MINUTES OF THE 724 REGULAR MEETING
LIVONIA TRAFFIC COMMISSION

The 724 Regular meeting of the Livonia Traffic Commission was held in the third-floor
conference room at City Hall on Thursday, August 11, 2016; it was called to order by
Chairperson Jim Policelli at 7:30 p.m.
PRESENT:
Commissioners: Jim Policelli, Gordon Draper, John Katers, Debra Murphy,
Gordon St. John, and Jim Keller; and City of Livonia Police Sergeant Brian Leigh.
VISITORS:
Fred Eagle, Michael Dunn, Lauren Engels, Ray Walker and John Grzebik
Agenda Item 1:
The minutes of the July14, 2016, meeting were reviewed.
Commissioner Draper offered a motion to approve minutes as written and with support from
Commissioner Policelli, it was approved by unanimous vote that:
16-222 RESOLVED, the minutes of the July 14, 2016, meeting were approved as
written.
Agenda Item 2:
Parking issue along Ellen Street, north of Schoolcraft to Scone Street, section
21. Resident Michael Dunn stated that “No Parking” signage has been in place north of
Schoolcraft adjacent to two commercial businesses and his residence, as well as his neighbors to
the west. The signage ends at Scone Street. The residents affected wish the signage to be
removed as they believe it no longer serves a purpose. A total of four (4) signs were requested to
be removed. Therefore, a motion was made by Commissioner Katers to remove the four “No
Parking” signs in question and with support by Commissioner Murphy, it was approved by
unanimous vote:
16-223 RESOLVED, to remove four (4) “No Parking” signs on Ellen Street, between
Schoolcraft and Scone.
Agenda Item 3:
Levan Road “Stop” sign at Hoover school crosswalk, Section 17. Resident
Lauren Engels has been very concerned about the increase of traffic due to the freeway
construction and persons wanting to use the crosswalk. She commented that traffic does not yield
the right of way to pedestrians intending to cross Levan Road and feels that fatalities could occur
and would like to see the “Stop” signs replaced. Sgt. Leigh pointed out that many drivers are not
mindful of the rules of crosswalks and oftentimes can’t judge if a pedestrian is wishing to cross.
He also commented the area is heavily patrolled and current traffic data does not warrant a
“Stop” sign being placed in that crosswalk. Commissioner Katers noted that other communities
have adopted ordinances in which traffic must yield or stop for pedestrians, as well as have
engineered roadways and crosswalks in such a way to ensure traffic has to slow or stop to allow
pedestrian traffic to flow. Suggestions were mentioned about reconfiguring the roadway to
narrow to slow traffic in the crosswalk area. Chairperson Policelli will pass the suggestions to the
city engineer for his input.
Agenda Item 4:
“No Outlet” sign placement on Huff Court, section 19. Resident Ray Walker
commented that with the increase in traffic from the expressway construction, area traffic using
the side streets are ending up in the Huff Court cul-de-sac and on one occasion a semi had a
difficult time leaving the court. He is requesting a “No Outlet” sign be placed at the corner of
Lyndon and Huff Court. Therefore, a motion was made by Commissioner Draper to install a (W
14-2) “No Outlet” sign at the entrance to Huff Court and with support by Commissioner St. John,
it was approved by unanimous vote that:
16-224 RESOLVED, a “No Outlet” sign (W 14-2) be installed at the entrance to
Huff Court, south of Lyndon Street.
Agenda Item 5:
Request from Councilmember Bahr regarding sight distance on Garden Street
near Lyndon Street, section 24. Sgt. Leigh noted that nearby Garden Street, along Lyndon, there
are a few baseball diamonds and oftentimes during games the area is filled with parked cars. The
issue regarding sight distance is more of an issue of parked vehicles being too close to road
signs, fire hydrant, crosswalk, etc. and this is purely an issue for the Police Department and
enforcement from that department.
Roundtable Discussion:
Chairperson Policelli updated the commission regarding the
John’s Upholstery parking issue, section 34. Mayor Wright visited the business recently and it
was agreed upon that when his business is not in operation, the vehicle in question would be re-
parked elsewhere.
Additionally, Chairperson Policelli informed the commission that Commissioner Kevin Priddy
has resigned from the Traffic Commission and has been appointed to the Planning Commission,
thereby creating a vacancy on the Commission
Commissioner Draper noted that an emailed question regarding stop signs in the area of Lyndon
and Yale and Lyndon and Ellen streets, sections 20 and 21, has been responded to.
Commissioner Keller noted that at the corner of Southampton and Pickford, section 9, is a
“Stop” sign that does not seem to be warranted. This issue will be looked into.
The meeting was adjourned at 8:45 p.m.
