HomeMy WebLinkAboutSYNOPSIS - 2019-04-08 th SYNOPSIS OF THE MINUTES OF THE 1,870 REGULAR MEETING LIVONIA CITY COUNCIL – APRIL 8, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Kathleen McIntyre, Brian Meakin, Brandon Kritzman, Scott Bahr, and Laura Toy. Absent: Jim Jolly and Cathy White. th #104-19 Resolution by McIntyre and Kritzman, approving the minutes of the 1,869 Regular Meeting of the Council held March 25, 2019. A roll call vote was taken on the foregoing resolution with the following result: AYES: McIntyre, Meakin, Krtizman, and Toy. PRESENT: Bahr. NAYS: None. Councilmember Meakin announced the Livonia Community Grant Presentation will take place on Thursday, April 11, 2019 at 7:00 p.m. in the Auditorium of the Robert and Janet Bennett Civic Center Library and invited all to attend. Councilmember Meakin announced the City of Livonia retirees for the month of March: Richard McClusky, 29 years of service with DPW and Brian Tutor, 31 years of service with DPW. Councilmember Meakin wished both retirees well in their retirement. Councilmember Bahr indicated the Police Merit Awards Ceremony was recently held and acknowledged our dedicated first responders for their heroism. Councilmember Bahr indicated he found the event inspiring and would encourage residents to attend. Councilmember McIntyre indicated the Police Merit Awards Ceremony was not only a ceremony wherein the Police Department honors their own, but also a means to honor residents and community members for their service. Councilmember McIntyre indicated all residents have an opportunity to serve our great community. Councilmember Meakin indicated the Police Merit Awards Ceremony was an amazing evening to honor not only those who serve in public safety who go above and beyond, but it also recognized three young individuals at the Recreation Center who saved a life. The following items were received and filed: Communication from Department of Finance, dated March 18, 2019, re: forwarding various financial statements for the City of Livonia for the month ending December 31, 2018. Communication from Department of Finance, dated March 19, 2019, re: forwarding various financial statements of the City of Livonia for the month ending January 31, 2019. Communication from the Livonia Anniversary Committee, received by the Office of the City Clerk on April 4, 2019, re: Livonia Spree “69” Rotary 5K course map. th SYNOPSIS OF THE MINUTES OF THE 1,870 REGULAR MEETING 2 LIVONIA CITY COUNCIL – APRIL 8, 2019 Email communication received from Jeremy Cordell, Design Architect, Hooker DeJong, Inc., dated March 25, 2019, including an updated set of drawings re: site plan to construct Community Alliance Credit Union at 37401 Plymouth Rd. (Petition 2019-01-08-03) An updated set of drawings, received in the Office of the City Clerk on March 22, 2019, re: site plan to construct Community Alliance Credit Union at 37401 Plymouth Rd. (Petition 2019-01-08-03) The following resolutions were offered by Bahr and Kritzman: #105-19 Approving waiver of Noise Ordinance for Saint Rafka Maronite Catholic Church to hold a cultural festival with music at 32765 Lyndon on Saturday, August 3, 2019 from 3:00 p.m. to 12:00 a.m. and Sunday, August 4, 2019 from 1:00 p.m. to 9:00 p.m. #106-19 Approving issuance of permit for Wade Shows to hold carnival and fireworks display by American Fireworks, Inc. for Spree “69” the week of June 25-30, 2019 at Ford Field, Eddie Edgar Arena and Stymelski Veterans’ Park. #107-19 Approving request to close Stark Road from Family Y to Lyndon and Lyndon from Farmington to Stark for Spree “69” the week of June 24, 2019 through July 1, 2019. #108-19 Approving request to display banners on Farmington Road and Five Mile Road and at City Hall and Ford Field from May 28, 2019 through July 1, 2019, for Spree “69”. #109-19 Approving purchase of four (4) unmarked police vehicles utilizing State of Michigan and Counties of Oakland and Macomb consortium bid pricing, from budgeted funds. #110-19 Approving purchase of (1) Heavy Duty Mechanic Service vehicle with Service Body for Livonia Fire & Rescue utilizing the 2019 Michigan Vehicle State Contract Cooperative bid process, from budgeted funds. #111-19 Approving