HomeMy WebLinkAbout1211th csc minutes1211th REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 1211th Regular Meeting of the Civil Service Commission was held on Wednesday, April 20, 2005. The meeting was called to order at 5:32 p.m. Members Present Also Present. Jack Engebretson, Mayor Kenneth Grzembski, Chief Parks Steward, AFSCME Union Local 192 Yvonne Lillibridge, President, AFSCME Union Local 192 Steven Schoonover, Equipment Operator I Charlotte S. Mahoney, Chairperson Harry C. Tatigian Ronald E. Campau Debra Seeman, Secretary, AFSCME Union Local 192 Cheryl Wallman, Chief Clerical Steward, AFSCME Union Local 192 Robert F. Biga, Human Resources Director Derrick L. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Mayor Jack Engebretson was present at the meeting and congratulated Ronald Campau, Commissioner, for 25 years of service to the City of Livonia and presented him with a pin in recognition of his service. Chairperson Mahoney directed that the minutes of the 1210th Regular Meeting held March 23, 2005 be held over to the May 18, 2005 Regular meeting to reflect revised resolution numbers. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-084 RESOLVED, That the Revised minutes of the 88th Special Meeting held Monday, March 7, 2005, be approved as submitted. 05-085 RESOLVED, That the Revised minutes of the 1209th Regular Meeting held Wednesday, February 9, 2005, be approved as submitted. The Commission received and fled the Status of Temporary Employees Report for March 2005. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-086 RESOLVED, That having reviewed the letter of January 21, 2005, from Steven Schoonover, Equipment Operator I, as approved for submission by Robert J. Beckley, Director of Public Works, requesting to utilize personal illness leave time in place of exhausted vacation leave time, and having had discussion with Mr. Schoonover; Yvonne Lillibridge, President, AFSCME Union Local 192; Derrick Washington, Personnel Analyst II; and Robert Biga, Human Resources Director, the Civil Service Commission does hereby approve the use of an advance often (10) vacation hours from his 2005 vacation bank to be applied to Page t 1211th Regular Meeting Aprd 20, 2005 2004, and it is with the understanding that Mr. Schoonovers paid work hours will be adjusted appropriately for 2004. The Commission received and fled the Non -Resident Report as of April 1, 2005. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-087 RESOLVED, That having reviewed letter of April 8, 2005, from David M. Woodcox, Director of Inspection, regarding requests to donate vacation time to John Podina, Senior Plumbing Inspector, Inspection Department, the Civil Service Commission does hereby approve the requests to donate vacation time to Mr. Podina, to be converted from their respective rates of pay to Mr. Podina's rate of pay as a Senior Plumbing Inspector, as needed, to cover a period of his current unpaid medical leave of absence, with the understanding that this leave is not refundable. Sharon Sabat withdrew her request for additional Family Illness leave; therefore, the Civil Service Commission did not take any action. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-088 RESOLVED, That having reviewed the request for a military leave of absence for John Nichols, Police Officer 11, the Civil Service Commission does hereby grant a leave of absence for Mr. Nichols until September 30, 2005. Chairperson Mahoney requested the minutes reflect that the City of Livonia appreciates all that any of our employees do in service to our country. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-089 RESOLVED, That having reviewed the expiring eligible lists for May 2005 — Clerk 1 (842 o.c.), Clerk -Typist I (805-c o.c.), Recreation Supervisor - Marketing Coordinator (859 o.c.) and Police Captain (1185 p.), the Civil Service Commission does hereby approve an extension of the eligible lists for Clerk 1 (842 o.c.) and Clerk -Typist I (805-c o.c.) for an additional six (6) months. Ms. Lillibridge inquired how many people were on the extended lists. Mr. Tatigian replied there were seventeen (17) on one list and fourteen (14) on the other. Ms. Mahoney inquired how many times these lists have been extended. Mr. Biga replied that the lists have been extended six (6) times. Kenneth Grzembski, Chief Parks Steward, AFSCME Union Local 192, added that there were some more people who may be interested in taking these tests since they may have not have been here when the previous tests were given. Ms. Mahoney stated Mr. Grzembski's information should be noted by the Human Resources Director to determine what needs to be done. Page 3 1211U Regular Meeting Apri120, 2005 Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-090 RESOLVED, That the Civil Service Commission does hereby approve the Industrial/Organizational Solutions, Inc. (1/0 Solutions) recommended passing point of 70% of the maximum score of 155 or the nearest lower whole raw score of 108 for the National Firefighter Selection Inventory (NFSI) written examination for Firefighter (867 o.c.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-091 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Police Sergeant (1193 p.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-092 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Police Lieutenant (1194 p.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-093 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Police Dispatcher (861 o.c.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-094 RESOLVED, That having reviewed the letter of April 18, 2005, from Jacquenette Gelarden, Secretary I, as approved for submission by Robert J. Beckley, Director of Public Works, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve Ms. Gelarden's unpaid medical leave of absence from April 1, 2005 through May 15, 2005, pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence. AND BE IT FURTHER RESOLVED, That should Ms. Gelarden's physician release her to return to work prior to that date, she will report to her supervisor to coordinate a return to work examination with the City Physician. Ms. Lillibridge, President, AFSCME Union Local 192, inquired about the information on the Temporary Report, specifically, the newly vacated Clerk I position at the Library and the two Clerk I positions in Community Resources. The Union believes that these positions should be posted to their members. Mr. Biga responded that the postings were essentially the ones that were formerly known as "VIPs,' plus some new vacancies. Mr. Biga stated it was his understanding that the positions in the library were posted originally and no one signed for them. He stated he would check the Personnel Review Committee to find out what the action was on those positions. Mr. Biga added that there are some positions still on the list that are over six months old, but they were not in bargaining unit positions and not affected by the previous grievance. He continued that that Appointing Authority would have to contact the Civil Service Commission if they wanted the temporary employee to continue beyond six (6) Page 4 1211th Regular Meeting Arril20, 2005 months. The postings came from the list of old "VIPs" along with any new positions that came up. There is one position in the library. Ms. Lillibridge referred to two part-time positions in Community Resources. Mr. Biga stated they may be part-time positions. Ms. Mahoney requested that Ms. Lillibridge and Mr. Biga discuss these positions and come back to the Civil Service Commission if it is necessary. Ms. Lillibridge commented that for the Tax Clerk I in the Treasurer's Office there is nobody in the City that has status. There is a Temporary employee working full-time in that position and she assumed that the Department Head, the City Treasurer, originally asked to have it filled on a permanent basis. Ms. Lillibridge inquired that since there is nobody to sign that posting, what happens next? Will a promotional opportunity be given to any of 192 employees? Mr. Biga responded that by Charter, the Appointing Authority would have the right to either f11 it on a promotional basis or an open -competitive basis. If they fill it on an open -competitive basis, it would not have to be posted, it could be filled temporarily, as long as the Appointing Authority processes an Employment Certificate and the person meets the qualifications for the job. If the Department wants to fill it on a promotional basis, either temporary or permanent, it would follow the AFSCME Union Local 192 contract requirement. The Commission received and filed the following items: a. Affirmative Action Report for March 2005.
