HomeMy WebLinkAboutSYNOPSIS - 2019-03-25 th SYNOPSIS OF THE MINUTES OF THE 1,869 REGULAR MEETING LIVONIA CITY COUNCIL – MARCH 25, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Cathy White, Kathleen McIntyre, Brian Meakin, Jim Jolly, Brandon Kritzman, and Laura Toy. Absent: Scott Bahr. #85-19 Resolution by Jolly and White, unanimously adopted, approving the minutes th of the 1,868Regular Meeting of the Council held March 11, 2019. President Toy wished Councilmember McIntyre a Happy Birthday today and extended Happy Birthday wishes to Councilmember White who will celebrate her birthday on March th 30. Councilmember McIntyre congratulated Councilmember Bahr’s daughter for her recent performance in Stevenson High School’s production of “Beauty and the Beast” and stated she understood the musical was outstanding. President Toy announced the following public hearing to be held on Wednesday, April 17, 2019, at 7:00 p.m. in the Auditorium of Livonia City Hall: Petition 2019-02-01-02 submitted by Ekin Management, L.L.C. to rezone the property located on the north side of Seven Mile Road between Newburgh Road and the I-275/96 Expressway (37640 Seven Mile Road) in the Southwest ¼ of Section 6, from R-U-F (Rural Urban Farm) to R-8 (High Rise Multiple Family Residential District – Maximum four (4) Stories). AUDIENCE COMMUNICATION Cheryl Lupu, 29864 Orangelawn, addressed Council to express her frustration and concerns re: trucks idling in the parking lot behind Wal-Mart Store located on Plymouth Road and asked Council to offer some assistance to resolve the matter. The following items were received and filed: Communication from the Director of Community Resources, dated March 14, 2019, re: funds available for restoration of the Greenhouse at Greenmead Historical Park. Communication containing City’s Water System Master Plan, dated January 20, 2019, re: City’s water system and Asset Management Plan. Communication from the City Engineer, dated February 26, 2019, containing report from the Traffic Commission re: Petition 2018-08-01-06, proposed rezoning of the South side of Ann Arbor Trail between Norwich Avenue and Wayne Road (33417 Ann Arbor Trail), as submitted by Cross Winds Court Development. (CR 14-19 and CR 15-19) The following resolutions were offered by McIntyre and Kritzman: #86-19 Approving resolution proclaiming Friday, April 26, 2019 as Arbor Day to be celebrated at 3:00 p.m. at Randolph Elementary. th SYNOPSIS OF THE MINUTES OF THE 1,869 REGULAR MEETING 2 LIVONIA CITY COUNCIL – MARCH 25, 2019 #87-19 Approving award of bid for work in connection with tennis court reconstruction at Rotary Park, from budgeted funds. #88-19 Approving purchase of (1) 2019 Ford Escape through State of Michigan bid process for Inspection Department, to replace totaled vehicle. #89-19 Accepting U.S. Department of Justice 2017 Justice Assistance Grant (JAG) in conjunction with Wayne County Department of Homeland Security to purchase law enforcement equipment, with no matching funds required. #90-19 Approving purchase of (1) 2019 Ford E-450 cutaway van through State of Michigan bid process for use by Livonia Community Transit, from budgeted funds. #91-19 Approving award of bid for restoration of the Greenhouse at Greenmead Historical Park, from budgeted funds. #92-19 Approving award of bid for City’s 2019 calendar year requirements for road aggregates, from budgeted funds. #93-19 Approving award of bid for hot and cold bituminous materials for Road Maintenance Section for period May 1, 2019 through April 30, 2020, from budgeted funds. #94-19 Approving Alliance of Rouge Communities (ARC) annual assessment for 2019 in the amount of $34,887.00, from budgeted funds. #95-19 Approving proposed 2019 Sidewalk Repair Program to include two small target areas in Sections 8 and 16 along with scattered locations throughout the City. (CR 784-82) #96-19 Approving waiver of formal bid process and proposed 2019 Sidewalk Repair Program by extending Contract 18-G unit prices with Joe Rotondo Construction Corporation for Contract 19-G; and approving saw cutting portion of the project awarded to Precision Concrete, Inc. #97-19 Authorizing an additional appropriation and expenditure to MDOT for final construction costs for Stark Road Rehabilitation from Schoolcraft to Lyndon, from the Unexpended Fund Balance of the Major Road Fund. (CR 06-18) #98-19 Approving storm sewer plans and accepting jurisdiction and maintenance of the storm sewer within the property located at the Kroger D-618 Retail Fuel Center located at 31338 Five Mile Road, with the Kroger Company of Michigan to reimburse the City for any such maintenance that may become necessary. #99-19 Approving the vacating request submitted by Jude’s Investments Inc. for public utility easement on property located at 33265 Schoolcraft. (Parcel ID 46-106-01- 0001-002) th SYNOPSIS OF THE MINUTES OF THE 1,869 REGULAR MEETING 3 LIVONIA CITY COUNCIL – MARCH 25, 2019 #100-19 Approving waiver petition submitted by Livonia Healthcare Real Estate, L.L.C. to construct and operate a nursing and physical rehabilitation facility on property located at 8834 Wayne Road, subject to conditions. (Pet’n. 2018-12-02-23) #101-19 Approving site plan petition submitted by Mark Kuszczak to modify exterior of Thomas’s Family Dining located at 33971 Plymouth Road, subject to conditions. (Pet’n. 2019-01-08-02) A roll call vote was taken on the foregoing resolutions with the following result: AYES: White, McIntyre, Meakin, Jolly, Kritzman, and Toy. NAYES: None. #102-19 Motion by Kritzman and McIntyre, referring subject matter of proposed amendment to Ordinance relative to privacy fences being erected on residential properties to the Law and Education Committee for its report and recommendation. A roll call vote was taken on the foregoing resolution with the following result: AYES: White, McIntyre, Jolly, Kritzman, and Toy. NAYES: Meakin. #103-19 Motion by White and Meakin, unanimously adopted, amending Council Resolution 438-18 to correct the road length of Independence Drive within the Washington Park Site Condominium Development.
