The City of Livonia charges $360.00 to over $500.00 for each resident ambulance transport. For $45.00 a year, you and your household will be guaranteed full coverage for all City of Livonia emergency ambulance runs at no additional cost. The Livonia Fire Department ambulance service is available for emergency response 24 hours a day, seven days a week to anyone in need of help within the City limits. Notice of Understanding Signing this application is an acknowledgment of the following: I understand that the services provided by the Livonia Fire/EMS membership program are for Emergency Response only. I further understand that Emergency Response does not include: 4 Transport from hospital to member’s home. 4 Transport from hospital to hospital, even with a physician’s authorization. 4 Transport from member’s home to an area hospital for non-life threatening injury or illness, or an injury or illness that is not “serious in nature.” I understand that the annual $45.00 membership fee for Livonia Fire/EMS limits my out-of-pocket cost for the uninsured portion of Livonia Fire/EMS bills for emergency ground ambulance transportation. The Livonia Department of Public Works has begun placing Multi-Purpose Recycling Bins at City of Livonia events. These bins allow for the recycling of paper, waste, and cans and bottles at city events. They made their debut in June at the Run 2 Save our Youth and the Livonia Passport to Safety Event. In addition to increasing recycling options, the Multi-Purpose Recycling Bins demonstrated to event participants that Livonia is a progressive, environmentally responsible community. “Toss or Turn” – Educating Students on Recycling The Greenleaf Commission is working with Rizzo Environmental Services on educating Livonia students on the benefits of recycling. The Rizzo Environmental “Toss or Turn” Program is designed to educate Pre-Kindergarten through 12th grade students on what can be recycled and the benefits of recycling. This outstanding educational program is available for schools in Wayne, Oakland, and Macomb Counties. Rescue the Rouge In May, members of the Greenleaf Commission participated in the Rouge Rescue at the Moelke Park/Botsford Pool location. This annual event, begun in 1986, is one of the largest river cleanups in the nation, and targets numerous sites along the waterway. The City of Livonia supported the actions of the nonprofit Friends of the Rouge by helping with publicity, and purchased hundreds of native plants to protect the streambank from erosion. Once a polluted waterway, the 126 mile long river is being brought back to life through volunteer efforts. In addition to the over 40 miles of Rouge River running through Livonia, the city is also home to Newburgh Lake, part of the Rouge watershed. Greenleaf Commission on Sustainability The Greenleaf Commission is a citizen advisory group that works with the City of Livonia and makes recommendations to the city on sustainability areas. Here is a brief update. Zero Waste Events The Greenleaf Commission is evaluating a concept known as “Zero Waste Events.” With a Zero Waste Event, event organizers plan ahead to reduce solid waste from the event, reuse various elements such as banners, and set up recycling stations for recyclable and compostable materials such as paper cups and plates, food scraps, and plastic water bottles that are generated at the event. Zero Waste Event concepts can be applied to all sizes of events – from major city events to small events like neighbor- hood block parties. Waste decomposing in landfills contributes around 10% of a typical household’s total greenhouse gas emissions. By applying Zero Waste Event concepts to future city events, waste from these events can be diverted from landfills and be recycled for future use. 64 Gallon Recycling Carts – Coming to Your Neighborhood Tired of lugging your orange recycling bin to the curb? The financial assistance provided is as follows: –$400.00 in assistance per year, per eligible family/household –$80.00 per counseling session –A minimal Co-Pay, based on income, will be required per visit The City of Livonia has contracted with four (4) local service providers to make available needed counseling services. The purpose of this program is to ensure the accuracy of our records. The staff doing the review will visit every home in the City and, if possible, speak with the homeowner of the property. They will be identified with City logo shirts and photo ID. If the owner is not available, they will compare the record card to the exterior of the house. He/she may also look in the back yard. AssistAnce PRogRAMS The Emergency Food Assistance Program (TEFAP) The City of Livonia, Department of Community Resources, distributes U.S.D.A. surplus food to pre- qualified low-income residents. Distribution is the 3rd Tuesday of the month, noon to 2 p.m. in the old District Court Building, 15140 Farmington Rd., next to the Civic Park Senior Center. Emergency Assistance Program (EAP) The City of Livonia Housing Commission provides eligible low/moderate income residents with utility (gas, electric or fuel heating) shut-off assistance when a “SHUT-OFF” notice has been received from the utility company. •Up to $500.00 may be available to those who meet eligibility requirements •Funds are given on a ONE-TIME ONLY basis •Applicant must be occupant at the address of the shut-off/disconnect notice with utility service in his/her name •Income limitations and other restrictions apply CALL (734) 421-6450 EXT. 103 for specific information about guidelines. They share our space and have always been around – sometimes more widespread, sometimes less. To thrive, these rodents and pests need two things available to them: 1.Food source (and water). 