evaluating the development of a Zero Waste Policy for city events, increasing recycling education for the Livonia community, and continuing to raise awareness of Nextdoor neighborhood networks in Livonia. Greenleaf Commission on Sustainability The Greenleaf Commission is a citizen advisory group that works with the City of Livonia and makes recommendations to the city on sustainability areas. I thank you for this opportunity. Some of you know my story. I was born in Detroit, enlisted to serve in the U.S. Air Force Reserve during the early 1970s, and moved to Livonia more than 25 years ago with my wife, Karen, and our young boys. I worked up to a management position at a major grocery chain store, co -owned a heating and cooling supply company, and was operations manager for a heating and cooling company before owning and operating Wright's Hardware on Five Mile for two decades. (�''% This is where I learned a lot of what I know about running a business, managing people and serving customers. During those years, while raising our boys, I also became involved in coaching and, eventually, served as director, President and CEO of the Livonia Junior Athletic League. My volunteering has also included helping the Livonia GoodfelloW0, on the board of the Livonia Chamber of Commerce, and starting a charity called Livonia Families and Children. What's best for the City Along the way, I got involved in City service, including serving as co-chair of the Livonia Parks & Recreation Commission for 10 years and chair of the Livonia Roads Millage Committee. When I was elected your City Treasurer in 2007,1 brought with me all of that leadership experience — the business sense, customer -focus and dedication to serving the community. Now, as your Mayor, I'm that same guy who still wants to see what's best for our City. In looking at what's best, I think it's important to celebrate Livonia's history and past leaders. That's why I'm so happy that the efforts of two former Mayors were honored last year for their great contributions to Livonia. The renaming of the Livonia Community Recreation Center as the Jack E. Kirksey Recreation Center and the renaming of the Civic Center Library as the Robert and Janet Bennet Library are truly fitting tributes. Protect our quality Livonia is one of the premier communities of our region, with low taxes, low unemployment, great recreation opportunities and parks, and exceptional public safety. My goal is to protect the good stuff and tweak what can be improved. I want to continue listening to residents and businesses to see how we can make things better. One change I'll soon be making is to create a group of small business owners to talk about where we can do a better job in keeping our economy improving. I've also begun discussions of how, where and when we can try to make a new amphitheater or concert area on the Civic Center campus, and do this with private funds, if possible. I'm looking forward to serving you and keeping Livonia a great place to live, work, learn and play. 1 pledge that you will never be sorry you hired me! Distribution is on the 3rd Tuesday of the month, noon to 2 p.m. in the old District Court Building, 15140 Farmington Rd., next to the Civic Park Senior Center. Emergency Assistance Program (EAP) The City of Livonia Housing Commission provides eligible low/moderate income residents with utility (gas, electric or fuel heating) shut-off assistance when a "SHUT-OFF" notice has been received from the utility company. You now have the chance to personally help ensure this is true. By making a donation to the City of Livonia, Resident Assistance Program, you help to keep a family warm in the winter, have light in the dark, feed hungry children and meet many more essential daily needs. The Assessing Department has an ongoing Residential Property review program in the City. The purpose of this program is to ensure the accuracy of our records. The staff doing the review will visit every home in the City and if possible, speak with the homeowner of the property. They will be identified with City logo shirts and photo ID. If the owner is not available, they will compare the record card to the exterior of the house. He/She may also look in the backyard. They share our space and have always been around - sometimes more widespread, sometimes less. To thrive, these rodents need two things available to them: 1. Food source (and water). 2. Shelter. Food Source - Rats and vermin feed on the following: 1. Pet food left outside, or made accessible in a garage or shed. 2. Pet waste - yes, pet waste, not cleaned up is a food source for rats. 3. Bird feeders, squirrel food, bread, peanuts, popcorn etc. Much of that food put out for the "friends"you enjoy, winds up feeding rats and vermin. 4. Home vegetable gardens. 5. Household trash put out overnight in baps (instead of solid trash cans). 