LIVONIA TRAFFIC COMMISSION

The 717'h Regular meeting of the Livonia Traffic Commission was held in the third-floor conference
room at City Hall on Thursday, January 14, 2016; it was called to order by Chairperson Jim Policelli at
7:30 p.m.
PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Gordon St. John, Thomas
Ambers, Kevin Priddy, and Jim Keller; City of Livonia Police Sergeants Brian Leigh and Joe Boitos;
and City of Livonia Engineer Todd Zilincik.
VISITORS: Resident Joseph Zuccato and Rosedale Gardens Homeowners Association members
Brad Squire, Laura Kopack, Samantha Pentecort, Rebecca Steiner, and James Lee.
Agenda Item 1: The minutes of the December 10, 2015, meeting were reviewed.
Commissioner Draper offered approval to submit the minutes as written and with support from
Commissioner Ambers, it was approved by majority vote that:
16-204 RESOLVED,the minutes of the December 10, 2015, were approved as written.
Agenda Item 2: Joesph Zuccato, section 2, regarding the addition of a"No Left Turn" sign into
Livonia Marketplace.
Mr. Zuccato has concerns that traffic is stacking up along Seven Mile while attempting to turn
into the Livonia Marketplace (Livonia Mall) site. The very first driveway on the site closely borders a
private driveway belonging to St. Priscilla Parish and during their services it also adds to the traffic
backup. Also he states that a new restaurant development is coming to an out-lot site adding yet more
traffic. He believes this should be signed "No Left Turn" sending the traffic to the light, which is just
several feet away. There currently is a "No Trucks" sign posted outside of the entranceway at this
location. The commission pointed out that it cannot do much on either front because of the private
property on the business side and also because Seven Mile is a County-owned road. Sgt. Leigh will,
however, make sure a traffic study is conducted.
Agenda Item 3: Rosedale Gardens Homeowners Association traffic concerns, section 34.
Several homeowners from the Old Rosedale Gardens neighborhood attended the commission
meeting to voice their dissatisfaction with several traffic related issues such as speeding, lack of stop
signs, drag racing, etc. The visiting residents understood the limitations of the commission due to a
nine month traffic study conducted in the City, along with adopting the guidelines found in the
MMUTCD. It is required that vehicle data be recorded prior to the addition or removal of signage or
traffic control devices.
The homeowners' group chief request was to have stop signs replaced. They noted that it would
make them feel safer if they could be re-installed. Sgt. Leigh pulled the data from prior studies and
over a three-year period five collisions were reported (based on 2000 vehicles per day.) This data does
not meet MMUTCD requirements nor does it warrant replacement of the current standing yield signs
to stop signs.
Their group will look into researching what their homeowners' association might want to
consider (speed breakers, one way streets, street markings, etc.) Chairperson Policelli will work with
the association president, Brad Squires, and invited them back for further dialogue.
Agenda Item 4: Request from Jeff Tyrell regarding speeding and truck traffic on Levan Road
between Schoolcraft and Five Mile, section 20.
The petitioner was not present at the meeting. Chairperson Policelli stated that much of the
traffic has subsided since the reconstruction of Levan Road and most of the St Mary's Hospital
construction has also been completed. There is adequate signage provided for "No Trucks" south of the
Levan crossover of I-96 indicating trucks must turn.
Commissioner Draper made a motion to install a "No Trucks" sign (R5-2) on Levan Road and with
support from Commissioner St. John, it was it was approved by majority vote that:
16-205 RESOLVED, that a "No Trucks" signs (R5-2) be installed along northbound
Levan Road and on the northeast corner of Schoolcraft Road.
Agenda Item 5: Traffic Control Order of"No Outlet" signs, northbound Hix at Five Mile, section 18
and two additional "No Outlet" signs on Bell Creek Lane and Loveland, respectively, section 10.
Sgt. Leigh reported all signs were made under TCO in the past.
Therefore, Commissioner Keller made a motion to change the current signage of all 3 un-conforming
signs to proper "No Outlet" signs (W 14-2) with a supplement denoting to 5 mile, to Farmington Road,
respectively. With support from Commissioner Katers, it was approved by majority vote that:
16-206 RESOLVED, current "No Outlet" signs be replaced with conforming signs
(W14-2)with supplemental signage added as prescribed.
Chairman's Comments: Commissioner Draper has updated the roster with changes to the police
department liaison. This document was distributed to all. He also noted that the street signs were
changed out along Levan Road, section 20, and are much more visible.
Chairperson Policelli attended a Wayne County funding meeting regarding some traffic issues in the
northwest Wayne County area. The principal of Franklin High School was present and presented its
concerns about the Joy Road lighting and traffic issues.
Sgt. Joe Boitos has retired and attended the commission meeting to say farewell and introduce Sgt.
Brian Leigh. The commission thanked Sgt. Boitos for his service and wished him well in future
endeavors.
The meeting was adjourned at 9:17 p.m.
