DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA
The 221st Regular Meeting of the Plymouth Road Development Authority of the
City of Livonia, Michigan, was called to order at 3:00 p.m., Thursday, October 21,
2010, in the 4th floor conference room of City Hall.

tie 1. Roll was called. A quorum was present.
2. Adoption of the 220th Regular Meeting Minutes.
On a motion made by Kirksey, seconded by Peterson, and unanimously
adopted, it was
#2010-22 RESOLVED, that the Minutes of the 220th Regular Meeting held
by the Plymouth Road Development Authority on September 23,
2010, are hereby approved.
Mr. Glass, Chairman, declared the motion is carried and the foregoing
resolution adopted.
3. Old Business.
(a) There was considerable discussion on how the maintenance of the
corridor will be handled as Commercial Mowing Services has declined
to continue with future contracts effective at the end of November
because of the cutback in services and fees. Mr. Glass acknowledged
the quality of work and appearance of the corridor, as well as the
professionalism of CMS. He will send a letter to CMS on behalf of the
Board, thanking the company for its excellent services to the PRDA.
On October 6, Mr. Glass, Ms. McCue and Mr. Nagy met with the Mayor
and City Department heads and supervisors to determine which

services the City could take on such as replacing damaged light poles.
Cre The Mayor said that the City will do the best they can with its limited
resources. The Mayor suggested using the 16th District Court
probationers for weeding, minor tree trimming and general
maintenance. It is yet to be determined how irrigation, snow removal
and grass cutting will be handled. The City negotiated with Waste
Management to collect waste from the trash cans along Plymouth
Road. The Law Department will be reviewing the PRDA's responsibility
for the easements it had obtained from property owners for landscape
improvements.
(b) The Mayor advised that Ford Motor Company wants an early tax
settlement, so there is some hope for transitional monies. In a
conversation with a White House representative, it was learned that
money will be available from the GM property settlements to be used
for environmental cleanup of their properties in Livonia to make them
marketable.
(c) A letter dated October 13, 2010, from the Mayor's Office and the
PRDA has been sent to all Plymouth Road business owners inviting
them to a meeting to discuss corridor maintenance on Wednesday,
October 27 at 7:00 p.m. or Thursday, October 28, at 7:30 a.m.
Comments and suggestions of businesses in attendance will be
tbe collected for discussion at the next PRDA meeting.
(d) Dr. Robert Auth expressed concern over the decorative fencing that is
showing signs of rusting, especially at the Sheldon Center. It was
agreed that the fencing needs to be evaluated for future repair. John
Hiltz wants the abandoned buildings on Plymouth Road maintained so
they do not negatively impact other viable businesses along the
corridor.
4. New Business. The holiday dinner and retirement celebration for John
Nagy was discussed. The Board will be advised of the date and place when
it has been determined. Members will pay for their individual meals this
year due to financial constraints of the Authority, and the Authority will not
make a contribution to the Livonia Goodfellows this year. The meeting
schedule for 2011 will be discussed at next month's meeting.
5. Committee Reports.
Executive Committee:
The Executive Committee approved a contract from Seaway Painting, dated
October 6, 2010, for the painting of 346 light poles at a cost of $51,900.00
and a contract from Shaw Electric, dated October 15, 2010, to replace three
electrical and sprinkler control boxes at a cost of $9,900.00. The work on
these items has to be completed before the close of this fiscal year. Mr.
Nagy advised that only the permanent banners will be re-installed.

Public Relations Committee: Toni Mette advised that she was unable to
contact Bob Moreo to invite him to the Public Relations Committee meeting.
Mr. Moreo is a Livonia citizen residing at 30676 Hathaway who had
volunteered his services with the website and a newsletter at the September
Board meeting. Mr. Glass had been in contact with Mr. Moreo, who has
found employment, but will forward his email to Ms. Mette. Jeff Staebler
said that he will contact Mr. Moreo to find out if his services are still
available. Mr. Staebler will also contact EnablePoint to have the PRDA files
returned, and will talk with Daniel Putnam, the City's Information Technology
Director, to determine if the PRDA website could be put on the City's site.
6. Polling of Members.
Scott Grace requested that a letter of appreciation be sent to Commercial
Mowing Services for their years of service and dedication to the corridor.
John Hiltz asked the Board members to make the retirement dinner for
John Nagy a priority.
Adjournment: On a motion duly made, seconded and unanimously adopted,
the 221st Regular Meeting held by the Plymouth Road Development Authority on
October 21, 2010, was adjourned at 4:30 p.m.
The next meeting of the Plymouth Road Development Authority will be held on
Thursday, November 18, 2010.
