The meeting was called to order at 5:30 p.m. Members Present: Also Present: Karen Kapchonick, Superintendent of Parks and Recreation Yvonne Lillibridge, President, AFSCME Union Local 192 Debra Seeman, Secretary, AFSCME Union Local 192 Charlotte S. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-095 RESOLVED, That the Revised minutes of the 1210th Regular Meeting held Wednesday, March 23, 2005, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-096 RESOLVED, That the minutes of the 1211th Regular Meeting held Wednesday, April 20, 2005, be approved as submitted. The Commission received and fled the Status of Temporary Employees Report for April 2005. Chairperson Mahoney stated that New Business Item 3 has become an administrative action and for Item 5, the employee is no longer employed so no Civil Service Commission action would be necessary. The Commission received and filed the Non -Resident Report as of May 1, 2005. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-097 RESOLVED, That having reviewed the letter of April 28, 2005 from Peter Kunst, Director of Public Safety, requesting an adjustment to the salary of Police Chief Robert Stevenson, the Civil Service Commission does hereby approve the additional half-step increase to Step 5 of the Police Chief classification effective May 3, 2005. Paget 121M Regular Meeting May 18, 2005 Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-098 RESOLVED, That having reviewed the Departmental Correspondence of May 5, 2005 from Michael Kelly, Fire Engineer, as approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting permission to use three (3) additional paid Family Illness days chargeable to sick leave for 2005, the Civil Service Commission does hereby approve the use of three (3) additional twenty-four (24) hour paid Family Illness days, beyond the maximum four (4) twenty-four (24) hour paid Family Illness days allowed per calendar year. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-099 RESOLVED, That having reviewed the letter of May 6, 2005, from Karen Kapchonick, Superintendent of Parks and Recreation, requesting an open - competitive examination for Program Supervisor — Aquatics Coordinator and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: 1. Be a citizen of the United States or a resident alien with the right to work in the United States. 2. Have a four-year degree from an accredited college or university in Recreation Administration or related field; AND 3. Have a minimum of two (2) years experience in the management of aquatic facilities and programs; AND 4. Be certified in CPR, First Aid, Lifeguard and Lifeguard Instruction (LGI), Water Safety Instruction (WSI); AND 5. Have a minimum of one (1) year experience in the administration of swim meets and the operation of Colorado Timing Systems preferred. (Note: Successful Candidate must obtain Certified Pool Operator (CPO), Aquatic Facility Operator (AFO) and Certified Park and Recreation Professional (CPRP) certifications within two (2) years of appointment.) PARTS OF EXAMINATION AND WEIGHTS Interview —100% Background Investigation — Pass/Fail Page 3 1212th Regular Meeting May 18, 2005 In the event the number of qualified applicants exceeds fifteen (15), an evaluation will be made of the applications and the fifteen (15) applicants with the most appropriate and responsible combination of experience and training will be invited to the Interview. Candidates must pass the Interview in order to be placed on the eligible list. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-100 RESOLVED, That having reviewed the letter of May 10, 2005 from David M. Woodcox, Director of Building Inspection, requesting an open - competitive examination for Building Inspector and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: Be a citizen of the United States or a resident alien with the right to work in the United States. Have a high school diploma or valid equivalency certificate. Be familiar with local, state, and national building codes, have thorough knowledge of construction methods and techniques, and have some knowledge of electrical, plumbing, and heating codes. Have either: A. At least five (5) years of full -lime paid work experience in residential and/or commercial building construction work, four (4) years of which have been within the past ten (10) years; OR B. At least three (3) years of full-time paid work experience in residential and/or commercial building construction work within the past ten (10) years, PLUS either: 1) An Associate's degree related to a building construction program from an accredited college or university; OR 2) One (1) year of full-time paid experience as a building inspector (Registered in accordance with P.A. 54) within the past five (5) years; OR C. An equivalent combination of the above experience and education; Have state registration as Building Inspector or be able to become registered within six (6) months. Possess and maintain a valid drivers license. THE APPLICANT MUST PASS THE STATE CERTIFICATION FOR BUILDING INSPECTOR WITHIN SIX (6) MONTHS FROM DATE OF HIRE. FAILURE TO DO SO SHALL BE CAUSE FOR DISMISSAL. The Commission received and filed the following items: a. Council Resolution from the meeting of April 27, 2005, with minutes to be approved May 11, 2005. CR 183-05 RESOLVED, that having considered the report and recommendation of the Human Resources Director, dated April 6, 2005, which bears the signature of the Director of Finance and is approved for submission by the Mayor, and which transmits a resolution adopted by the Civil Service Commission on March 23, 2005, wherein the Commission recommends approval of an Off -Site Administrative Agreement between the City of Livonia and Ameraplan to provide administrative services for the City's dental and optical programs due to staff reductions and the time-consuming nature of these services, the Council does hereby refer this item to the Committee of the Whole for its report and recommendation. b. Letter of April 27, 2005, from Robert F. Biga, Human Resources Director, to Mayor Jack Engebretson, regarding the Estimated Costs of Various City Benefits for Fiscal Year 2005-2006 for General Employees. C. Letter of April 27, 2005, from Robert F. Biga, Human Resources Director, to Mayor Jack Engebretson, regarding the Estimated Costs of Various City Benefits for Fiscal Year 2005-2006 for Police and Fire Employees. d. Affirmative Action Report for April 2005. Yvonne Lillibridge, President, AFSCME Union Local 192, inquired about the remaining temporary employees in regular permanent classifications and if there was going to be any action on the four (4) Clerks in the Library and two (2) Clerks in Community Resources. She added they have not been posted. Derrick Washington, Personnel Analyst II responded that the Clerk positions in Community Resources would be going to PRC to request the information and he and Mr. Biga would be discussing the permanent Clerk positions for the Library.
