HomeMy WebLinkAboutPRDA MINUTES 2017-04-20 MINUTES OF THE 246th REGULAR MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA The 246th Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan, was called to order at 3:05 p.m., Thursday, April 20, 2017, in the 4th floor conference room of City Hall. Members Present: John Hiltz, Chair Omar Faris, Vice Chair Ruth Ann Brown Greg Meyer Jeremy Curtis Lowell Peterson Absent: Dennis Wright, Mayor Betsy McCue Others Present: Mark Taormina, Economic Development & Planning Director Michael Slater, Finance Director Todd Zilincik, City Engineer Barbara Gamber, Economic Development Coordinator Robert Auth, Resident Margie Watson, Secretary 1. Roll was called. A quorum was present. 2. Adoption of the Minutes. On a motion made by Peterson, seconded by Meyer, and unanimously adopted, it was #2017-01 RESOLVED, that the Plymouth Road Development Authority does hereby approve the Minutes of the 245th Regular Meeting held on September 1, 2016. Mr. Hiltz, Chairperson, declared the motion is carried and the foregoing resolution adopted. 3. Election of Officers. Lowell Peterson, on behalf of the Nominating Committee, contacted all members and advised that Omar Faris has agreed to accept the nomination for Chair and Jeremy Curtis has agreed to accept the nomination for Vice Chair. The floor was open for additional nominations. None were received. On a motion made by Peterson, seconded by Brown, and unanimously adopted, it was April20, 2017 2 #2017-02 RESOLVED, that the Plymouth Road Development Authority does hereby elect Omar Faris as the Chairman and Jeremy Curtis as Vice Chairman of the Authority for the term January 1 through December 31, 2017. Mr. Hiltz, Chairperson, declared the motion is carried and the foregoing resolution adopted. 4. Update on Plymouth Road Street Light Replacement. Todd Zilincik, City Engineer, stated that they recently had a meeting with DTE regarding the installation of sample street poles. A decorative pilot pole will be installed west of Hubbard on the south side of Plymouth Road near St. Michael's Church no later than May 19. The alternate standard stock pole, which does not have a clam shell base, will be installed on or before May 30 near the OHM offices at 34000 Plymouth Road. Mark Taormina advised that DTE recommended a third product, a Halophone pole, constructed with different material than the current poles. The advantages and disadvantages of each pole configuration will need to be reviewed. Each would be fitted with the LED luminaires currently in use. Mike Slater advised that the City is still waiting for DTE to provide a cost estimate on each of these options. It was explained again that under the DTE purchase agreement, the PRDA is required to purchase replacement parts for the Special Order Materials when streetlights are damaged and DTE will allow a credit toward the replacement of luminaires and posts only. With the DTE stock materials, DTE replaces both the stock post and stock luminaires at no cost to the PRDA. At this time, if a pole is damaged, it is the responsibility of the DPW to remove it, and the luminaries are also the responsibility of the City. 5. Road construction schedule and irrigation. The contact for Rowe Engineering, contractor for the Plymouth Road reconstruction, is Ashley Smokoska (248 736 2032) and she reports to Jeremy Lynd. Cadillac Asphalt is the cement contractor. Todd Zilincik advised that the city will be meeting with Rowe on a weekly basis to discuss their progress and any problems that may surface. The plan is to first work on the outside lanes, and upgrade sidewalks and drive approaches. When completed, the inside lanes will be improved. Mr. Hiltz inquired if the turning radius for the semi- trucks will be part of the road improvements, as well as paver repairs. Todd replied, not at this time. As far as irrigation along the road improvement project, the irrigation will not be turned on east of Farmington, and TechSeven will make repairs to the system as they occur. Mr. Hiltz recommended that the business owners affected by the construction should be made aware that the irrigation system will not be functional until the repairs are complete. April 20, 2017 3 6. Financial Reports. The Financial Statements of the Authority's Special Revenue Fund for the months ending July, 2016, through February, 2017, were presented by Michael Slater, Finance Director. The February Balance Sheet reflects Total Assets in the amount of $207,362.34, Total Liabilities in the amount of $5,318.28 and a Total Fund Balance in the amount of $202,044.06. The contract with IS Fiber expired at the end of December and it will not be renewed; they provided staking services for gas and water lines as requested through Miss Dig. It is now the responsibility of DTE to do the staking. It was noted that water costs had doubled since 2016. Mr. Hiltz suggested reviewing the records for the past five years to try to identify a trend/reason. Todd suggested water main breaks could be the cause. Mr. Slater said he would follow up on this item. Mr. Slater provided Revenue and Expense Projections for the Authority for the period FY 2016 through FY 2019 and advised the City will be picking up some of the maintenance and Debt Service expenses. The street lighting projections were not included in the report. City Council will need to approve any amendments to use the Road Funds for pole replacements so it is not a PRDA expense. It is anticipated that funds will be available in 2018 for PRDA use. On a motion made by Meyer, seconded by Curtis, and unanimously adopted, it was #2017-03 RESOLVED, that the Plymouth Road Development Authority does hereby accept and approve the Financial Statements of the Authority's Special Revenue Fund for the months ending July, 2016 through February, 2017. Mr. Hiltz, Chairperson, declared the motion is carried and the foregoing resolution adopted. 7. Around the Table Lowell Peterson commented that the newly constructed Consumer Energy Building on Farmington Road looks very nice. John Hiltz inquired about road repairs that are badly needed on the County roads. Todd acknowledged the problem and advised that he routinely brings it to the County's attention but funds have been diverted elsewhere. 8. Adjournment: On a motion duly made, seconded and unanimously adopted, the 246th Regular Meeting held by the Plymouth Road Development Authority on April 20, 2017, was adjourned at 4:15 p.m. Margie Watson, Secretary