6. Check your plastic garbage cans to see if there is a small entry hole on the bottom for vermin. Rats are unable to enter metal cans with secured lids. Shelter - Rats and vermin will make a home in: 1. Debris, wood on the ground, trash, tires, building materials. 2. Accessory buildings or garages or slabs without rat wall protection - they can burrow under the slab and create a rat or vermin "hotel" 3. Skirted decks and decks low to the ground - while they may be attractive, these decks can also provide living space for critters. 4. Holes in your foundation, home, garage or shed that lets them "bunk"with you. Take away the food and shelter and the rats and vermin will not come around. • Just a reminder that homeowners/ residents are responsible for the extermination of rats from their property. You do not want the vermin to go elsewhere. If there is an infestation, either a professional exterminator must be utilized - or the rat infestation must be exterminated using approved methods which that will not be harmful to humans. • All structures and exterior property areas must be kept free from rat infestation. • After extermination, proper pre- cautions must be taken to prevent re -infestation. These boxes are designed to attach to your front door and provide a highly secure place to store your house key so emergency responders from the Livonia Fire Department won't need to break a window or door to fight a fire or provide Advanced Life Support. Some business owners and a few residents have purchased and currently use Knox Boxes for this purpose. These strong boxes can only be opened by a special key that is locked inside each Livonia Fire Engine and can only be removed by firefighters with a special access code. Addresses that have these boxes are entered into the emergency dispatch system so firefighters can secure a key from the engine when they arrive on the scene. Currently, Livonia has nine of these boxes, donated by Jarvis Property Restoration, the Livonia Firefighters Union, and Livonia Human Relations Commission to distribute as a loaner for up to 90 days to those who are not ambulatory or have had recent surgery. In order to apply for a temporary Knox Box, stop by the Livonia Fire Department headquarters at 14910 Farmington Road, next to the police station, and fill out a brief application. The nine boxes will be awarded (and installed by the Fire Department) on a first-come, first- served basis. The City is hoping donors can help provide two dozen or more of these boxes to loan to residents who qualify. "We are looking for companies or individuals interested in donating more of these boxes;' Whitehead said. Potential contributors, those with questions about the loner program, or those wishing to purchase their own Knox Box are invited to call the Livonia Fire Department at (734) 466-2444 during weekday business hours. The Major Home Rehabilitation Loan Program is a low-interest loan program for income qualified homeowners for major home improvements as defined by inspections 1 0% and 3% Interest Rates with only one payment required; typically paid when home is sold 1 The focus of the program concentrates on maintenance of the existing structure as it relates to health and safety issues and correction of local code violations based primarily on inspections by the City Building Department 1 The program does not permit remodeling or updating for cosmetic purposes, additions, new construction projects or specific item requests 1 Typical eligible repairs may include roof, windows, doors, insulation, heating, electrical and plumbing repairs and some emergency repairs 1 Once the loan is obtained, a lien is placed on the property and remains until the title transfers 1 The maximum loan amount is $15,000 - $25,000 1 Licensed and insured contractors complete all work 2. Separated Yard Waste Collection Service Separated yard waste collection service will resume on your regular trash collection day the week of March 28. Yard waste should be disposed of in up to 33 gallon cans, marked with a yard waste sticker or an "X" or in paper compost bags. Yard waste containers should be placed out separate from your normal rubbish and recycle bin. (Preferably on the opposite side of the driveway). Trash Collection and Storage A durable, vermin -proof, water- proof container made of high- density plastic or metal with tightly sealed lid must be utilized for outside trash storage and/or collection. Plastic baps alone will no longer be acceptable for food waste and/or any garbage (including animal feces) that may attract vermin, unless inside an approved, covered trash container. Animal waste or other bio -waste must be bagged prior to placement in an approved container. NOTE TO PROPERTY OWNERS: Residents using a lawn service should ask them to use mulching mowers. Grass clippings must be put in paper compost bags or marked trash cans. A maximum of eight (8) bags per week is allowed. No grass clippings may be blown onto the street or adjoining property. Yard waste may not be left at the curb prior to 6 p.m. the day before pick up. Clippings and yard waste in plastic bags will not be picked up. If your lawn is fertilized by a professional company: - A sign must be posted a minimum of twelve (12) hours after treated. - All Lawn, Landscaping, and Spraying companies must be licensed thru the City Clerk. Any plant material, trees, or vegetation shall not cause any vision obstruction. Maintenance or removal may be required in problem areas. Guidelines for Refuse Collection Weekly trash collection starts at 6 a.m. There is no set time for a particular street. Trash should not be set out earlier than 6 p.m. the evening prior to the collection day. Weekly trash collection is limited to eight (8) cans or bags of regular household waste and eight (8) cans or bags of yard waste. Warning to Parents: Children, through their curious nature, are attracted to the operation of heavy equipment used in weekly trash collection. Please instruct your children to keep a safe distance from all collection vehicles. Containers: Containers should be set on the front curb or edge of street but NOT IN THE ROADWAY ITSELF. Garbage must not be packed too tightly in containers. All containers must be removed from the curb by the evening of the collection day. Acceptable Containers: Cans: An water -tight galvanized metal or heavy-duty plastic garbage cans with handles. MAXIMUM SIZE OF THIRTY-THREE (33) GALLONS. (Loose trash that may blow away [i.e. paper or packing material] must be disposed of in a plastic bag secured at the top). Plastic Bags: 2 mil plastic bags recommended. (Food waste should not be in bags placed on the ground to discourage rodents or other wildlife from feeding on scraps). Paper Bags: Compost bags for disposal of yard waste only. CONTAINERS SHALL NOT EXCEED THE MAXIMUM WEIGHT OF FIFTY (50) POUNDS EACH. Preparing Items for Weekly Pick Up Cardboard boxes larger that 2 feet by 2 feet must be broken down and tied in bundles or may be recycled at the Drop-off Recycle Center. When disposing of sharp objects, care should be taken to prevent injury to the refuse collector. Used hypodermic needles should be placed in a "Sharps" container and sealed before disposing of. Broken glass should be wrapped securely. Recycle Bin Collection Recycling is mandatory in Livonia. To obtain a replacement recycling bin please contact the Sanitation Division at (734) 466-2588. For details on what items are recyclable and accepted at curbside please see page 11. Large Item Pick Up: Household furnishings and appliances will be picked up weekly by a separate truck on the regular collection day. There is a limit of two (2) household items per week. These items should be set out the evening before (after 6 p.m.) or prior to 6 a.m. of the collection day. For refrigerator or freezer disposal, doors must be removed or securely taped shut. Yard Waste (Compost) Collection The separated yard waste collection program, on your regular trash collection day, begins the fourth Monday in March and ends the second Friday in December. Yard waste must be placed in paper compost bags or an acceptable container (33 -gallon hard plastic or metal can with handles) marked with an "X"or a City of Livonia "Yard Waste Recycling" sticker. These stickers can be obtained by calling the Sanitation Division at (734) 466-2588. Containers must not 10 LIVONIA WINTER/SPRING NEWS exceed 50 pounds in weight. To prevent injury to the yard waste collector, branches must not overhang the can. Sanitation crews are not allowed to reach into any can to remove lodged items. During the winter months there is no curbside collection service of yard waste. (The Refuse Disposal Facility will accept yard waste for a fee during the winter months). Brush and Branch Collection: There are two methods for disposal of brush and branches at the curb. (Logs and stumps are not collected at the curb). Pickup of Small Brush: Branches less than four (4) feet long must be tied in bundles of less than fifty (50) pounds and placed out on trash collection day separate from the normal trash and recycling bin. Up to five (5) bundles of tied brush/branches may be disposed of weekly. Bundled brush service, on your regular trash collection day, is available from the fourth Monday in March through the second Friday in December. Pickup of Large Brush: Chipper service for branches over four (4) feet long and less than four (4) inches in diameter is collected separate from the weekly trash collection. Branches and brush must be unbundled and placed as close to the road as possible with cut ends pointing towards the street. Roots, thorns and vines are prohibited for chipper service. Annual Pavement Repair Programs Construction begins this summer on the fourth year of a 10 year renewal road