2.Shelter. Food Source – Rats and vermin feed on the following: 1.Pet food left outside, or made accessible in a garage or shed. 2.Pet waste – yes, pet waste, not cleaned up is a food source for rats. 3.Bird feeders, squirrel food, bread, peanuts, popcorn etc. Much of that food put out for the “friends” you enjoy, winds up feeding rats and vermin. 4.Home vegetable gardens. 5.Household trash put out overnight in bags (instead of solid trash cans). 6.Check your plastic garbage cans to see if there is a small entry hole on the bottom for vermin. Rats are unable to enter metal cans with secured lids. Shelter – Rats and vermin will make a home in: 1.Debris, wood on the ground, trash, tires, building materials. 2.Accessory buildings or garages or slabs without rat wall protection – they can burrow under the slab and create a rat or pests “hotel.” 3.Skirted decks and decks low to the ground – while they may be attractive, these decks can also provide living space for critters. 4.Holes in your foundation, home, garage or shed that lets them “bunk” with you. Take away the food and shelter and the rats, vermin and pests will not come around. If there is an infestation, professional exterminators must be utilized – you do not want the vermin to go elsewhere. Homeowners are responsible for this clean up. RAts And VeRmin a Continuing issue The City’s solid waste/recycling contractor, Rizzo Environmental Services, has large recycle carts on wheels available for purchase for Livonia residents. These 64-gallon carts with lid can be utilized in place of your orange recycle bin and are only for the use of recycling collection. (Carts Cart dimensions: 41”H x 24”W x 32”D. Carts cannot be utilized for yard waste or trash). The cost of the recycle cart, which includes delivery of the cart to your home, is $75.00. Orders may be arranged through the Rizzo website at rizzoservices.com or by calling their Customer Care Center at (866) 772-8900. Scheel, City Treasurer, would like to notify all Livonia property owners that the summer tax bills were issued on July 1st and are due and payable without interest until Wednesday, September 14, 2016. On Thursday, September 15, 2016 and the first of every month thereafter, interest of 1% will be added to any unpaid summer tax bill. Winter tax bills will be issued on Thursday, December 1st, and will be due and payable without interest until Tuesday, February 14, 2017. Both Summer tax bills and winter tax bills are payable to the Livonia Treasurer until Tuesday, February 28, 2017. The staff of Livonia Television received honors from several different organizations for their work promoting the quality of life in our community. LTV earned four awards and two honorable mentions in the National Association of Telecommunications Officers and Advisors (NATOA) Government Programming Awards Competition. Winning programming included the Artists series and promotional piece created for the Livonia Public Library’s Summer Reading Program. LivNews_2_FW1617_Layout 1 9/12/16 10:16 PM Page 9 LIvONIA’S LEAF PICKUPProgrAm The City of Livonia offers two options for collecting leaves from residential areas. The first option is to dispose of your leaves with your regularly scheduled weekly refuse collection.For pickup, you must place your leaves in paper compost bags or up to 33 gallon garbage cans marked with either a Yard Waste sticker or an “X”. LEAVES PLACED IN PLASTIC BAGS WILL NOT BE PICKED UP. Paper bags or cans filled with leaves or other yard waste should be placed at the curb separated from recycling bins and normal refuse, or on the opposite side of the driveway. Curbside collection of leaf and yard waste in containers will continue on your regular collection day through the week of December 5 - 9, 2016. The second option is to rake your leaves into the street according to the schedule of the bulk leaf pickup program that runs from the end of October through the end of November. This program is designed to remove the bulk majority of leaves leaving a manageable amount to be disposed of in yard waste cans/bags on the regular trash collection day. Large vacuum trucks and loaders remove the leaves raked into the street. Loaders are the most efficient and economical way to pick up the bulk of the leaves quickly and the only method with wet, packed leaves. Loaders work with garbage trucks and roll-off dumpsters to collect and dispose of leaves. Within several days after the final leaf pick up, streets are swept by motorized equipment to pick up residual leaves. Do not continue to rake leaves into the street after final pickup. Use the weekly service in bags or containers. The Bulk Leaf Pickup Program ends at the beginning of December so that the equipment can be converted for snow and ice control. To maximize the pickup of your leaves: 4 Rake leaves into the street at least four inches out from the curb so as not to block gutters for rain drainage. 4 Do not rake into ditches. Leaves placed in ditches will not be removed. 4 Avoid piling leaves at street corners or around poles for mailboxes or signs. Leaf equipment has difficulty getting to these obstructed areas. 