HomeMy WebLinkAbout1317th CSC Meeting (February 19, 2014)13W REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 1317' Regular Meeting of the Civil Service Commission was held on Wednesday, February 19, 2014. The meeting was called to order at 5:47 p.m. Members Present: Harry C. Tatigian, Chairman Ronald Reinke Charlotte S. Mahoney Also Present: James McGinnis, Firefighter Robert F. Biga, Human Resources Director Shadd A. Whitehead, Fire Chief Derrick L. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 14-23 RESOLVED, that the Minutes of the 1316t' Regular Meeting held Wednesday, January 15, 2014, be approved as submitted. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 14-24 RESOLVED, that having reviewed the letter received on January 14, 2014, from Laurie Sieracki, Custodian, as approved for submission by Brian Wilson, Superintendent of Public Service and Kevin Maillard, Director of Public Works, requesting an extension of an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of Ms. Siemcki's request for a thirty (30) day unpaid medical leave of absence, for the period January 29, 2014 through February 28, 2014; AND BE IT FURTHER RESOLVED, that should Ms. Sieracki not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, she will be responsible to reimburse the City of Livonia for any cost for benefits paid for Ms. Sieracki during her time off, in accordance with Section 25.6(c) Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Ms. Sieracki's control. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 14-25 RESOLVED, That having reviewed the memorandum of January 29, 2014, from Derrick L. Washington, Personnel Analyst 11, to Robert F. Biga, Human Resources Director, regarding the passing point for the written test for Clerk 1 (980 o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 43% out of a maximum raw combined score of 255 in the written test, or a score of 130. Page 2 1317" Regular Meeting February 19, 2014 Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 14-26 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Clerk 1 (980 o.c.). The Commission received and fled the following: a. Status of Temporary Employees Report for January 2014. b. Non -Resident Report as of February 1, 2014. C. Current Open -Competitive and Promotional Eligible Lists as of February 1, 2014. d. Affirmative Action Report for January 2014. e. Removal of names from active eligible list report for the month of January 2014. f. Letter of January 28, 2014, from Kevin Maillard, Director of Public Works, regarding a disciplinary letter to a DPW employee who was absent without leave. g. Council Resolutions from the February 3, 2014 Meetings with Minutes to be approved February 19, 2014: #30-14, approving the appointment of Kathleen McIntyre to the City Planning Commission to fill the unexpired term of Ashley Krueger, which will expire on June 9, 2015. #31-14, approving the appointment of Kathleen McIntyre to the Livonia Brownfield Redevelopment Authority for a term which will expire on November 24, 2016. It. Letter of February 6, 2014, from James Scoggin, Principal and Joseph F. Coan, CEBS, Principal, Great Lakes Employee Benefits Services, Inc., announcing Great Lakes Employee Benefit Services joined Marsh & McLennan Agency, LLC (MMA), a subsidiary of Marsh, Inc. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was 14-27 RESOLVED, That having reviewed the expiring eligible lists for the month of March 2014 — Clerk -Typist 1 (937 o.c.), Police Lieutenant (1325 p.), and Police Sergeant (1341 p.), the Civil Service Commission does hereby affirm the administrative approval of an extension of the Clerk -I (937 o.c.) eligible list for six months to September 19, 2014. Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 14-28 RESOLVED, That having reviewed the Departmental Correspondence of January 28, 2014, from Shadd A. Whitehead, Fire Chief, requesting step increase for James McGinnis, Firefighter, and having received documentation of prior related work experience for Mr. McGinnis, the Civil Service Commission does hereby approve an additional step increase for James McGinnis, Firefighter, to step 3, to be effective February 19, 2014. Page 3 1317" Regular Meeting February 19, 2014 Upon a motion by Ms. Mahoney, seconded by Mr. Reinke and unanimously adopted, it was 14-29 RESOLVED, That having reviewed the memorandum of February 19, 2014, from Derrick L. Washington, Personnel Analyst II, regarding the Blue Cross/Blue Shield of Michigan health insurance rates for the period March 1, 2014, through February 28, 2015, the Civil Service Commission does hereby accept the new rate schedule. Upon a motion by Ron Reinke, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, that the meeting be adjourned at 5:54 p.m. Gretchen Guisbert, Secretary III Harry C.
