HomeMy WebLinkAbout1314th CSC Meeting (November 13, 2013)1310 REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 1314th Regular Meeting of the Civil Service Commission was held on Wednesday, November 13, 2013. The meeting was called to order at 5:39 p.m. Members Present: Harry C. Tatigian, Chairman Charlotte S. Mahoney Ronald Reinke Also Present: Robert F. Biga, Human Resources Director Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and adopted, it was 13-141 RESOLVED, that the Minutes of the 1313th Regular Meeting held Wednesday, October 16, 2013, be approved as submitted. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-142 RESOLVED, that the Minutes of the 106th Special Meeting held Monday, November 4, 2013, be approved as submitted. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-143 RESOLVED, That having reviewed the letter of October 16, 2013, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard, Director of Public Works, and the letter of October 14, 2013, from Pauline Appel, Engineering Assistant, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve a ninety (90) day unpaid medical leave of absence from the date Ms. Appel enters into an unpaid status; AND BE IT FURTHER RESOLVED, that should Ms. Appel wish to continue her leave of absence to care for a family member, atter she is no longer disabled by her physician, Ms. Appel will be required to exhaust her vacation and personal business banks prior to requesting additional unpaid time off; AND BE IT FURTHER RESOLVED, that should Ms. Appel not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, she will be responsible to reimburse the City of Livonia for any cost for benefits paid for Ms. Appel during her time off, in accordance with Section 25.6(c), Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Ms. Appel's control. Paget 1314" Regular Meeting November 13, 2013 Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-144 RESOLVED, That having reviewed the memorandum of October 18, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, regarding the passing point for the written test for Clerk II (1351 p.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of a raw score of 22 out of a maximum score of 50 for the Wonderlic Personnel Test (WPT), and a passing point of 95 out of 136, for the International Personnel Management Association (IPMA) Clerical Series Test (CSA -1-A). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-145 RESOLVED, That having reviewed the memorandum of November 12, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, regarding the passing point for the written test for Account Clerk III (979 o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 29 out of a maximum score of 50 or 58%, for the Empco, Inc. written test, and a passing point of 24 out of 50, for the Wonderlic Personnel Test (WPT). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-146 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Service Aide (964A o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-147 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Clerk II (1351 p.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-148 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Police Officer (958 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-149 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Systems Analyst II (977 o.c.). The Commission received and fled the following: a. Status of Temporary Employees Report for October 2013. b. Non -Resident Report as of November 1, 2013. C. Current Open -Competitive and Promotional Eligible Lists as of November 1, 2013. Page 13W Regular Meeting November 13, 2013 d. Affirmative Action Report for October 2013. e. Removal of names from active eligible list report for the month of October 2013. f. Letter of October 28, 2013, from Michael T. Slater, Director of Finance, to City Council, regarding Workers' Compensation Insurance Renewal. g. Expiring Eligible List for the Month of December 2013 — Recreation Supervisor— Greenmead (954 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-150 RESOLVED, That having reviewed the memorandum of October 21, 2013, from Robert F. Biga, Human Resources Director, requesting a promotional examination for Police Sergeant and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who, at the closing date of this examination, are employed in the Police Division of the Department of Public Safety; have regular status in the classification of Police Officer; and have had at least five (5) years of experience, immediately preceding the closing date of the examination, as a Police Officer with the City of Livonia. Experience is counted through April 8, 2014. PARTS OF EXAMINATION AND WEIGHTS Written Test -60% Interview -15% Departmental Rating -25% Candidates must pass the Written Test, Interview and Department Rating in order to be placed on the promotional eligible list. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-151 RESOLVED, That having reviewed the memorandum of November 1, 2013, from Robert F. Biga, Human Resources Director, requesting a promotional examination for Police Lieutenant and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who, at the closing date of this examination, are employed in the Police Division of the Department of Public Safety; as a Senior Sergeant or have regular status in the classification of Sergeant and, have had at least four (4) years of experience, immediately preceding the closing date of the examination, as Sergeant in the City of Livonia. Experience is counted through April 8, 2014. Page 1314" Regular Meeting November 13, 2013 PARTS OF EXAMINATION AND WEIGHTS The proposed parts of examination and weights are unchanged from the past examination and are as follows: Written Test - 50% Interview - 25% Departmental Rating - 25% Candidates must pass the Written Test, Interview and Departmental Rating in order to be placed on the promotional eligible list. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-152 RESOLVED, That having reviewed the memorandum of November 7, 2013, from Jan Patterson, Personnel Clerk, to Robert F. Biga, Human Resources Director, regarding a step increase at the time of extended probation for Marilyn Mootsey, Clerk -Typist II, the Civil Service Commission does hereby approve an increase to step 2 retroactive to Ms. Mootsey's original probation completion dale of June 27, 2013, to be paid at the time the pay freeze is lifted. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-153 RESOLVED, That having reviewed the memorandum of October 29, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Clerk I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, an applicant must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; and 2. Have a high school diploma or a valid equivalency certificate; and 3. Have had a minimum of one (1) year of full-time' paid general office clerical work experience OR two (2) years experience in an appropriate clerical cooperative education program. (ORIGINAL DOCUMENTATION VERIFYING HIGH SCHOOL DIPLOMA AND IF APPLICABLE, THE OFFICIAL COOPERATIVE EDUCATION AGREEMENT(S) MUST BE PROVIDED AT TIME OF INTERVIEW) 'NOTE: Equivalent part-time work experience maybe substituted for the full-time experience required in Qualification #3. Pages 1314" Regular Meeting November 13, 2013 PARTS OF EXAMINATION AND WEIGHTS Written — 60% Interview — 40%' 'A minimum of the twenty (20) highest scoring candidates on the written test will be invited to the interview part of the examination. Applicants must pass the written test and interview in order to be placed on the eligible list. The Commission received and fled the following x -items: Council Resolutions from the meeting of October 21, 2013, with minutes to be approved November 6, 2013: #340-13, approving the establishment of a new part-time (20) hour per week classification of Level 4 Appraiser, with a salary of $45,000.00 per year for all hours worked, payable in equal bi-weekly amounts of $1,730.77, with Commission to re- evaluate the position if it becomes vacant in the future. #341-13, referring the subject matter of prohibiting City employees from collecting two separate pensions from the City, to the Committee of the Whole for its report and recommendation. Letter of September 19, 2013, from Andy Dillon, State Treasurer, regarding Public Employer Contributions to Medical Benefit Plans, Annual Cost Limitations — Calendar Year2014.