millage to continue the Livonia Road Repair Program. The renewal millage was approved in August 2012 and provides the funding to repair the street network within Livonia to bring the entire network level up to a condition classification of"Good" The following road repair approaches will be used to accomplish this objective: Reconstruction - Complete removal and replacement of concrete and asphalt roads. Rehabilitation -The existing asphalt pavement will be pulverized, blended and shaped into additional aggregate road base. The new pavement will be 4"thick asphalt over the pulverized road base. (The process may result in a slightly higher finished road elevation.) For concrete pavements, base repairs will be performed to remove deteriorated slabs and place hot mix asphalt (HMA) consisting of a two -lift overlay of 3 inches (1 1/2 inch each lift). Planned Preventative Maintenance - Less expensive preservation construction methods extend pavement life by: 1 Replacement of isolated failed areas of concrete streets. 1 Surface milling and resurfacing of asphalt roads with a 1 '/2"to 2" asphalt overlay. 1 Joint and crack sealing of both pavement types where the road is in good condition. Affected Citizens who are scheduled to have their street paved will be invited to a public information meeting in early May once contractors have been selected to do the paving. SENIOR NUTRITION PROGRAM Wayne County Office of Nutrition Services make available a well-balanced meal to Livonia residents age 60 years and older. There are three basic nutrition programs. Liquid Nutrition: for those seniors who have difficulty swallowing solid food due to a debilitating disease or condition. A physician must complete the Wayne County Office of Nutrition Services medical form indicating the person's need for liquid meals. The eligible client or representative will be responsible for picking up the liquid nutrition once a month at a designated site. For additional information, please call 1-800-851-1454 Home -Delivered: for those seniors who are homebound, unable to prepare their own meals or unable to feed themselves. Hot meals are delivered on weekdays, frozen meals are available to clients who cannot prepare food on the weekends. SENIOR TRANSPORTATION INFORMATION SENIOR CENTER TRANSPORTATION BUS - The Senior Center Transportation Buses provide curb -to -curb rides within the City limit on a donation basis. Rides are available to local shopping districts, grocery stores, and to the Senior Center. Service hours are Monday thru Friday, 8:30 a.m. - 1 p.m. (Monday and Tuesday 8:30 a.m. - 3 p.m.) 24 HOUR ADVANCE RESERVATIONS ARE REQUIRED BY CALLING (734) 466-2555. SENIOR CENY ER MEDICAL BUS To make a medical bus reservation, please follow these steps: 1. Reservations accepted 90 days in advance on a first-come, first-served basis. 2. Medical Bus is limited to five (5) riders per day. Call for information. 3. First morning appointment is 9:30 a.m. and last pick-up to return to home by 2:30 p.m. This medical bus travels one (1) mile outside the Livonia City limit. 4. When making your reservation, you must have the time of your appointment, the name, address, telephone number of your doctor. 5. You will be asked your name, address, telephone number. 6. On the day of your scheduled appointment you must be ready for pick-up from your home one (1) hour ahead of your scheduled appointment time. When you are ready to return home, the doctor's office must call the Center for your return ride home. 7. Wheelchair riders must be accompanied and their wheelchair must have footrests and brakes in working order. 8. Limited to two (2) round trip medical bus appointments per week. CALL (734) 466-2700 Livonia Community Transit (LCT) is a transportation service for residents 60 years old or older and those who are disabled. Livonia Transit will pick up passengers from their home and transport them anywhere within the city limits of Livonia. The cost is $2 each way. Exact fare or ticket required because drivers do not make change. Hours of service are: Monday through Friday 7 a.m. - 12:15 p.m. and 1:15 - 6:30 p.m., Saturday & Sunday 8 a.m. - 2:30 p.m. Reservations are necessary and are accepted on a first-come, first -serve basis. Are you a Livonia veteran needing transportation assistance to the VA Hospital in Ann Arbor? LCT has expanded its service to assist qualifying veterans who need to get to the VA Hospital in Ann Arbor for medical appointments. LCT will pick the veteran up from their home and take them to Meijer in Westland where they will board a shuttle bus to Ann Arbor. The VA Shuttle departs from Westland three times a day Monday through Friday, at 8:50 a.m., 1:15 p.m. and 5:10 p.m. Cost is $2 each way. The Livonia Youth Commission/Spree Memorial Scholarship The Livonia Youth Commission scholarship applications are available for the 2016 Spree Memorial Scholarship.
