The meeting was called to order at 5:38 p.m. Members Present: Also Present: Alex Bishop, Director of Inspection Patrick A. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08-96 RESOLVED, That the minutes of the 1246th Regular Meeting held Wednesday, March 19, 2008, be approved as submitted. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 08-97 RESOLVED, That having reviewed the letter of March 31, 2008, from Charlotte DeMatteo-Lencioni, Police Crime Analyst, as approved for submission by Robert Stevenson, Police Chief, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve the administrative approval of an unpaid medical leave of absence beginning on April 18, 2008 and subject to Ms. DeMatteo-Lencioni providing appropriate medical documentation upon her return to work. 08-98 RESOLVED, That having reviewed the letter of March 31, 2008, from Alex Bishop, Director of Inspection, requesting an extension of a leave of absence from the classified service, the Civil Service Commission does hereby confirm the administrative approval of an extension of the one (1) year leave of absence from the classified service beginning June 1, 2008. 08-99 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the passing point of 70% or 70 out of the maximum score of 100, on the written test for Account Clerk 1 (910 o.c.). 08-100 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Deputy Police Chief (1276 p.) eligible list. 08-101 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Police Lieutenant (1257 p.) eligible list. Paget 124P Regular Meeting Apnll6,20D8 08-102 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Police Sergeant (1256 p.) eligible list. 08-103 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Sr. Building Inspector (1280 p.) eligible list. 08-104 RESOLVED, That having reviewed the expiring eligible lists for the month of May 2008, Clerk -Typist 1 (889 o.c.), Custodian (886 o.c.), Secretary 1 (887 o.c.), Service Representative (1248 p.) and Water Operations Mechanic 11 (1246 p.), the Civil Service Commission does hereby confirm the administrative approval to extend the Custodian (886 o.c.) eligible list until the new list is established and extends the Service Representative (Water) (1248 p.) and Clerk - Typist 1 (889 o.c.) eligible lists for six (6) months to November 17, 2008. The Commission received and filed the report of active Open -Competitive and Promotional eligible lists as of April 1, 2008. Cloutier, Keith Widmer, Kenneth M. Shinsky, Thomas West, James The Commission received and fled the Temporary Report for March 2008. The Commission received and fled the Non -Resident Report as of April 1, 2008. Robert F. Biga, Human Resources Director, discussed the Non -Resident Report and explained there are three (3) different categories of non-residents; (1) those employees living within twenty (20) miles, which is pennitted by state law if they are in a collective bargaining agreement; (2) employees who are not covered by a collective bargaining agreement and the Civil Service Commission should actually take action on; and (3) those employees living outside the twenty (20) mile limit that should file a request for a waiver of the residency requirement. Mr. Biga stated this would be put in the report so the Civil Service Commission could see the detailed information on the employees in each of the categories. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 08-105 RESOLVED, That having reviewed the letter of March 31, 2008, from Alex Bishop, Director of Inspection, requesting a promotional examination for Senior Clerk and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 124r Regular Meeting Apnll6,2008 QUALIFICATIONS Applications will be accepted only from employees of the City of Livonia who, by the closing date of this examination, are: Employed in the Inspection Department; and Have regular status as a Clerk -Typist II with a minimum of two (2) years full-time paid Clerk -Typist II work experience in the issuance and processing of building and mechanical permits, licenses and daily cast reports; and Have experience using Microsoft Office 2000, BS & A software and Logos.Net; and Have at least eight (8) years of service in the Inspection Department. PARTS OF EXAMINATION AND WEIGHTS Interview -40% Departmental Rating -60%' 'In the event there is only one qualified applicant for the position, the Parts of Examination and Weights will be 100% Departmental Rating. The Commission received and fled the following: Affirmative Action Report for March 2008. Council Resolutions from the meeting of March 31, 2008 with minutes to be approved April 16, 2008. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08-106 RESOLVED, That having reviewed the letter of April 10, 2008, from Jack Kirksey, Mayor, requesting an extension of probationary periods for Kevin Roney, City Engineer; Brian Wilson, Superintendent of Public Service — Municipal Services and Paul St. Henry, Superintendent of Public Service — Operations, the Civil Service Commission does hereby approve the extension of probationary periods for the aforementioned individuals to October 18, 2008. Chairperson Tatigian announced that a letter from Mr. John Hill was received at 5:24 p.m. today, that Mr. Hill requests withdrawing his appeal of termination of employment to the Civil Service Commission. Therefore, the Closed Session of the Civil Service Commission, as previously scheduled to follow the regular meeting, has been cancelled. No further action would be taken by the Civil Service Commission.
