Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 08-145 RESOLVED, That the minutes of the 1249th Regular Meeting held Thursday, June 19, 2008, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 08-146 RESOLVED, That the minutes of the 97th Special Meeting held Thursday, July 3, 2008, be approved as submitted. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 08-147 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of Linda Bieszczad's request for an unpaid medical leave of absence from July 8, 2008 through July 13, 2008, pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence. 08-148 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of Laura Siemcki's request for an unpaid medical leave of absence from July 14, 2008, for a period of ninety (90) days, pursuant to RULE 25, LEAVES, Section 25.5. Leaves of Absence, and subject to Ms. Sieracki providing additional medical certification from her personal physician. 08-149 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Police Dispatcher (913 o.c.) eligible list. 08-150 RESOLVED, That having reviewed the expiring eligible lists for the month of August 2008 — Library Aide (890 o.c.), Technical Specialist (899 o.c.), Building Mechanic 1 (1253 p.), Equipment Operator II (1228 p.) and Water Meter Repairer 1 (1254 p.), the Civil Service Commission does hereby confirm the administrative approval to extend the Water Meter Repairer 1 (1254 p.) eligible list for six (6) months to February 16, 2009. Paget 1250' Regular Mee0ng July 16, 2008 The Commission received and filed the report of active Open -Competitive and Promotional eligible lists as of July 1, 2008. The Commission received and fled the Removal of Names from Active Eligible List Report for the month of July 2008 and confirms the following removals for the reasons indicated in the Report: Building Mechanic 1 (1253 p.): Sprader, Timothy Equipment Operator 11 (1228 p.): Sturgill, James Grzembski, Kenneth Liacakes, Thomas Equipment Operator 111 (1250 p.): Tutor, Brian Locke, Charles Sewer Maintenance Worker 1 (1268 p.): Sheridan, Philip Water Meter Repairer 1 (1254 p.): Grzembski, Kenneth Water Operations Mechanic 1 (1269 p.). Cloutier, Keith Widmer, Kenneth M. Shinsky, Thomas West, James The Commission received and fled the following: Status of Temporary Employees Report for June 2008. Non -Resident Report as of July 1, 2008. Council Resolutions #245-08 and #246-08 from the June 11, 2008 meeting, with minutes to be approved June 23, 2008, reappointing Gerald Taylor to the Economic Development Corporation (#245-08) and appointing Lynda Scheel to the City Planning Commission (#246-08). City of Livonia and Livonia Firefighters Association MERC Act 312 Award Case No. DO6 G-1704. Affirmative Action Report for June 2008. Page 1250' Regular Meeting July 16, 2008 Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 08-151 RESOLVED, That having reviewed the letter of July 14, 2008, from Jack E. Kirksey, Mayor, recommending salary and benefit adjustments for the classification of Fire Chief, the Civil Service Commission does hereby approve the recommended salary and benefit adjustments for the period December 1, 2005 through November 30, 2008, pursuant to the attached summary; AND BE IT FURTHER RESOLVED, That all other benefits not elaborated in the attached summary as extended to Livonia Fire Fighters in their December 1, 2005 through November 30, 2008 Agreement be afforded to the classification of Fire Chief, AND BE IT FURTHER RESOLVED, That this resolution is to be effective immediately and is hereby submitted to City Council for their review and concurrence. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 08-152 RESOLVED, That having reviewed the letter of June 18, 2008, from Linda McCann, Director of Community Resources requesting approval of the revised grant classifications and pay rates for the fiscal year 2008-09, the Civil Service Commission does hereby approve the 3% rale increase for these grant classifications to be effective September 1, 2008, based upon the provision that the only benefit to be received is holiday pay after the completion of 480 hours and subject to sufficient funding and these positions shall terminate at such time funding is no longer available, and the Civil Service Commission submits same to City Council for consideration. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 08-153 RESOLVED, That having reviewed the correspondence dated June 19, 2008, from Robert Stevenson, Police Chief, requesting consideration for a step advance for Wanda Roberts, Clerk -Typist I, Step 1 to Clerk -Typist I, Step 4, the Civil Service Commission does hereby approve the step increase to Step 4, effective on June 10, 2008. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 08-154 RESOLVED, That having reviewed the letter dated July 2, 2008, from Karen Kapchonick, Superintendent of Parks and Recreation, requesting an extension of an unpaid medical leave of absence on behalf of Amy Walker, Recreation Supervisor — Special Events, the Civil Service Commission does hereby approve an additional thirty (30) day unpaid medical leave of absence through August 11, 2008, subject to Ms. Walker providing medical documentation from her physician and this action is not precedent setting; Page 1250' Regular Meeting July 16, 2008 AND BE IT FURTHER RESOLVED, it is with the understanding that Ms. Walkers probationary period will be extended by the length of her unpaid medical leave of absence. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 08-155 RESOLVED, That having reviewed the letters dated July 9, 2008 and June 26, 2008, from Charlotte DeMatteo-Lencioni, Police Crime Analyst, as recommended for approval by Robert Stevenson, Police Chief, requesting an extension of an unpaid medical leave of absence and an unpaid personal leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence from May 18, 2008 through June 22, 2008, and approves an unpaid personal leave of absence from June 23, 2008 through September 1, 2008; AND BE IT FURTHER RESOLVED, it is with the understanding that Ms. DeMatteo-Lencionfs probationary period will be extended by the length of her unpaid leaves of absence. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 08-156 RESOLVED, That having reviewed a letter dated July 9, 2008, from Patrick A. Hogan, Director of Public Works, requesting an open -competitive examination for City Engineer and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: 1. Be a citizen of the United states, or a resident alien with the right to work in the United States; and 2. Have graduated from a recognized college or university with a Bachelors degree in Civil Engineering; and 3. Have had at least ten (10) years of full-time paid responsible civil engineering experience, including at least five (5) years in an administrative capacity; and 4. Be registered as a professional civil engineer in the State of Michigan or in another state with a reciprocal agreement with the State of Michigan. NOTE: Original college diploma and/or degree documentation and professional Civil Engineer license must be submitted at the time of the Assessment Center. Assessment Center -50% Interview -50% Background Investiga0on — Pass/Fail Pages 1250'^ Regular Meeting July 16, 2008 NOTE: In the event the number of qualified applicants exceeds len (10), an evaluation will be made, and the ten (10) applicants with the most appropriate and responsible combination of experience and training will be invited to the Assessment Center. Candidates must pass the Assessment Center and the Interview in order to be placed on the eligible list. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 08-157 RESOLVED, That having reviewed the letter of July 1, 2008, from Donna Bobak, Teller I, and recommended for approval by Dennis Wright, City Treasurer, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence beginning August 13, 2008, subject to Ms. Bobak providing medical documentation from her physician. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 08-158 RESOLVED, That having reviewed the letter of July 10, 2008, from Robert Stevenson, Police Chief, requesting an open -competitive examination for Police Service Aide, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: Be a citizen of the United States or resident alien with the right to work in the United States; and Be at least eighteen (18) years old; and Have a high school diploma or a valid equivalency certificate, and Possess and maintain a valid drivers license; and Be free from any physical defects, chronic diseases, organic diseases, organic or functional conditions, or mental and emotional instabilities which may tend to impair the efficient performance of duties or which might endanger the lives of others or the individual employee; and Possess an MCOLES Physical Agility or a United States Army or Marines physical fitness test certificate, illustrating successful completion, dated within twelve (12) months preceding the closing date of this announcement. Possess normal hearing, normal color vision, and normal visual functions and acuity in accordance with the Civil Service Commission approved visual acuity standard adopted as attached. By the closing date of the announcement, each applicant must submit a written statement from a physician, optometrist, or ophthalmologist giving the applicant's visual acuity in each eye corected and uncorrected. (Eye examination must be within the preceding six (6) months of the closing date of the Page 1250' Regular Meeting July 16, 2008 announcement.) Surgically corrected vision may not be acceptable, i.e. radial keratotomy. NOTE: Applicants are required to submit original degrees/transcripts, MCOLES Certification and Visual Acuity Statement by the closing date of this announcement. PARTS OF EXAMINATION AND WEIGHTS Written Test -50% Interview -50% NOTE: A minimum of the fifteen (15) qualified applicants with the highest passing score on the Written Test will be invited to the Interview part of examination. Applicants must pass the Written Test and Interview parts of the examination in order to be placed on the eligible list.