execution of agreement with CBI Telecommunications to perform phone auditing services on behalf of the City. #112-19 Referring subject matter of phone auditing services performed by CBI Telecommunications to the Economic Development, Strategic Planning and Technology Committee for its report and recommendation. #113-19 Approving award of contract for the 2019 Street Tree Planting Program to Greg Davis Landscape Services, from budgeted funds. #114-19 Approving annual renewal of software licensing and maintenance with Azteca Systems, LLC for the DPW work management system for period of March 1, 2019 through February 29, 2020, including Cityworks Online, from budgeted funds. (CR 196- 17) th SYNOPSIS OF THE MINUTES OF THE 1,870 REGULAR MEETING 3 LIVONIA CITY COUNCIL – APRIL 8, 2019 #115-19 Approving purchase of (1) 2019 Ford F550 truck built as a swap loader through the MI Deal State Bid process for DPW, to replace a vehicle primarily used by the Roads Department, from budgeted funds. #116-19 Approving purchase of (1) 2019 Ford F550 Super Cab 4X4 stake truck through State of Michigan bid process for DPW, to replace a vehicle primarily used by the Roads Department, from budgeted funds. #117-19 Approving award of bid to Healey Fire Protection, Inc., for work required for emergency replacement of City Hall fire panel and alarm system, from budgeted funds. #118-19 Referring subject of overall strategic plan re: City Hall building being compliant with the ADA, NFPA and Public Act 207 building codes to the Capital Outlay and Infrastructure Committee for its report and recommendation. #119-19 Approving request to extend contract with Nagle Paving Company for the 2019 Asphalt Road Repair Program – Contract 19-A, at the unit prices from the 2018 contract unit prices. (CR 109-18) #120-19 Approving request to amend Construction Engineering contract through QBS process with OHM Advisors for the 2019 Asphalt Road Program. (CR 365-16 and 381-17) #121-19 Approving vacating of existing storm sewer easement located at 31500 Pamco Drive in the Northeast ¼ of Section 27. (Petition 2019-01-03-01) #122-19 Referring site plan petition submitted by Community Alliance Credit Union re: property at 37401 Plymouth Road to the Committee of the Whole for its report and recommendation. (Petition 2019-01-08-03) A roll call vote was taken on the foregoing resolutions with the following result: AYES: McIntyre, Meakin, Kritzman, Bahr, and Toy. NAYES: None. Meakin gave Second Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 33 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3. _____ THERETO. (Petition 2018-08-01-06) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: McIntyre, Meakin, Kritzman, Bahr, and Toy. NAYES: None. th SYNOPSIS OF THE MINUTES OF THE 1,870 REGULAR MEETING 4 LIVONIA CITY COUNCIL – APRIL 8, 2019 #123-19 Motion by Kritzman and Meakin, unanimously adopted, approving site plan petition submitted by Leo Soave to develop (17) site condominiums (Grove Court) located at 34417 Ann Arbor Trail and 34391 Dover Avenue, subject to conditions. (Petition 2019- 01-08-04) #124-19 Motion by Meakin and Bahr, unanimously adopted, approving waiver of Noise Ordinance for wedding reception at 29610 Hoy Street on Saturday, August 17, 2019, from 6:00 p.m. to 11:00 p.m. #125-19 Motion by Bahr and Meakin, unanimously adopted, referring subject of proposed Sister City Agreement with City of Silay, Republic of the Philippines, to the Economic Development, Strategic Planning and Technology Committee for its report and recommendation. #126-19 Motion by Meakin and Kritzman, unanimously adopted, approving lot split requested by Michael Soave of Soave/Oro Construction for property located at 29614 Greenland Ave. (Petition 2019-02-LS-04) #127-19 Motion by Bahr and Kritzman, unanimously adopted, approving rezoning petition and referring to Law Department to prepare Ordinance for property located at 18600 Haggerty Road, as submitted by Schoolcraft College. (Petition 2019-01-01-01) #128-19 Motion by Meakin and Kritzman, unanimously adopted, approving acceptance of Grant of Easement for a six-foot (6’) wide public utility easement for installation and maintenance of dedicated 911 lines for Police Department.
