PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA, MICHIGAN
The 3rd Regular Meeting of the Plymouth Road Development Authority of the City
of Livonia, Michigan was called to order at 9:00 A.M. , Thursday, August 18,
1994. This meeting consisted of a bus tour of the Plymouth Road Development
District. Mayor Robert D. Bennett presided as Acting Chairman.

The first item on the agenda was the adoption of the minutes of the 2nd Regular
Meeting held by the Plymouth Road Development Authority on July 21, 1994.
On a motion duly made, supported and unanimously approved, it was
#94-4 RESOLVED that, the minutes of the 2nd Regular Meeting held by the
Plymouth Road Development Authority on July 21, 1994 are approved.
Mayor Bennett, Acting Chairman, declared the resolution adopted.
The next item on the agenda was a tour of the Plymouth Road Development
District.
The following is a list of some of the problems and problem areas found during
the tour:
Plymouth Road area by Rosedale Park Subdivision suffers from inadequate
setbacks because of earlier plotting and therefore has parking problems.
Better care should be taken of boulevard areas. Maintenance is
responsibility of every property owner. Mr. Nagy pointed out that when you
can't fill up a center, owners tend to cut the rent and then you get
(1, tenants that don't take care of their property.
Strive for proper setbacks. If one business is set back and the other is
near the street, the business that is set back suffers from poor visibility.
You also end up with a mixed bag rather than having uniformity to the
distances the businesses are set back.
Bring uniformity to signs.
Too many "For Lease" signs on one piece of property.
Possibility of reconfiguring intersection at Middlebelt and Plymouth Roads.
Possibly having the same kind of corner at the northwest corner as is
presently at the southeast corner.
There was discussion regarding a proposed Builders Square to be located at
the northeast corner of Middlebelt and Plymouth Roads. They are proposing
to tear down the existing shopping center and build a new Builders Square
II store. The Builders Square store presently located on Plymouth Road
west of Middlebelt would be closing if and when this new store would be
opened. The advantages of having this approved would be to help revitalize
an ailing area. The current shopping center has many vacancies and has had
problems keeping tenants in the past. The disadvantages, at this point,
are their deficiencies in parking and landscaping. Builders Square is
currently attempting to acquire the area that Firestone currently occupies,
which would help with their parking deficiency.
High transmission lines. The variety of street lighting in the vicinity of
Middlebelt and Plymouth Roads.
Possibility of getting General Motors Inland plant to do something about
barbed wire fence around their parking lot.
Livonia Tire company site is a major problem.
George Burns Theater site located on the northeast corner of Plymouth and
Farmington Roads is another major problem area. The area consists of 23
acres of land zoned commercial and industrial . Part of problem is there is
a wetland area involved.
Another problem area is an abandoned gas station on the south side of
Plymouth at Laurel.
One of problems mentioned was automotive repair stores and auto malls.

It was determined that at the next meeting the members would take the positive
and negative aspects of the Plymouth Road Development District and take a look
at it. They could use the tour to add to the previously prepared list of ideas
and areas of concern.
The Planning Department, through John Nagy, was requested to notify the
authority of any matters coming before the Planning Commission that would be
within the Plymouth Road Development District.

The members were reminded that at the next meeting an election of officers would
be held.
On a motion duly made, seconded and unanimously adopted, the 3rd Regular Meeting
held by the Plymouth Road Development Authority of Livonia on August 18,
1994 was adjourned at 11:12 a.m.
