HomeMy WebLinkAboutTraffic Commission 2016-07-14 rd MINUTES OF THE 723REGULAR MEETING LIVONIA TRAFFIC COMMISSION rd The 723 Regular meeting of the Livonia Traffic Commission was held in the Fifth Floor Gallery at City Hall on Thursday, July 14, 2016; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Debra Murphy, Kevin Priddy, Jim Keller; City of Livonia Police Officer Paul Walters; and City of Livonia Engineer Todd Zilincik. VISITORS: Sue Work, William Dallaire, Greg Vanderwerff, Bob Winn, Jeff & Rebekah Farabaugh, Donna Burda, Dominick Gayk, Susan Rouse, Terry Trudell, John Calleja, Dennis & Diane Milligan, Dale Coller, and Robert Williams regarding Grandon Street parking; Dick McClain & Susan Rooke from the Old Rosedale Gardens Homeowner Association; and Fred Eagle. Agenda Item 1: The minutes of the June 9, 2016, meeting were reviewed. Commissioner Draper offered a grammatical correction of the minutes. Under the e-mail resident. Thereafter, Commissioner Draper offered a Motion to approve the minutes as corrected and with support from Commissioner Katers, it was approved by unanimous vote that: 16-218 RESOLVED, the minutes of the June 9, 2016, meeting are approved as corrected. Agenda Item 2: Parking issue along Grandon Street adjacent to Franklin High School, section 35. During a prior meeting, a group approached the commission requesting arking signs along their street, due to the volume of students driving to school. During the June commission meeting another group living on Grandon agreed this was needed, howevero Parking Arking situation along Grandon Street. The groups amicably decided having rking, with a 9 am - 3 pm time stamp valid only on school days, was the best fit for the residents on the block. Therefore, a motion was made by Commissioner Draper and with support by Commissioner Katers, it was approved by unanimous vote that: 16-219 RESOLVED, No Parking-7-2) from 9 A.M. to 3 P.M with a supplement sig be installed on Grandon from Merriman to Henry Ruff. Agenda Item 3: Parking issue on Arden near Plymouth Road, section 34. The side parking lot of hop side parking lot meets very close with the public street. The residents of Old Rosedale Gardens whom live on Arden are concerned the patrons could possibly be blocking traffic by parking into the right-of-way. One suggestion mentioned was approaching the business and inquiring if angled parking would alleviate the issue. Todd also made mention that along county roads many residents have cement pads that get used for parking, however, are not intended for parking. He also noted the Law department is working on an ordinance for that issue. Todd will discuss the issue with Agenda Item 4: Eight Mile and Newburgh intersection, section 5.With the I-275 Expresswaybeing reconstructed, the northbound traffic is stacking up at the intersection. Northbound traffic crossing over into Farmington Hills has one dedicated lane. However, traffic has been using the turn only lane, either maliciously or otherwise, to proceed northbound, therefore, temporary signs are suggested to be placed. The first is an advance intersection lane control to be placed approaching the intersection. Additionally, a urn Right sign should be also placed in advance of the intersection and Not Block Intersection signs should be placed nearby the businesses. These signs would be temporary. Additionally, a traffic study was suggested after the entire I-275 project is completed to see if any of the signage would be further warranted. Therefore, a motion was made by Commissioner Draper and with support by Commissioner Murphy, it was approved by a majority vote that: 16-220 RESOLVED, the installation of 1.) Advance Intersection Lane control (R3-8b), 2.) urn -7) lock Intersection (R 10-7) along northbound Newburgh Road approaching Eight Mile intersection. Roundtable Discussion: Commissioner Draper, in response to the petitioner whom requested 4-way stop signs at the Yale and Lyndon intersection, section 21, informed traffic data revealed that 3 accidents occurred in that intersection; one being alcohol related. Lyndon and Ellen streets also had similar data with 3 accidents. Both of these intersections were previously 4-way stops. Commissioner Draper noted that a new subdivision has been built in section 32; the street name is Rouge Bluff Court connecting to Ann Arbor Trail. The street meets the requirements for a utlet sign and one should be installed. Therefore, Commissioner Draper offered a motion and with support from Commissioner Keller, it was approved by majority vote that: 16-221 RESOLVED, a utlet sign (14-2) be placed at the entrance of Rouge Bluff Court, section 32. Commissioner Draper mentioned that at Yale Street and Henry Street, section 20, Henry is a dead end road; however, Commissioner Draper inquired about the portion of Henry Street having a ield sign installed. The requirements of this will be investigated. Commissioner Priddy announced he is filling a vacancy on the Planning Commission and, therefore, will be stepping down from the Traffic Commission. Chairperson Policelli thanked him for his service and wished him well in the future.
