HomeMy WebLinkAboutSYNOPSIS - 2019-04-22 (2) st SYNOPSIS OF THE MINUTES OF THE 1,871 REGULAR MEETING LIVONIA CITY COUNCIL – APRIL 22, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Brian Meakin, Jim Jolly, Brandon Kritzman*, Scott Bahr, and Laura Toy. Absent: Cathy White and Kathleen McIntyre. (*Late arrival following roll call vote for approval of Minutes below.) th #129-19 Resolution by Bahr and Meakin, approving the minutes of the 1,870 Regular Meeting of the Council held April 8, 2019. A roll call vote was taken on the foregoing resolution with the following result: AYES: Meakin, Bahr, and Toy. PRESENT: Jolly. NAYS: None. *Councilmember Kritzman arrived following roll call vote above at 7:03 p.m. th Vice President Jolly wished his daughter, Claire, a Happy 6 Birthday. Councilmember Meakin expressed the community is deeply saddened by the loss of Andrei Marecki, the son of Wayne County Commissioner Terry Marecki and her husband Mark. Meakin indicated Andrei was killed in an automobile accident this past weekend and requested a few moments of silence and prayers for the Marecki family. President Toy announced Public Hearing to be held on Wednesday, May 1, 2019, at 7:00 p.m. in the Auditorium of Livonia City Hall as follows: Proposed Special Assessment Street Lighting Project for the Heritage Square Site Condominiums, located on the east side of Newburgh Road, and south of Six Mile Road, in the Northwest ¼ of Section 17. President Toy announced Livonia will host its annual Household Hazardous Waste & thth Electronic Waste Drop-Off Event on Friday, April 26 and Saturday, April 27 at Ford Field. She also announced today was Earth Day and that the City will host “Bike to th School Day: Bike Rodeo” on May 8 at John Stymelski Veterans Park. President Toy wished Vice President Jolly a Happy Birthday and indicated his birthday is th on Friday, April 26. AUDIENCE COMMUNICATION Marsha Malec, 36114 Parkhurst, addressed Council to inquire about recent activity at the car wash located at Five Mile and Levan. She expressed she thought it was an equipment remodel during the winter months, but it now appeared the business has created a bigger “footprint” and has expanded bays and lighting and is more than what she anticipated. Ms. Malec expressed concern for the ravine behind the business and wanted to see what could be done. st SYNOPSIS OF THE MINUTES OF THE 1,871 REGULAR MEETING 2 LIVONIA CITY COUNCIL – APRIL 22, 2019 Janice Prokopenko, 36126 Parkhurst, addressed Council to echo concerns raised by Ms. Malec and indicated the lighting under the awnings at the car wash were also a concern for her family as her home backs up to the car wash. The following items were received and filed: Communication from Department of Finance, dated April 2, 2019, re: forwarding various financial statements for the City of Livonia for the month ending February 28, 2019. Communication from Department of Finance, dated April 2, 2019, re: forwarding Quarterly Investment Report for the City of Livonia as of February 28, 2019 The following resolutions were offered by Jolly and Bahr: #130-19 Approving block party request for Monday, May 27, 2019, from 2:00 p.m. to 8:00 p.m. on Cranston Avenue between Elmira and Orangelawn, no rain date requested. #131-19 Approving block party request for Saturday, August 17, 2019, from 2:00 p.m. to 9:00 p.m. on Roycroft between Levan and Comstock, with a rain date of Sunday, August 18, 2019. #132-19 Approving purchase of (1) 2019 Life Line Type-1 Superliner Ambulance on a 2019 Ford F-450 XLT Chassis through the Houston Galveston Area Council (HGAC- BUY) Cooperative Purchasing Consortium from budgeted funds. #133-19 Approving wage increase as a result of an increase in the State of Michigan minimum wage rate for temporary classifications of College Co-Op, High School Co-Op, Library Page, Seasonal Clerk and Student Page. #134-19 Approving establishment of Military Daily Pass rate for active duty members of our Armed Services for entry to the Jack E. Kirksey Recreation Center at a reduced rate. #135-19 Approving establishment of Adult Sand Volleyball forfeit fee to hold teams accountable and recoup staff costs for that game as requested by the Department of Parks & Recreation. #136-19 Approving award of bid for Playground Removal and Replacement at Castle Gardens and Clement Circle Park and the removal of playground equipment at Meadows Park from budgeted funds. #137-19 Approving award of contract for design, proofs, editing, printing and sorting of “L” Magazine for the period of May 2019 to April 2021. #138-19 Approving award of bid for the construction of Pickleball Courts at Compton Park from CDBG grant projects and budgeted funds. (CR 153-18) #139-19 Approving purchase of (1) 15” 15XP Style Brush Chipper and (1) Self- Propelled Stump Grinder 2550XP through State of Michigan pricing from budgeted funds in the 2019-2019 Refuse Fund. st SYNOPSIS OF THE MINUTES OF THE 1,871 REGULAR MEETING 3 LIVONIA CITY COUNCIL – APRIL 22, 2019 #140-19 Approving purchase of (1) 2019 Freightliner Tandem Axle Dump Truck through Rochester Hills Co-Op Award Agreement from budgeted funds. #141-19 Approving award of contract for 2019 Concrete Road Program – Maintenance (Contract 19-J) from budgeted funds. #142-19 Approving amendment to contract with Anderson, Eckstein and Westrick, Inc., for design and construction engineering services for the 2019 Concrete Road Program – Maintenance (Contract 19-J). (CR 365-16) #143-19 Approving expenditure for construction engineering cost to OHM Advisors and authorized third-party agreement with MDOT for Ann Arbor Trail Resurfacing Project from Eckles Road easterly to Newburgh Road. (CR 365-16) #144-19 Accepting storm water facilities maintenance agreement from Consumers Energy C.N.G. Fueling Station for property at 11797 Farmington Road. #145-19 Accepting storm water facilities maintenance agreement from Consumers Energy Livonia Service Center for property at 11801 Farmington Road. #146-19 Accepting storm water facilities maintenance agreement from Republic National Distributing Company, LLC (RNDC) re: construction of a storm drainage system at 13000 Eckles Road. #147-19 Approving vacating petition submitted by Jude’s Investments, Inc. re: public utility easement located on the southeast corner of Schoolcraft and Farmington Roads (33265 Schoolcraft Road). (Petition 2019-02-03-02) #148-19 Approving site plan petition submitted by St. Michael Parish to construct a lobby/gathering space addition to church located on the southwest corner of Hubbard and Plymouth Roads (11441 Hubbard), subject to conditions. (Petition 2019-02-08-05) A roll call vote was taken on the foregoing resolutions with the following result: AYES: Meakin, Jolly, Kritzman, Bahr, and Toy. NAYES: None. #149-19 Motion by Bahr and Kritzman, referring subject of appropriate methods for measuring usage of City’s Parks’ facilities and recreational equipment to the Public Safety, Health and Environment Committee for its report and recommendation. A roll call vote was taken on the foregoing resolutions with the following result: AYES: Meakin, Kritzman, Bahr, and Toy. NAYES: Jolly. Meakin gave First Reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 7 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE st SYNOPSIS OF THE MINUTES OF THE 1,871 REGULAR MEETING 4 LIVONIA CITY COUNCIL – APRIL 22, 2019 III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3. _____ THERETO. (Petition 2019- 01-01-01) #150-19 Motion by Meakin and Kritzman, unanimously adopted, approving Drinking Water Revolving Fund (DWRF) Project Plan and designating Jacob Rushlow, Superintendent of Public Service, as the authorized project representative.
