The meeting was called to order at 5:45 p.m. by Chairman Cambridge. Members Present: James R. Cambridge, Chairman Charlotte S. Mahoney, Commissioner, (via telephone) Harry C. Tatigian, Commissioner Also Present: Curtis Caid, Police Chief Robert F. Biga, Human Resources Director Susan Hoff, City Clerk Derrick L. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-13 RESOLVED, that the Minutes of the 1327'^ Regular Meeting held Wednesday, December 10, 2014, be approved as submitted. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-14 RESOLVED, That having reviewed the letter of January 6, 2015, from Debra Seeman, Account Clerk III, as approved for submission by Michael T. Slater, Finance Director, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby affirm the administrative approval of a ninety (90) day unpaid medical leave of absence beginning January 21, 2015; AND BE IT FURTHER RESOLVED, that should Ms. Seeman not return to work for at least thirty (30) calendar days after the approved unpaid medical leave of absence, she will be responsible to reimburse the City of Livonia for any cost for benefits paid for Ms. Seeman during her time off, in accordance with Section 25.6(c) Insurance Premium Payments, of the Civil Service Commission Rules and Regulations and Final FMLA Regulations (29 C.F.R.), unless circumstances for not returning to work are beyond Ms. Seeman's control. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-15 RESOLVED, That having reviewed the letter of January 8, 2015, from Susan A. Hoff, City Clerk, requesting a leave of absence from the classified service, the Civil Service Commission does hereby affirm the administrative approval of a leave of absence from the classified service for the period January 1, 2015 through December 31, 2015. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-16 RESOLVED, That having reviewed the letter of January 13, 2015, from Constance Kumpula, Accountant II, as approved for submission by Michael Paget 1Kff' Regular Meeting January 21,2015 T. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, regarding the passing point for the written test for Firefighter (1000 o.c.), the Civil Service Commission does hereby affirm the administrative approval of the passing point of 70% out of a maximum of 100 or a score of 70 on the written test for Firefighter (1000 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-18 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Clerk -Typist II (Non- competitive). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-19 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Human Resources Director (989 o.c.). Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-20 RESOLVED, That the Civil Service Commission does hereby affirm the administrative approval of the eligible list for Secretary II (1368 p.). The Commission received and fled the following: a. Status of Temporary Employees Report for December 2014. b. Non -Resident Report as of January 1, 2015. C. Current Open -Competitive and Promotional Eligible Lists as of January 1, 2015. d. Affirmative Action Report for December 2014. e. Removal of names from active eligible list report for the month of December2014: None. Page 1328' Regular Meeting January 21,2015 f. Council Resolution from the special meeting of December 22, 2014 with Minutes to be approved January 12, 2015: #382-14, appointing Susan A. Hoff, to the Office of the City Clerk, to fill the unexpired term of Terry A. Marecki, which term expires December 31, 2015, such appointment to be effective January 1, 2015. g. Letter of January 5, 2015, from Jack E. Kirksey, Mayor, appointing Jim Cambridge, to the Civil Service Commission of the City of Livonia, to fill the unexpired term of Ronald Reinke, to be effective immediately and which term will expire on April 18, 2016. h. Departmental Correspondence of January 12, 2015, from Curtis Caid, Police Chief, regarding Merit Award Board Appointments. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-21 RESOLVED, That having reviewed the expiring eligible lists for the month of February 2015 — Clerk 1 (980 o.c.) and Computer Administrator II (Police) (965 o.c.), the Civil Service Commission does hereby approve the extension of the Clerk 1 (980 o.c.) eligible list for six (6) months to August 12, 2015. Upon a motion by Mr. Tatigian seconded by Ms. Mahoney, and unanimously adopted, it was 15-22 RESOLVED, that having reviewed a letter of December 2, 2014, from Phil Kamm, Fire Engineer, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting a waiver of the residency requirement, the Civil Service Commission does hereby grant a request for a waiver of the residency requirement for Mr. Kamm until further notice. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-23 RESOLVED, that having reviewed the Departmental Correspondence of December 12, 2014, from Daniel Hefner, Firefighter, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting a waiver of the residency requirement, the Civil Service Commission does hereby grant a request for a waiver of the residency requirement for Mr. Hefner until further notice. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-24 RESOLVED, that having reviewed a letter of December 6, 2014, from Michael T. Valdez, Firefighter, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting a waiver of the residency requirement, the Civil Service Commission does hereby grant a request for a waiver of the residency requirement for Mr. Valdez until further notice. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-25 RESOLVED, that having reviewed a letter of December 19, 2014, from Christopher Smith, Public Service Worker I, as approved for submission by Page 1328' Regular Meeting January 21,2015 Kevin Maillard, Director of Public Works, requesting a waiver of the residency requirement, the Civil Service Commission does hereby grant a request for a waiver of the residency requirement for Mr. Smith until further notice. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-26 RESOLVED, That having reviewed the memorandum of January 19, 2015, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting a promotional examination for City Librarian, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement: Have regular status as an Assistant Branch Librarian; and Have at least ten (10) years of experience as an Assistant Branch Librarian. PARTS OF EXAMINATION AND WEIGHTS Departmental Rating —100% Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-27 RESOLVED, That having reviewed the memorandum of January 6, 2015, from Robert F. Biga, Human Resources Director, transmitting a letter from a City employee requesting to donate vacation time to Debra Seeman, Account Clerk III, the Civil Service Commission does hereby approve the donation of vacation time which will be converted to an equivalent time off based on Ms. Seeman's rate of pay. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-28 RESOLVED, That having reviewed the memorandum of January 7, 2015, from Michael T. Slater, Director of Finance, requesting an open - competitive examination for Purchasing Manager and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of application, applicants must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; and Pages 1328' Regular Meeting January 21,2015 2. Have a Bachelor's Degree in Business, Accounting, Purchasing/Logistics or a related field from an accredited university; and 3. Have five (5) years paid work experience in Purchasing, preferably in the public sector, and 4. Possess a valid Michigan driver's license and have an acceptable driving record. 5. Certification of CPPB, CPPD, CPM or MSBO preferred. PARTS OF EXAMINATION AND WEIGHTS Interview -100% Candidates must pass the Interview in order to be placed on the eligible list. NOTE: The ten (10) applicants with the most responsible combination of education and experience will be invited to the Interview portion of the examination. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-29 RESOLVED, That having reviewed the letter of January 7, 2015, from Mark Taormina, Planning & Economic Development Director, requesting an open -competitive examination for Economic Development Coordinator and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, an applicant must: 1. Be a citizen of the United Stales or resident alien with the right to work in the United States; and 2. Possess a valid Michigan driver's license and have an acceptable driving record; and 3. Have a Bachelor's Degree in business or public administration, economic development, planning, or a closely related field from an accredited college or university; and 4. Have a minimum of three (3) years related work experience and/or training in economic or urban development, business, or marketing, including project management experience, and administrative experience; and 5. Membership in a related professional organization and Certified Economic Developer training are highly desired; and 6. Have work experience using computer and written communications skills, and be proficient with software applications and programs, including ArcMap GIS and Microsoft Office. Page 1328'" Regular Meeting January 21,2015 PARTS OF EXAMINATION AND WEIGHTS Interview -100% Background Investigation — Pass/Fail NOTE: The ten (10) applicants with the most responsible education and experience will be invited to the Interview portion of the examination. Ms. Mahoney recalled that when the Commission initially discussed this they asked if this would change the job description for Mr. Taormina, who was fulfilling the duties as the Planning Director, who was given additional salary due to the increase in his shared duties and responsibilities as Economic Development Director. Mr. Tatigian stated they had requested a report and recommendation from the Human Resources Director regarding this matter and it was included in the approving resolution. The Chairman referred this matter to the Human Resources Director for a report and recommendation. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian, and unanimously adopted, it was 15-30 RESOLVED, That having discussion with the establishment of the new position of Economic Development Director, and as referred by the Chairman, the Civil Service Commission does hereby request the Human Resources Director to provide a report and recommendation regarding the salary of the current Planning Director with regard to the establishment of the newly created position of Economic Development Coordinator. Mr. Biga stated that the request for a promotional examination for Clerk -Typist I and proposed qualifications and parts of examination and weights in the City Clerk's office, this is similar to what has been done in other departments. He stated this is restricted to employees in the City Clerk's office and there will be a Performance test and a Departmental Rating. Mr. Biga advised that the Parts of Examination and Weights needed to be adjusted. This position is in the Local 192 bargaining unit. The maximum for a Departmental Rating is 30%. So the Parts of Examination and Weights should be 70% Performance test and 30% Departmental Rating. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-31 RESOLVED, That having reviewed the letter of January 15, 2015, from Susan A. Hoff, City Clerk, requesting a promotional examination for Clerk - Typist I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Pagel 1328' Regular Meeting January 21,2015 QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement: 1. Are employed in the Office of the City Clerk; and 2. Must have status as Clerk I; and 3. Must have expenence with the processing of birth and death records with the Stale of Michigan. PARTS OF EXAMINATION AND WEIGHTS Performance Test -70%' Departmental Rating -30% 'The required minimum typing speed is forty-five (45) words per minute without error. Candidates must pass the Typing Performance Test and Departmental Rating in order to be placed on the eligible list. Mr. Biga stated there was one X -item on the agenda. Mr. Biga stated the Civil Service Department announced an open -competitive examination for Program Supervisor — Evidence/Property Room Manager. The job has been open for application for most of December and half of the month of January. We have received seven (7) applications, but there are only two (2) qualified applicants. The examination has a requirement of an Interview part of the Examination for 100%. Since we just have two (2) candidates, we wanted to change that to a Chiefs Interview, where the Police Chief would do the Interview and then we would have the eligible list generated. The Chief would then have his pick from the top two (2) candidates. Ms. Mahoney inquired if this was something the Civil Service Commission could do under the Rules. Mr. Biga advised that the Civil Service Commission normally has an outside Interview panel, but in the Police Department, they have been conducting a Chiefs Interview to expedite the process for Police Service Aides and Police Officer examinations. Upon a motion by Mr. Taligian, seconded by Ms. Mahoney, and unanimously adopted, it was 15-32 RESOLVED, That having reviewed the memorandum of January 20, 2015, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting to change the parts of examination and weights for Program Supervisor — Evidence/Property Room Manager, and having discussion with the Civil Service Commission does hereby allow the Chiefs Interview panel to replace the outside in the examination sincethere are only two (2) qualified candidates for the Program Supervisor - Evidence/Property Room vacancy to expedite the establishment of an eligible list.
