The meeting was called to order at 5:43 p.m. Members Present: Also Present: Christopher Audette, Firefighter David DiLernia, Firefighter Robert Domenzain, Firefighter Drew Ginther, Firefighter Alan Harmon, Fire Captain Daniel Hefner, Firefighter Harry C. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and adopted, it was 13-154 RESOLVED, that the Minutes of the 1314th Regular Meeting held Wednesday, November 13, 2013, be approved as submitted. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-155 RESOLVED, that having reviewed the memorandum of November 12, 2013, from James Vrooman, Police Officer, as approved for submission by Ben McDermott, Acting Police Chief, requesting additional family illness leave, the Civil Service Commission does hereby affirm the administrative approval of Mr. Vrooman's request to use an additional six (6) eight (8) hour days for the calendar year 2013 from his sick bank to be charged as family illness. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-156 RESOLVED, that having reviewed the letter of November 26, 2013, from James Hamel, Building Inspector, and the letter of December 3, 2013, from Alex Bishop, Director of Inspection, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of a forty-two (42) day unpaid medical leave of absence beginning December 23, 2013; AND BE IT FURTHER RESOLVED, that should Mr. Hamel not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, he will be responsible to reimburse the City of Livonia for any cost for benefits paid for Mr. Hamel during his time off, in accordance with Section 25.6(c), Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Mr. Hamel's control. Page 2 1315' Regular Meeting Dece�r 4, 2013 Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-157 RESOLVED, that having reviewed the Departmental Correspondence of November 27, 2013, from Shadd A. Whitehead, Fire Chief, requesting a second thirty (30) day leave of absence for David Kaul, Firefighter, the Civil Service Commission does hereby affirm the administrative approval of a thirty (30) day unpaid medical leave of absence beginning December 9, 2013; AND BE IT FURTHER RESOLVED, that should Mr. Kaul not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, he will be responsible to reimburse the City of Livonia for any cost for benefits paid for Mr. Kaul during his time off, in accordance with Section 25.6(c) Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Mr. Kaul's control. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-158 RESOLVED, that having reviewed the letter of December 2, 2013, from Nelson Games, Electrical Inspector, noted by Alex Bishop, Director of Inspection, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of a thirty-three (33) day unpaid medical leave of absence beginning December 9, 2013; AND BE IT FURTHER RESOLVED, that should Mr. Games not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, he will be responsible to reimburse the City of Livonia for any cost for benefits paid for Mr. Games during his time off, in accordance with Section 25.6(c), Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Mr. Games' control. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-159 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Account Clerk III (979 o.c.). The Commission received and fled the following: a. Status of Temporary Employees Report for November 2013. b. Non -Resident Report as of December 1, 2013. C. Current Open -Competitive and Promotional Eligible Lists as of December 1, 2013. d. Affirmative Action Report for November 2013. e. Removal of names from active eligible list report for the month of November 2013. Page 1315" Regular Meeting December 42013 f. Letter of Understanding between the City of Livonia and AFSCME Council 25, Local 192, regarding health insurance for employees who retire after November 30, 2013. g. Letter of Understanding between the City of Livonia and AFSCME Council 25, Local 1917, regarding health insurance for employees who retire after November 30, 2013. h. Council Resolutions from the meeting of November 6, 2013, with Minutes to be approved November 18, 2013: #351-13, approving the reappointment of Jim Cambridge, to the Livonia Brownfield Redevelopment Authority for a tens of three years, which will expire on November 24, 2016. #352-13, approving the reappointment of Michael Paul Condon, to the Livonia Brownfield Redevelopment Authority for a lens of three years, which will expire on November 24, 2016. #360-13, approving the dates for the City Council Meetings for 2014, subject to change with notice. i. Council Resolution for the meeting of November 18, 2013, with Minutes to be approved December 2, 2013: #374-13, authorizing the Mayor and the City Clerk to enter into a contract for the period December 1, 2013, to November 30, 2014, with Citizens Management, Inc. (CMI), to provide the City with claims administrative services; FURTHER, authorizing the Mayor and the City Clerk to enter into a contract for the period of December 1, 2013, to November 30, 2014, with Midwest Employers Casualty Company, to provide the City with excess insurance coverage. j. Expiring eligible lists for the month of January 2014 - Accountant II (951 o.c.). Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-160 RESOLVED, that having reviewed the Departmental Correspondence of November 21, 2013, from Shadd A. Whitehead, Fire Chief, requesting a step increase for Firefighter Christopher Audette, and having received documentation of prior related work experience for Mr. Audette, the Civil Service Commission does hereby approve an additional step increase for Christopher Aude0e, Firefighter, to step 3, to be effective December 4, 2013. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-161 RESOLVED, that having reviewed the Departmental Correspondence of November 21, 2013, from Shadd A. Whitehead, Fire Chief, requesting a step increase for Firefighter David DiLernia, and having received documentation of prior related work experience for Mr. DiLernia, the Civil Service Commission does hereby approve an additional step increase for David DiLernia, Firefighter, to step 3, to be effective December 4, 2013. Page 1315" Regular Meeting Dece�r4, 2013 Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-162 RESOLVED, that having reviewed the Departmental Correspondence of November 21, 2013, from Shadd A. Whitehead, Fire Chief, requesting a step increase for Firefighter Drew Ginther, and having received documentation of prior related work experience for Mr. Ginther, the Civil Service Commission does hereby approve an additional step increase for Drew Ginther, Firefighter, to step 3, to be effective December 4, 2013. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-163 RESOLVED, that having reviewed the Departmental Correspondence of November 21, 2013, from Shadd A. Whitehead, Fire Chief, requesting a step increase for Firefighter Daniel Hefner, and having received documentation of prior related work experience for Mr. Hefner, the Civil Service Commission does hereby approve an additional step increase for Daniel Hefner, Firefighter, to step 3, to be effective December 4, 2013. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-164 RESOLVED, that having reviewed the Departmental Correspondence of November 21, 2013, from Shadd A. Whitehead, Fire Chief, requesting a step increase for Firefighter Matthew Patra, and having received documentation of prior related work experience for Mr. Patm, the Civil Service Commission does hereby approve an additional step increase for Matthew Patm, Firefighter, to step 3, to be effective December 4, 2013. The request for a promotional examination for Custodial Foreman, was removed from the Agenda, at the request of the Department. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 13-165 RESOLVED, that having reviewed the letter of November 26, 2013, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard, Director of Public Works, requesting a promotional examination for Secretary III, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS The examination is open only to employees of the City of Livonia who, by the closing date of the announcement, are: Are employed in the Department of Public Works; and Have regular status as a Secretary II; and Pages 1315" Regular Meeting Decen r4, 2013 3. Have a minimum of one (1) year experience as a Secretary II. PARTS OF EXAMINATION AND WEIGHTS Performance Test— 70% Departmental Rating — 30% Typing — 60 WPM Candidates must pass the Performance Test in order to be placed on the eligible list. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 13-166 RESOLVED, that having review the letter of November 27, 2013, from Brian Wilson, Superintendent of Public Service, and Kevin Maillard, Director of Public Works, and the memorandum of December 4, 2013, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting a promotional examination for Water Meter Repairer III, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement are: Employed in the Department of Public Works; and Have regular status as a Water Meter Repairer II; and Have at least to (2) years of full-time paid experience as a Water Meter Repairer II; and Possess and maintain a valid Group "A" Commercial Drivers License with Air Brake and must have or be eligible for, a valid Industrial Truck Driving Permit for operating of a forklift. An employee in this classification is subject to all requirements of the Federal Omnibus Transportation Employee Testing Act of 1991, as amended. Be able to lift a minimum of seventy-five (75) pounds. PARTS OF EXAMINATION AND WEIGHTS Written Test -70% Departmental Rating -30%' Candidates must pass the Written Test in order to be placed on the eligible list. Pursuant to AFSCME Local 192, PROMOTIONS 20.B. in competitive examinations which include Departmental Ratings, the Departmental Ratings from 0 to 100 will count as 30% of the examination, but a score under 70 will not disqualify the candidate from continuing the process. 'In the event there is only one candidate for the position, the Parts and Weights of examination will be 100% Departmental Rating.
