HomeMy WebLinkAboutMINUTES - Special Meeting 2017-03-27 40160 MINUTES OF THE TWO HUNDRED FIFTY-SECOND SPECIAL MEETING OF MONDAY, MARCH 27, 2017 On March 27, 2017, the above meeting was held at the City Hall, 33000 Civic Center Drive, Livonia, Michigan, and was called to order by President McIntyre at 8:47 p.m. Vice President Kritzman led the meeting in the Pledge. Roll was called with the following result: Brandon Kritzman, Maureen Miller Brosnan, James Jolly, Cathy White, Scott Bahr, Brian Meakin and Kathleen McIntyre. Elected and appointed officials present: Mayor Dennis Wright; Judy Priebe, Director of Legislative Affairs; Susan M. Nash, City Clerk; Don Knapp, City Attorney; Todd Zilincik, City Engineer; Ted Davis, Superintendent of Parks and Recreation; Michelle Koppin, Assistant Superintendent of Parks and Recreation. There was no Audience Communication at the beginning of the meeting. Ted Davis explained that the Master Parks Plan has already been submitted to the Department of Natural Resources (DNR). A council resolution is needed to make the deadline, prior to March 31, 2017 to make it official and to add it as supplemental information, and that is why we requested a special meeting. On a motion by Brosnan, seconded by Bahr, and unanimously adopted, it was: #121-17 WHEREAS, the Livonia City Council has undertaken a planning process to determine the recreation and natural resource conservation needs and desires of its residents during a five-year period covering the years 2017- 2022, and WHEREAS, the Livonia City Council began the process of developing a Parks and Recreation Master Plan in accordance with the most recent guidelines developed by the Department of Natural Resources and made available to local communities, and Special Meeting Minutes of March 27, 2017 40161 WHEREAS, residents of the City of Livonia were provided with a well-advertised opportunity during the development of the draft plan to express opinions, ask questions, and discuss all aspects of the Parks and Recreation Master Plan, and WHEREAS, the public was given a well-advertised opportunity and reasonable accommodations to review the final draft of the Parks and Recreation Master Plan for a period of at least 30 days (Feb. 20, 2017 – March 21, 2017), and WHEREAS, a public meeting was held on March 27, 2017 at City Hall to provide opportunity for all residents to express opinions, ask questions, and discuss all aspects of the City of Livonia Parks and Recreation Master Plan, and WHEREAS, the Livonia City Council has developed the plan as a guideline for improving recreation and enhancing natural resource conservation for the City of Livonia, and WHEREAS, after the public meeting, the Livonia City Council met to adopt said City of Livonia Parks and Recreation Master Plan 2017-2022. NOW, THERFORE BE IT RESOLVED the Livonia City Council hereby adopts the City of Livonia Parks and Recreation Master Plan 2017-2022. Brosnan explained that the Council doesn’t hold many Special Meetings. They are for extreme emergency situations, where there are tight deadlines and in this case not only do we have a deadline, we have grant money on line and we don’t want to be in a position when we’re not able to take advantage of that. There was no Audience Communication at the end of the meeting. nd On a motion by Meakin, seconded by Jolly, and unanimously adopted, this 252 Special Meeting of the Council of the City of Livonia was adjourned at 8:50 p.m. on March 27, 2017. __________________________ Susan M.