4 Do not park on or near leaf piles on the scheduled collection days. LEAVES ONLY, PLEASE: Leaves placed in the street mixed with grass clippings, brush and other debris cannot be removed. Schedule/Notification A mailing will be sent in mid-October with scheduling information and collection guidelines. Signage: Temporary signs will be placed on local streets at the entrances to neighborhoods three to six days in advance of the scheduled pickup date. Leaf signs are removed the day of the scheduled pickup. Website: www.ci.livonia.mi.us No Burning The City of Livonia prohibits the burning of leaves within the City Limits. All Schedules are Tentative Look for red scheduling signs posted 3-6 days prior to scheduled pickup for your neighborhood. 4 Leaf pickup begins at 7 a.m. each week day. 4 Vehicles parked in the street should be moved during the collection week. 4 Leaves only - no grass or twigs. 4 Don’t use plastic bags. 4 Don’t rake leaves into ditches. 4 Allow space between the curb and the leaves to allow for storm drainage. 10 LIVONIA FALL/WINTER NEWS PUBLIC SeRvICeS LivNews_2_FW1617_Layout 1 9/12/16 10:16 PM Page 10 Snow Shoveling Requirements: 4 When snow falls or drifts during the night it must be removed from the sidewalk by twelve noon. 4 Snow falling or drifting during the day must be removed from the sidewalk by twelve noon the following day. 4 City ordinance prohibits plowing/shoveling/ blowing snow onto any roadway. 4 Snow piled by the roadway must not obstruct the view of traffic. 4 Do not deposit snow onto a neighbors’ property. 4 Ice on a sidewalk should be removed or treated with sand, chemical ice melter or a de-icer. 4 Failure to maintain the sidewalk may result in an inspector taking the steps necessary to obtain compliance up to and including the issuance of a ticket. Snow Shoveling Safety tips: 4 Before shoveling, warm up with a few stretching exercises. 4 Do not smoke or eat a large meal before shoveling. 4 Dress warmly in layers, wear a hat and cover your neck. 4 Tackle heavy snow in two stages. Begin by skimming off the snow from the top and then remove the bottom layer. Don’t overload the shovel. 4 Don’t rush, shovel with a slow and steady pace. Take frequent breaks, stretch and drink some water during breaks. Cold air dehydrates the body. SNOw eMeRGeNCY INFoRmATIoN Snow Removal Reminders Snow Plowing Operations: Most major roads in Livonia are maintained by Wayne County. Information on Wayne County roads and Livonia’s Snow & Ice Control Program can be found on page 12 and 13. Parked Vehicles: All parked motor vehicles/trailers must be removed from the roadway within six (6) hours of the declaration and notification of a snow alert (emergency) or the vehicle is subject to ticketing and/or towing (Livonia Code of Ordinances 10:63:060). (The Department of Public Works will attempt to maximize the notification time beyond six hours whenever possible based on all available weather data. The City of Livonia media outlets listed above will indicate the time of the declaration/notification of a snow emergency and a deadline time that parked vehicles/trailers must be removed from the roadway). Snow at the End of Driveways: Snow buildup at the end of driveways will occur as the result of snow plowing operations. This is unavoidable as the result of clearing the roadway. You may help to alleviate some of the snow accumulation by clearing the area to your left (facing the street) before the snowplow arrives. Depositing snow in the roadway from shoveling/snow blowing the driveway is prohibited and will only result in the snow being pushed back into the driveway. The City is not able to return and clear individual driveways and is unable to prevent snow deposits at the end of over 39,000 driveways city-wide. Mailboxes:Curbside mailboxes may become blocked by plowed snow and the U.S. Postal Service has a policy regarding access to mailboxes, which requires snow to be removed enough to allow the mail truck to drive up to and reach into the mailbox for delivery. Clearing the mailbox to allow for service is the responsibility of the postal customer. During snow plowing operations mailboxes can become damaged by the weight of the snow thrown by the plow. Check your mailbox before each winter and “shake your mailbox” to see if it is sturdy enough to make it through the winter season or is in need of repair. Fire Hydrants: Fire hydrants should be cleared of snow. Time can make all the difference in an emergency and having the hydrant visible and accessible for the Fire Department will greatly aid in their efforts. Safety: When driving, keep a safe distance from snow plow trucks. When your street is being plowed, keep children back and away from the roadway. Assistance: The elderly and disabled often need help removing snow from their driveways. Please help if you can. Two types of salt routes exist – “24/7” around-the-clock routes and the Weekday routes, which are maintained Monday through Friday, during business hours. These routes are designed to provide access to serviced roads throughout sections of the City, per the Livonia Salt Routes Section Map on the following page. Please note: Most of the major roads in Livonia are maintained by Wayne County Department of Public Services. KirkseyRecreation Center New for Fall 2016, the Kirksey Recreation Center will be offering adult drop in opportunities. Sunday evenings from 6 p.m. to 9 p.m., the Recreation Center will be open for drop in sports. The Main and MAC gyms will be set up for organized drop in activities, such as volleyball, pickleball and roller hockey at a reduced Day Pass rate. There are a number of special events this Fall and Winter. There are many family tradition events, such as Pumpkin Fest Haunted Barn, Lunch with Santa, and New Year’s Eve Party. New to the event line up this year are Harvest Hike and Hunt, and Spooky Splash.
