HomeMy WebLinkAboutSYNOPSIS - 2017-09-06 nd SYNOPSIS OF THE MINUTES OF THE 1,832 REGULAR MEETING LIVONIA CITY COUNCIL – SEPEMBER 6, 2017 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Jim Jolly, Cathy White, Brian Meakin, Brandon Kritzman, Maureen Miller Brosnan, and Kathleen McIntyre. Absent: Scott Bahr. #296-17 Resolution by Jolly and Brosnan, unanimously adopted, approving the minutes of the st 1,831 Regular Meeting of the Council held on August 21 2017. Councilmember Jolly presented Leo Neville with a certificate and thanked him for his service on the Zoning Board of Appeals. Councilmember Jolly then wished his wife Katie a Happy Birthday and Happy Anniversary as well. Chief Whitehead and Mayor Wright came to the podium to present a commendation to Firefighter Gregory Thomas for the heroic measures he took in assisting the Novi Police with an accident victim in June on Beck Road. President McIntyre announced there will be two (2) Public Hearing held in the Auditorium on Wednesday, September 20, 2017 at 7:00 p.m. at 33000 Civic Center Drive regarding: 1. PROPOSED SPECIAL ASSESSMENT STREET LIGHTING PROJECT: re: Mystic Creek Site Condominiums, located east of Wayne Road and south of Curtis Road, in the Southeast ¼ of Section 9. (To determine necessity) 2. PROPOSED SPECIAL ASSESSMENT STREET LIGHTING PROJECT: re: the Washington Park Site Condominiums, located south of Ann Arbor Road and west of Hix Road, in the Southwest ¼ of Section 31. (Establishment of Assessment Roll) President McIntyre announced there is new data on Items 17, 18 and 19. AUDIENCE COMMUNICATION: During Audience Communication Fred and Marilyn Wheeler, 15643 Edgewood, revisited the issue th they brought before the Council at the July 10 meeting and asked what, if any, progress had been made on it. President McIntyre responded by saying that they could not comment on pending litigation but that she would research what avenues could be utilized in responding to their request. Treasurer Lynda Scheel came to the podium to remind citizens that the summer tax bills that st were issued July 1, 2017 are due by Thursday, September 14, 2017 and to feel free to visit the City’s website or call their office with any questions that may arise. The following items were received and filed: nd SYNOPSIS OF THE MINUTES OF THE 1,832REGULAR MEETING 2 LIVONIA CITY COUNCIL – SEPTEMBER 6, 2017 Communication from the Office of the Mayor, dated August 30, 2017, re: additional information for Item #18. Correspondence from Doug Moore, Superintendent of Public Service, dated August 22, 2017, re: Marc Dutton Irrigation references. Communication from Andres Lesko, dated August 31, 2017, re: Pet. 2017-04-03-01. The following resolutions were offered by Brosnan and Jolly: #297-17 Approving request to close Parklane Street between Clarita and Margareta, on Saturday, September 23, 2017, from 1:00 p.m. to 6:00 p.m., for a block party, with a rain date of Sunday, September 24, 2017. #298-17 Approving request to close 17200 to 17223 Louise Street, on Saturday, September 9, 2017, from 2:00 p.m. to 6:00 p.m. for a block party. #299-17 Approving request to waive the sidewalk requirement in front of the newly constructed home at 20290 Fremont. #300-17 Approving request to waive the sidewalk requirement in front of the newly constructed home at 20290 Hugh. #301-17 Approving the Agreement between the City of Livonia and the Livonia Lieutenants and Sergeants Association (LLSA), for the period December 1, 2017 through November 30, 2020, and the necessary amendments to the Compensation Plan, the Insurance and Disability Plans and the Retirement Ordinance be adopted so as to effectuate the provisions set forth in the aforesaid agreement. #302-17 Authorizing the purchase of one (1) 2018 Ford F150 4x4 pick-up truck through the State of Michigan bid process to be used by the Inspection Department, from budgeted funds. #303-17 Authorizing the purchase of one (1) Skid Steer Loader (246D) through the State of Michigan bid process to be