Present: Kathleen McIntyre, Brian Meakin, Jim Jolly, Brandon Kritzman, Scott Bahr, Cathy White, and Laura Toy. Absent: None. #01-19 Resolution by Jolly and White, unanimously adopted, approving the minutes rd of the 1,863Regular Meeting of the Council held December 17, 2018. Judy Priebe, Director of Administrative Affairs, introduced Sara Kasprowicz, who she indicated will replace Jackie Higham in the Council Office and welcomed her to the City. th President Toy announced Bates Hamburgers will celebrate its 60 Anniversary this year. She also offered condolences to the family of Joanne Olds, who recently passed away. Councilmember Meakin announced the December retirements of Dan Tar and Steve Knapp from the Livonia Police Department and wished them well. AUDIENCE COMMUNICATION Bill Craig spoke in favor of saving park property within Hines Park. Kay Thomas addressed Council to express her belief that a false report was made against the protestors of Planned Parenthood. Lloyd Romick encouraged residents not only to clap in support of an item but to vote on them as well. The following items were received and filed: Communication from the Department of Finance dated November 20, 2018, re: forwarding various financial statements for month ending October 31, 2018. Communication from the Office of the Mayor dated January 4, 2019, re: forwarding the Annual Report for the Fiscal Year 2017-2018, which reflects activities of the Livonia City Departments, Commissions and Boards. Communication from the City Clerk forwarding tax rate to be levied for Livonia Public Schools for 2019-2019 school year. E-mail communication received from Terry Godfroid-Marecki, Wayne County Commissioner, dated January 14, 2019, re: request made by Wayne County Executive Warren C. Evans to present Wayne County’s plans and future projects along Hines Park. Evans to present Wayne County’s plans and future projects along Hines Park. th SYNOPSIS OF THE MINUTES OF THE 1,864 REGULAR MEETING 2 LIVONIA CITY COUNCIL – JANUARY 16, 2019 Communication from Nancy Darga, Mayor Pro-tem City of Northville, Former Chief of Design Wayne County Parks, dated January 7, 2019, re: request made by Wayne County Executive Warren C. Evans to present Wayne County’s plans and future projects along Hines Park. Communication from Terry Sever, Top Notch Property Planner Design and Maintenance, dated January 15, 2019, re: Petition 2018-08-01-06 submitted by Cross Winds Court to rezone property on south side of Ann Arbor Trail between Norwich Avenue and Wayne Road (34417 Ann Arbor Trail). Communication from the Department of Law, dated January 8, 2019, re: forwarding a proposed amendment to the Livonia Zoning Ordinance No. 543, as amended, re: Petition 2018-10-01-09 submitted by Livonia Hotel Group, L.L.C. to rezone property located on the west side of Victor Parkway between Seven Mile Road and Pembroke Avenue (19265 Victor Parkway). At the direction of the Chair, Agenda Item #1 was removed from the Consent Agenda and moved to the Regular portion of the Agenda. The following resolutions were offered by Meakin and Bahr: #02-19 Approving location and schedule of dates and times for the 2019 Board of Review Meetings, as well as setting the compensation rates for members. #03-19 Approving purchase of (2) marked patrol vehicles for Police Department using State of Michigan and Counties of Oakland and Macomb consortium bid pricing, from budgeted funds. #04-19 Approving award of bid for the design, bid documents and construction administration for the renovation of the gymnastics space at the Jack E. Kirksey Recreation Center, from budgeted funds. #05-19 Approving proposed increase in usage fees and establishment of new program fees for Department of Parks & Recreation, re: to be effective for Spring/Summer programming to offset cost of operations. #06-19 Approved purchase and installation of equipment updates to the indoor leisure pool at the Jack E. Kirksey Recreation Center, to be purchased through the BuyBoard purchasing group. #07-19 Approved amendment to the sublease and health services agreement with St. Mary Mercy Hospital to establish a scholarship program for low-income Livonia residents for the value of 90 corporate memberships. (CR 48-18) #08-19 Approved waiver petition submitted by Michigan Massage Professionals to operate a massage establishment on property located at 9182 and 9188 Middlebelt Road, between Joy Road and West Chicago. (Petition 2018-11-02-20) th SYNOPSIS OF THE MINUTES OF THE 1,864 REGULAR MEETING 3 LIVONIA CITY COUNCIL – JANUARY 16, 2019 #09-19 Approved funding for the Livonia Vision 21 Phase 2 to provide a comprehensive update of the City of Livonia Zoning Ordinance. (CR 360-17) #10-19 Referred subject matter of Wayne County’s plans and future projects along Hines Park to the Committee of the Whole for its report and recommendation. A roll call vote was taken on the foregoing resolutions with the following result: AYES: McIntyre, Meakin, Jolly, Kritzman, Bahr, White, and Toy. NAYES: None. #11-19 Motion by Meakin and Bahr, unanimously adopted, referring subject matter of sale of City-owned property located at 28024 Joy Road to Matthew Justus to the City Attorney and City Assessor for action and recommendation in accordance with provisions of law and City Ordinance. White gave Second Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 28 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3. _____ THERETO. (Petition 2018-03-01-04) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: McIntyre, Meakin, Kritzman, Bahr, White, and JollyToy. NAYES: Jolly. #12-19 Motion by Kritzman and Jolly, denying change of Zoning Ordinance to allow parking of commercial vehicles on residential property. President Toy passed the gavel at 7:35 p.m. to Vice President Jolly to speak on the issue. A roll call vote was taken on the foregoing resolution with the following result: AYES: McIntyre, Meakin, Kritzman, Bahr, White, and Jolly. NAYES: Toy. #13-19 Motion by Toy and Meakin, referring the subject matter of amending the Zoning Ordinance to permit parking of commercial vehicles on residential property to the Committee of the Whole for its report and recommendation. A roll call vote was taken on the foregoing resolutions with the following result: AYES: McIntyre, Meakin, Toy, Kritzman, White, and Jolly. NAYES: Bahr. President Toy resumed the gavel at 7:35 p.m. Meakin gave First Reading to the following Ordinance: th SYNOPSIS OF THE MINUTES OF THE 1,864 REGULAR MEETING 4 LIVONIA CITY COUNCIL – JANUARY 16, 2019 AN ORDINANCE AMENDING SECTION 33 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3. _____ THERETO. (Petition 2018-08-01-06) #14-19 Motion by Meakin and Bahr, unanimously adopted, referring subject matter of rezoning petition submitted by Cross Winds Court to the Engineering Department for additional study, report and recommendation. (Petition 2018-08-01-06) #15-19 Motion by Meakin and Bahr, unanimously adopted, referring subject matter of rezoning petition submitted by Cross Winds Court to the Traffic Commission for additional study, report and recommendation. (Petition 2018-08-01-06) Meakin gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 6 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3. _____ THERETO. (Petition 2018-10-01-09) #16-19 Motion by Jolly and Kritzman, unanimously adopted, accepting Grant of Easement secured without monetary consideration from Livonia Corporate Center 1 & 2, LLC, for public utility easement re: water mains constructed at 28101 and 28201 Schoolcraft Road.
