CITY OF LIVONIA – CITY COUNCIL
MINUTES OF STUDY MEETING HELD SEPTEMBER 18, 2017
Meeting was called to order at 8:00 p.m. by President McIntyre. Present: Scott
Bahr, Brandon Kritzman, Jim Jolly, Cathy White, and Kathleen McIntyre. Absent: Brian
Meakin and Maureen Miller Brosnan.
Elected and appointed officials present: Todd Zilincik, City Engineer; Don Knapp,
City Attorney; Susan M. Nash, City Clerk; Ted Davis, Superintendent, Parks and
Recreation, Mark Taormina, Director of Planning and Economic Development; Shadd
Whitehead, Fire Chief; and Dennis Wright, Mayor.

1. REQUEST TO APPROVE AND RECOGNIZE THE CLARENCEVILLE HIGH
SCHOOL HOMECOMING PARADE TO BE HELD ON FRIDAY, OCTOBER 13,
2017; REQUEST TO APPROVE THE PARADE ROUTE AND THE CLOSING OF
CERTAIN CITY STREETS; AND REQUEST TO DESIGNATE AND AUTHORIZE
SENIOR POLICE OFFICER MICHAEL ARAKELIAN TO SIGN THE WAYNE
COUNTY ROAD COMMISSION PERMIT ON BEHALF OF THE CITY TO
CLOSE A PORTION OF MIDDLEBELT ROAD, WITH THE CITY TO ASSUME
LIABILITY FOR ANY DAMAGE CLAIMS WHICH MAY ARISE AS A RESULT OF
THE ROAD CLOSURE: Kevin Murphy, Athletic Director, re: same.
Alan Kantor, Assistant Principal, Clarenceville High School, presented the
request to Council. Clarenceville High School will be holding its annual
Homecoming Parade on Friday October 13, 2017. As in the past, they need to
have approval for their parade route. The parade will start at 5:30 P.M. at
Botsford Elementary, and they will need Livonia Police to shut down traffic on
Middlebelt Road from Bretton to the entrance on the north side of Clarenceville
Middle School (first entrance North of Clarenceville Middle School).
Bahr offered the approving resolution for the Consent Agenda.

2. REQUEST TO APPROVE OF AN INTERGOVERNMENTAL AGREEMENT
BETWEEN THE CHARTER COUNTY OF WAYNE AND THE CITY OF LIVONIA:
Department of Parks and Recreation, re: utilizing grant funds of $111,526.00 to
be used for the improvements at Rotary, Botsford and Clements Circle Parks.
Ted Davis, Superintendent, Parks and Recreation, presented the request to
Council. The Department of Parks and Recreation respectfully requests Council
approval to enter into an Intergovernmental Agreement with Wayne County for a
grant of $111,526 to be used toward the following projects:

Rotary Park - Comfort station renovation to meet current ADA
standards and replacement of Pavilion #4.
Botsford Park- matching funds for MDNR grant for pool features
(CR#107-17), security cameras and shade structure for the outdoor
pool.
Clements Circle - shade structure in the pool enclosure.
This contract is for 2016/17 and all projects have been budgeted for the 2017/18
fiscal year. Projects will be completed with City funds and then reimbursed by the
County. Davis recognized County Commissioner Terry Marecki and County
Commissioner Diane Webb for their support with these projects and thanked
them.
White offered the approving resolution for the Consent Agenda.

3. AWARD OF BID: Livonia Fire and Rescue, re: for the addition and remodel of
the interior of Livonia Fire Station 1, from budgeted funds. (CR 292-17)
Shadd Whitehead, Fire Chief, presented the request to Council. The fire
department is in the process of improving Fire Station #1, at 14910 Farmington
Road, with a significant renovation and addition to the Administration, Training
and Fire Prevention portions of the building. The current structure was built in
1969 and the renovation and addition are sorely needed for the antiquated and
outdated building. The current configuration of office space, electrical needs,
technology and dimensions no longer meets the needs of the department and
creates significant limitations affecting Administrative, Training and Fire
Prevention operations. This project would add approximately 2,000 sq. ft. to the
existing building and include a total renovation of the interior administrative
areas. This would also include significant electrical and technology improvements
based on projected needs for the department. Additionally, this project would
provide for a state-of-the-art training room and simulation lab. The department
completed a thorough engineering analysis and design phase with the Sidock
Group, Inc. The final project was submitted to Engineering and, after approval by
the Planning Commission, was placed out for bid on MITN. The city received
qualified bids from seven (7) companies: After the bid tabulation and company
reviews, interviews with the top two bidders were held by representatives of the
fire department and the Sidock Group. It is respectfully requested that City
Council award the bid from Cross Renovation, Inc, 34133 Schoolcraft Rd, for the
proposed addition and renovation to the existing Headquarters at Fire Station #1
for a total cost of $1,097,777.00 and authorize the execution of the contract
pending review and approval from the Law Department. It is further requested

that the City Council authorize an amount not to exceed 10% of the bid price, or
$109,777.00, as a contingency allowance for unforeseen conditions, due,
primarily, to the poor soil conditions in the area of construction.

Study Session at 8:08 p.m. on Monday, September 18, 2017.