used by the Roads Section, from budgeted funds. #304-17 Authorizing the purchase of one (1) Elgin Eagle street sweeper through the National IPA bid process through the State of Michigan to be used by the Roads Section, from budgeted funds. #305-17 Authorizing the purchase of one (1) Vorteq Trailer TMA truck mounted attenuator (TL-3) through the State of Michigan bid process to be used by the Roads Section, from budgeted funds. #306-17 Authorizing the purchase of one (1) Caterpillar Compactor (CB24B) with Towmaster (T-12DT) Trailer through the State of Michigan bid process to be used by the Roads Section, from budgeted funds. nd SYNOPSIS OF THE MINUTES OF THE 1,832REGULAR MEETING 3 LIVONIA CITY COUNCIL – SEPTEMBER 6, 2017 #307-17 Authorizing the purchase of one (1) 2017 Ford Transit 250 Cargo Van through the State of Michigan bid process to be used by the Water Maintenance Section, from budgeted funds. #308-17 Approving a three (3) year extension of the existing contract with Brendel’s Septic Tank Service, LLC for providing portable toilet service through the 2020 season at the unit prices agreed upon in October 2014 with a price freeze for the next three years. A roll call vote was taken on the foregoing resolutions: AYES: Jolly, White, Meakin, Kritzman, Brosnan, and McIntyre. NAYS: None. White gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 110 OF TITLE 12, CHAPTER 20 (PUBLIC LANDS) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. White gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 040 OF TITLE 6, CHAPTER 04 (DOGS) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Brosnan gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 9 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3._____ THERETO. (Pet. 2017-05-01-02) Brosnan gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 9 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3._____ THERETO. (Pet. 2017-05-01-03) Meakin gave FIRST READING to the following Ordinance: AN ORDINANCE VACATING THE USE OF PORTIONS OF STREET, ALLEY AND PUBLIC GROUND. (Pet. 2017-04-03-01) #309-17 Resolution by White and Brosnan, unanimously adopted, approving salary and fringe benefit adjustments for the classification of Police Command for the period December 1, 2017 through November 30, 2020. #310-17 Resolution by White and Brosnan, unanimously adopted, approving Elimination of wage steps one (1) through four (4) for the position of police chief; allotting an amount up to $30,000 for legal representation for members of Police Command, subject to the approval of the Mayor and the City Attorney, to represent him or her; and Administrative Increment Increases, for the period December 1, 2017 through November 30, 2020. nd SYNOPSIS OF THE MINUTES OF THE 1,832REGULAR MEETING 4 LIVONIA CITY COUNCIL – SEPTEMBER 6, 2017 #311-17 Resolution by Meakin and Brosnan, unanimously adopted, accepting the bid of Marc Dutton Irrigation, Inc., for replacement and installation of a new irrigation system at Ford Field, from budgeted funds. #312-17 Resolution by White and Jolly, unanimously adopted, accepting the quit claim deed from Cade Meadows, LLC, to obtain 27’ right-of-way for Ann Arbor Trail adjacent to 36905 Ann Arbor Trail. #313-17 Resolution by Jolly and White, unanimously adopted, accepting Grant of Easement from Cade Meadows, LLC, for a 12-foot wide public utility easement in connection with the water main constructed in the Cade Meadows Site Condominium (9397-9422 Annalia Drive). #314-17 Resolution by Brosnan and Kritzman, unanimously adopted, accepting Grant of Easement from Cade Meadows, LLC, for a 12-foot wide public utility easement in connection with the sanitary sewer constructed in the Cade Meadows Site Condominium (9397-9422 Annalia Drive). #315-17 Resolution by Brosnan and Jolly, unanimously adopted, accepting Grant of Easement from Livonia Estates Limited c/o Property Services Group, Inc., for a 12-foot wide public utility easement in connection with the storm drain constructed at 31800 Enterprise.
