The Federal Energy Independence and Security Act of 2007 requires higher efficiency light
bulbs to be phased in between 2012 and 2020. As these more energy efficient Compact
Fluorescent, Halogen and LED bulbs come into use, there are a few practices you'll need
to follow.
Compact Fluorescent Light Bulbs (CFLs) cannot be thrown away or recycled in regular
curbside pickup. CFLs contain small amounts of mercury. They require special recycling
and cannot be thrown away or placed in your weekly recycle bins. Chains like Home Depot,
Lowe's, and IKEA have special recycling centers for these bulbs (usually clearly marked near
their entrances, exits or customer service desks) or you can dispose of them at a Household
Hazardous Waste event. If you break one, there are special clean up procedures you should
follow(open windows, turn off heating\cooling ventilation system and leave the room for
fifteen minutes, then use a disposable scraper for larger pieces and tape to pick up smaller
pieces—do not vacuum—then double package and seal securely in a plastic bag). You
do not need to pay for hazardous material cleanup, but you should take it seriously and
take precautions.
Halogen bulbs and LED lights can be thrown in your regular trash. Their disposal is not
regulated by state or federal laws since they do not contain the toxic substances like CFLs.
Halogen bulbs are currently not recyclable. Some web sites offer special mail-in recycling for
LED holiday lights, but currently the common practice is to dispose of LEDs in regular trash.
As with all glass that is not recycled, please double wrap bulbs in newspaper or place in a
box before disposing to protect those handling your trash, including yourself!
