The meeting was called to order at 5:34 p.m. Members Present: Also Present: Steve Schoonover, Vice -President, AFSCME Union Local 192 Charlotte S. Mahoney, Chairperson Harry C. Tatigian Ronald E. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 10-342 RESOLVED, That the minutes of the 1272nd Regular Meeting held Wednesday, May 19, 2010, be approved as submitted with one change reflecting Ms. Mahoney as the Chairperson on the signature page. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 10343 RESOLVED, That having reviewed the memorandum of June 7, 2010, from Robert F. Biga, Human Resources Director, regarding a request for a Military Leave of absence from Ruth Love, Clerk -Typist II, the Civil Service Commission does affirm the administrative approval of a military leave of absence for Ms. Love, from June 22, 2010 through September 20, 2010. 10344 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the eligible list for Account Clerk III (1310 p.). The Commission received and fled the following: Status of Temporary Employees Report for May 2010. Non -Resident Report as of June 1, 2010. Current Open -Competitive and Promotional Eligible Lists as of June 1, 2010. Affirmative Action Report for May 1, 2010. Removal of names from active eligible list report for the month of May 2010. No changes. Council Resolutions from the May 12, 2010 meeting, with minutes to be approved May 26, 2010: #168-10, approving a change in the compensation plan effective August 1, 2009, to establish an annual stipend of $8,000.00 for the position of Assistant City Assessor while assuming the functions of the City Paget 1273^ Regular Meeting June 17, 2010 Assessor, and an annual stipend of $6,500.00 for the Commercial and Industrial Appraiser while assuming the functions as a Level 4 Assessor, such payments to be made on a bi-weekly basis while so assigned to such duties. #173-10, amending and revising Council Resolution #31-10 so as to read as follows: RESOLVED, that the Council does hereby designate Joe Laura as Parliamentarian of the City Council on a continuing basis, or until further order of this Council by Council Resolution. Council Resolution from the May 26, 2010 meeting, with minutes to be approved June 9, 2010: #182-10, reappointing Gerald Taylor to the City Planning Commission for a term of three years, which will expire on June 9, 2013. Article from the June 2010 issue of The Risk, a Michigan Municipal Risk Management publication entitled "Michigan Tests Limits of Marijuana for Medical Use.' Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 10-345 RESOLVED, That having reviewed the expiring eligible lists for the month of June 2010 — Sign Maintenance Worker 1 (1287 p.) and Water Meter Repairer 1 (1297 p.), the Civil Service Commission does hereby affirm the administrative approval of the extension of the eligible list for Sign Maintenance Worker 1 (1287 p.) for six (6) months until January 7, 2011 and the extension of the eligible list for Water Meter Repairer 1 (1297 p.) for six (6) months until January 6, 2011. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 10-346 RESOLVED, that having reviewed the letter of June 10, 2010, from Kathleen Monroe, City Librarian, requesting a promotional examination for Program Supervisor and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement, are employed in the Library Department as a Library Aide I or Library Aide 11. PARTS OF EXAMINATION AND WEIGHTS Interview -60% Departmental Rating -40%` 'In the event there is only one (1) qualified applicant for this position, the Parts of Examination and Weights will be 100% Departmental Rating. Page 3 1273^ Regular Meeting June 17, 2010 AFSCME Union Local 192 Grievance #10-16, dated May 21, 2010, from Nom Brock, Clerk - Typist II, regarding the qualifications for the promotional examination for Account Clerk I in the Police Department, was removed from the agenda at the request of the Union President. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 10-347 RESOLVED, that having reviewed the letter of June 12, 2010, from Nicole Hunter, Clerk I, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence not to exceed sixty (60) calendar days, beginning June 16, 2010, subject to Ms. Hunter providing medical documentation from her physician. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the meeting be adjourned at 5:40 p.m. Gretchen Guisbert, Secretary III Charlotte S.
