HomeMy WebLinkAboutPRDA MINUTES 1995-01-19 MINUTES OF THE 10TH REGULAR MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA, MICHIGAN The 10th Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan was called to order at 4:10 p.m. , Thursday, January 19, 1995. Members Present: Mayor Robert D. Bennett Mr. Bill Pike Mr. Scott Grace Ms. Toni Mette Mr. Lowell Peterson Mr. Stan Anderson Mr. Dale Summers Mr. Joe Laura Mr. Conrad Carson Members Absent: Mr. Mike Polsinelli (excused absence) Mr. Marvin Walkon (excused absence) Mr. Adelard Raby (excused absence) Mr. Ed Brown (unexcused absence) Others Present: Mr. John Nagy, Director Mrs. Jean Garvey, Secretary Mr. Michael McGee, City Council Mr. Richard Niedieck, Livonia Economic Development Office (11, Mr. Bill Poppenger, Planning Department Mr. Duane Marsh, Chamber of Commerce The first item on the agenda was the adoption of the minutes of the Regular Meeting held by the Plymouth Road Development Authority on January 5, 1995. On a motion by Mr. Anderson, seconded by Mr. Laura and unanimously approved, it was #95-4 RESOLVED that, the minutes of the 9th Regular Meeting held by the Plymouth Road Development Authority on January 5, 1995 are approved. Mr. Pike, Chairman, declared the resolution adopted. Mr. Laura, who also serves on the Zoning Board of Appeals, stated the ZBA felt it would be a good idea for the PRDA to write letters to the Zoning Board, Planning Commission and City Council requesting that the PRDA be informed of items on their agendas that would be of interest to the board. On behalf of the sub-committee appointed to study the George Burns Theater, Mr. Niedieck reported there is still a deal that is pending, and that possibly it would come before the City the first of the year. The next item to be discussed was an update on current Plymouth Road projects. The following were reported in this connection: - Mr. Nagy informed the board there were no new projects along Plymouth Road. He did state that Herc's Restaurant, which had been approved for an addition to their restaurant, had started construction. Mr. Niedieck was to check further into a company that was written up in Crain's Detroit Business that renovates nursing homes and makes them viable. Possibly he could get them interested in the recently closed Livonia Nursing Home. Mayor Bennett reported that Harold Thomas Nursery has been sold and a produce/flower shop/meat market would be moving into that location. The next item under discussion was a report on the preparation of the legal description of the district. Mr. Nagy stated he had written a letter on behalf of the PRDA to the Engineering Department requesting that they prepare a legal description of the district. The board discussed the possibility of an initial general description and then at a later date when they got into a specific project area, a more specific metes and bounds description could be drafted. Mr. Nagy was going to check further with surrounding communities to see how their legal descriptions in connection with DDAs were drafted. Mr. Nagy reported on the status of the draft of the "Development Plan". He stated his staff was working on the land use. Planning Department had met with the Inspection Department to share their thoughts and were setting up a meeting with Engineering in connection with road improvements for Plymouth Road. Mr. (mir Nagy stated there was the possibility they might have to go outside City Hall in order to come up with the correct costs of some of the items. Chairman Pike went over the few responses they received as a result of the introductory letter that was mailed to businesses within the district. Mr. Nagy was asked to contact Bob Lord of Detroit Edison to see if he would be available for the February 2, 1995 meeting of the PRDA to discuss with the members the costs of lighting improvements in relation to the material he had furnished the members. Mr. Carson reported that Ford Transmission would be taking down their barbed wire where feasible. They would also add plantings and paint their fence. He stated they would follow through with a letter to the Mayor on all the details. Now that the Ford Transmission plant could be used as an example, Mr. Nagy is to contact General Motors and the Ford Parts Plant requesting the removal of their barbed wire from their fences. On a motion duly made, seconded and unanimously adopted, the 10th Regular Meeting held by the Plymouth Road Development Authority of Livonia on January 19, 1995 was adjourned at 5:35 p.m. -) /4/ Jea* Garvey, Sec ary -2
