HomeMy WebLinkAboutPRDA MINUTES 1996-01-04 Ce MINUTES OF THE 27TH REGULAR MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA The 27th Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan was called to order at 4:10 p.m., Thursday January 4, 1996 in the 4th Floor Conference Room of City Hall. Members Present: Mayor Jack E. Kirksey Mr. Bill Pike Mr. Mike Polsinelli Mr. Stan Anderson Mr. Con Carson Mr. Scott Grace Mrs. Toni Mette Mr. Lowell Peterson Mr. Adelard Raby Mr. Marvin Walkon Mr. Jerry Wordhouse Others Present: Mr. John Nagy, Director Mrs. Jean Garvey, Secretary Mr. Richard Niedieck,Livonia Economic Development Office 1. Roll was called. 2. Adoption of Minutes: On a motion duly made, seconded and unanimously approved, it was #96-1 RESOLVED that, the minutes of the 26th Regular Meeting held by the Plymouth Road Development Authority on December 7, 1995 are approved. Mr. Pike, Chairman, declared the motion is carried and the foregoing resolution adopted. 3. Comments from Chairman: Chairman Pike welcomed Mayor Kirksey to the PRDA. The Mayor replied by saying he was pleased that he had the chance to be at an earlier meeting of the PRDA and was looking forward to working with this group and felt very fortunate to have such talent and commitment among this group. He said he was totally impressed with what he had seen so far. 4. Review of proposed contract between PRDA and Beckett& Raeder, Inc.: Since the last meeting of the PRDA the RFP Subcommittee had met and drafted a contract to be executed between the PRDA and the consultant. The board reviewed the thre proposed contract and made a few minor changes. Mr. Nagy is to set up a time and date for the subcommittee to meet with Beckett&Raeder to review the contract before the next PRDA meeting to be held January 18, 1996, at which time the subcommittee will report on the meeting to the board members. 5. City-owned property- Plymouth & Laurel- Environmental Site Assessment: Rick Niedieck reported they had received an assessment report from Mayor Bennett suggesting the PRDA move forward and proceed with cleaning up the property and getting an appraisal on the property. There was found to be no contamination only in the area of the hydraulic hoist. To clean up the hydraulic hoist area would cost about $6,000.00 and then the City would have a clean, marketable property. The question was brought up whether the PRDA would pay for the clean up. It was suggested that Mr. Niedieck get some prices from contractors and then report back to the PRDA with those prices. On a motion duly made by Mr. Raby, seconded by Mr. Walkon and unanimously approved, it was #96-2 RESOLVED that Rick Niedieck is hereby directed to obtain prices from appropriate contractors for cleaning up the City-owned property at Plymouth and Laurel and thereafter bring those figures back to the PRDA for their consideration. Mr. Pike, Chairman, declared the motion is carried and the foregoing resolution adopted. 6. Reports from Committees: No reports from any committees. 7. Update on current Plymouth Road projects: Mr. Nagy reported Media Play had come before the Planning Commission with their request to renovate the exterior of the commercial building located at 30000 Plymouth Road. The Planning Commission recommended to the City Council that the renovation of the building facade be approved with the exception of graphics. Now the City Council will have to deal with it. The signs are in excess of the ordinance and must go to the Zoning Board of Appeals. S. Polling of Board Members: Toni Mette asked when Office Depot would be opening and was told they are now open. Con Carson related that he had applied peer pressure on the National Parts Depot about their barbed wire. They replied they have lots of car thefts but will possibly paint their fencing, and he will continue to put pressure on them about the barbed wire. Mr. Carson also approached them on the possible construction of a right turn lane at the northwest corner of Middlebelt and Plymouth. They replied they were in the midst of construction and would be willing to listen to something six months from now. Jerry Wordhouse distributed to the members, for their information, an editorial on the effect big box retailers have on communities. -2- Mr. Peterson inquired as to whether there was anything new on the Livonia Nursing Home property. Mr. Nagy replied there was nothing new to report. Chairman Pike informed the members letters were sent to those firms that were not awarded the contract and he had received a lot of comments back. The Chairman also read Council Resolution#848-95 referring the subject of maintenance and upkeep of the properties located at 35655 Plymouth Road and the neighboring parcels upon which the Union Hall and Cockrum's Marked are located to the Plymouth Road Development Authority for their report and recommendation. Mr. Nagy informed the group this was an outgrowth of the proposal by the auto repair facility in this area,which proposal the neighbors were opposed to and the Council rejected. Another resolution by the Council was directed to the Building and Inspection Department to make sure the property was kept up. The Council felt possibly the PRDA might have in mind a possible re-use of the property consistent with better planning. Mr. Carson said if necessary he would get involved with the union hall as far as any clean up was concerned. Mr. Nagy replied if Inspection comes up with something, they would share it with Mr. Carson. The Chairman read a letter from Bob Bennett re acquisition of the George Burns Theater. His feelings were that something has to be done. Is it something the PRDA should do? The board members are to be thinking about this as this item will appear on (iv the agenda for the next meeting. 8. Public Comment: No public comment. 9. Adjournment: On a motion duly made, seconded and unanimously adopted, the 27th Regular Meeting held by the Plymouth Road Development Authority of Livonia on January 4, 1996 was adjourned at 5:42 p.m. The next meeting of the PRDA will be held January 18, 1996 in the 4th Floor Conference Room of City Hall.
