The meeting was called to order at 5:34 p.m. Members Present: Also Present Yvonne Lillibridge, President, AFSCME Union Local 192 William Marsh, Sewer Maintenance Worker II Michael T. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-201 RESOLVED, That the minutes of the 1240th Regular Meeting held Thursday, September 20, 2007, be approved as submitted. In a letter dated September 7, 2007, Brian Wilson, Superintendent of Public Service (Municipal Services) (TA) requested an extension to the original probationary period of William Marsh, Sewer Maintenance Worker, for three (3) months, due to Mr. Marsh's medical condition. Mr. Wilson wished to maintain Mr. Marsh's privacy in the matter, following the Health Insurance Portability and Accountability Act (HIPAA) standards. He explained that Mr. Marsh had started a new treatment for his condition. The Department was working with Mr. Marsh with regard to his attendance issues. The Department decided to extend Mr. Marsh's probationary period into December and they hoped for a successful outcome. Mr. Marsh staled that so far the new treatment seems to be helping. He had no objection to the extension of his probationary period. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-202 RESOLVED, That having reviewed the letter of September 7, 2007, from Brian Wilson, Superintendent of Public Service (Municipal Services) (TA), and Patrick Hogan, Director of Public Works, requesting an extension of probation for William Marsh, Sewer Maintenance Worker II, and having discussion with Brian Wilson and William Marsh, the Civil Service Commission does hereby approve an extension of probation for Mr. Marsh for three (3) months or until December 4, 2007. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-203 RESOLVED, That having reviewed the letter of October 3, 2007, from Ruth Love, Clerk -Typist II, as approved for forwarding by Robert Stevenson, Police Chief, requesting a military leave of absence, the Civil Service Paget 124V Regular Meeting October 17,2007 Commission does hereby confirm the administrative approval of a military leave of absence for Ms. Love from October 12, 2007 through December 10, 2007. 07-204 RESOLVED, That having reviewed the letter of September 18, 2007 from Jon Montayne, as approved for submission by Patrick A. Hogan, Director of Public Works, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby confirm the administrative approval of an unpaid medical leave of absence for Mr. Montayne beginning October 5, 2007, for a period not to exceed three (3) calendar months, subject to Mr. Montayne providing additional medical certification from his physician. 07-205 RESOLVED, That having reviewed a request dated September 26, 2007, from Cathryn Huch, Librarian I, as approved by Kathleen Monroe, City Librarian, requesting carry over of vacation days based on a projected retirement date of September 13, 2010, the Civil Service Commission does hereby confirm the Human Resources Directors approval to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is 57 as established in accordance with Civil Service Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f); AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days in the three (3) years immediately prior to retirement. 07-206 RESOLVED, That having reviewed a request dated September 25, 2007, from Thomas Maher, Police Lieutenant, as approved by Robert Stevenson, Police Chief, requesting carry over of vacation days based on a projected retirement date of September 20, 2010, the Civil Service Commission does hereby confirm the Human Resources Director's approval to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is 68 as established in accordance with Civil Service Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f) and Livonia Police Lieutenants and Sergeants Association (LLSA) Contract, Section 16, VACATION, paragraph E, Vacation Accrual; AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days in the three (3) years immediately prior to retirement. 07-207 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the revised Police Captain (1255 p.) eligible list. Page 3 1241° Regular Meeting Oulober 17, 2007 07-208 RESOLVED, that the Civil Service Commission does hereby confirm the administrative approval of the Assistant City Attorney III (1262 p.) eligible list. 07-209 RESOLVED, That having reviewed the expiring eligible lists for November 2007 — Secretary 1 (887 o.c.), Custodian (886 o.c.) and Clerk -Typist 1 (1231 p.), the Civil Service Commission does hereby confirm the administrative approval to extend the eligible lists for Secretary 1 (887 o.c.) and Custodian (886 oc.) for six (6) months ending May 8, 2008. The Commission received and fled the report of active Open -Competitive and Promotional eligible lists as of October 1, 2007. The Commission received and fled the Removal of Names from Current Eligible List report for the month of October 2007. 07-210 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the City Engineer (1258 p.) eligible list. 07-211 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Superintendent of Public Service (Municipal Services) (1259 p.) eligible list. 07-212 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Superintendent of Public Service (Operations) (1260 p.) eligible list. 07-213 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the passing point of 56 or 70% of the maximum raw score of 80 in the written test for Police Dispatcher (900 o.c.). The Commission received and fled the Temporary Report for September 2007. The Commission received and fled the Non -Resident Report as of October 1, 2007. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-215 RESOLVED, That having reviewed the letter of September 14, 2007, from Alex Bishop, Director of Inspection, requesting a promotional examination for Program Supervisor and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement, are: 1. Employed in the Inspection Department; and 2. Have regular status in the classification of Senior Clerk; and 3. Have a minimum of three (3) years experience in the Inspection Department; and 4. Have a thorough knowledge of the building permit procedures, and the installation and the operation of the BS & A program; and 5. Have payroll clerical administration experience. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-216 RESOLVED, That having reviewed the letter of October 10, 2007, from Brian Wilson, Superintendent of Public Service (Municipal Services) (TA), and Patrick A. Hogan, Director of Public Works, requesting an open -competitive examination for Animal Control Officer and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: Be a citizen of the United States or resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate; and Possess and maintain a valid driver's license, and have an acceptable driving record; and Must be able to pursue, restrain and lift animals up to 100 pounds; and Have a minimum of two (2) years experience, in one or more of the following areas: Animal Control Officer for a township, municipality, county or state agency, and/or Inspector with a regulatory agency responsible for directly overseeing animal control operations, and/or within a veterinary clinic, animal hospital, and/or shelter and been directly responsible for the care and upkeep of animals, and/or worked as an animal trainer or handler. NOTE: Applicants must have the ability to meet and deal effectively with the public, to be able to read and comprehend the law and be able to write clear and concise reports. All applicants considered for interview must pass a security background investigation. PARTS OF EXAMINATION AND WEIGHTS Interview —100% Background Investigation — Pass/Fail NOTE: In the event the number of qualified applicants exceeds twelve (12), an evaluation will be made and the twelve applicants with the most appropriate and responsible combination of experience and training will be invited to the interview. Candidates must pass the interview in order to be placed on the eligible list. Hogan, Director of Public Works, requesting an open -competitive examination for Water Meter Repairer II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: Be a citizen of the United States or resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate; and Have five (5) years experience in the maintenance and repair of water meters; and Be eligible for or possess, and maintain a Michigan Department of Environmental Quality S4 Water Distribution Certificate; and Be eligible for or possess, and maintain a valid Group "A" or "B" Commercial Drivers License with Air Brake; and Be eligible for or possess, and maintain a valid Industrial Truck Driving Permit for the operation of a forklift. NOTE: An employee in this classification is subject to all requirements of the Federal Omnibus Transportation Employee Testing Act of 1991, as amended. PARTS OF EXAMINATION AND WEIGHTS Written -50% Interview -100% Background Investigation — Pass/Fail NOTE: A maximum of twelve (12) qualified applicants with the highest passing score on the Written Test will be invited to the Interview part of the examination. Applicants must pass the Written Test, Interview and Background Investigation parts of examination in order to be placed on the eligible list. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-218 RESOLVED, That having reviewed the letter of October 2, 2007, from Michael T. Slater, Director of Finance, requesting an open -competitive examination for Chief Accountant and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: Pagel 1241° Regular Meeting October 17, 2007 1. Be a citizen of the United States or resident alien with the right to work in the United States; AND 2. Have a Bachelor's Degree from an accredited college or university with a major in Accounting; AND 3. Have five (5) years of full time paid supervisory experience in the field of accounting within the last len (10) years. PARTS OF EXAMINATION AND WEIGHTS Assessment Center 70% - Performance Test 30%' 'NOTE: The eight (8) candidates with the highest passing scores on the Performance Test will be invited to the Assessment Center portion of the examination. The Commission received and fled the following: a. Council Resolutions from the September 12, 2007 meeting, with minutes to be approved September 26, 2007. b. Council Resolution from the September 26, 2007 meeting, with minutes to be approved October 10, 2007. G. Affirmative Action Report for September 2007. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-219 RESOLVED, That having reviewed the letter of October 15, 2007, from Michael T. Slater, Director of Finance, requesting a promotional examination for Account Clerk II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia with regular status who, by the closing date of this announcement: Have regular status as an Account Clerk I. Have one (1) year experience in the City. PARTS OF EXAMINATION AND WEIGHTS Written Test -80% Departmental Rating -20% Candidates must pass the Written Test in order to be placed on the eligible list. Pursuant to AFSCME Local 192, PROMOTIONS 20.b., in competitive examinations that include departmental ratings, the departmental rating from 0 to 100 will count as 20% of the Page 1241° Regular Meeting October 17, 2007 examination, but a score under 70 will not disqualify the candidate from continuing the process. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-220 RESOLVED, That having reviewed the letter of October 15, 2007, from Michael T. Slater, Director of Finance, requesting a promotional examination for Account Clerk III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement have regular status as an Account Clerk II. PARTS OF EXAMINATION AND WEIGHTS Written Test -60% Departmental Rating -20% Candidates must pass the Written Test in order to be placed on the eligible list. Slater, Director of Finance, requesting an open -competitive examination for Accountant II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: Be a citizen of the United Slates or resident alien with the right to work in the United States; AND Have a Bachelor's Degree from an accredited college or university with a major in Accounting; OR; a Bachelor's Degree in Business Administration or related field from an accredited college or university with a minimum of 21 semester credit hours covering basic and advanced accounting principles, cost accounting, taxes, auditing and 6 credit hours of governmental accounting. Original college degree and official transcript must be presented at the time of application; AND Have at least two (2) years of full-time paid experience in accounting in a governmental agency or private company. Slater, Director of Finance, requesting a promotional examination for Accountant III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement: 1. Are employed in the Accounting Division of the Finance Department; and 2. Have regular status in the classification of Accountant II; and 3. Have at least eight (8) years of experience in the Accounting Division.
