HomeMy WebLinkAboutSYNOPSIS - 2019-05-08 nd SYNOPSIS OF THE MINUTES OF THE 1,872 REGULAR MEETING LIVONIA CITY COUNCIL – MAY 8, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Jim Jolly, Brandon Kritzman, Scott Bahr, Cathy White, Kathleen McIntyre, Brian Meakin, and Laura Toy. Absent: None. st #151-19 Resolution by McIntyre and Kritzman, approving the minutes of the 1,871 Regular Meeting of the Council held April 22, 2019. A roll call vote was taken on the foregoing resolution with the following result: AYES: Jolly, Kritzman, Bahr, Meakin, and Toy. PRESENT: White and McIntyre. NAYS: None. Councilmember Kritzman presented a commendation to Logan Willoughby, who has achieved the Freedom Award from Trail Life USA as a member of Troop 711, and congratulated him for his hard work and achievements. President Toy presented a commendation to the UPS Store located at Five Mile and Newburgh as continued recognition of small businesses in the community. Eric Ladwig, owner of UPS Store, was present to accept the award. President Toy also recognized Pat and Jack Kirksey who were present at the meeting in the audience. Councilmember Bahr wished his daughter and wife a Happy Birthday and expressed his love for his family. He also spoke about the recent Fire Ops 101 presentation hosted by Livonia Fire and stated it was an incredible experience and only gave participants a glimpse of what public safety is all about. Councilmember McIntyre echoed the sentiments expressed by Councilmember Bahr regarding the Fire Ops 101 presentation hosted by Livonia Fire and expressed gratitude to all first responders. She also acknowledged Councilmember Kritzman for his success in participating in the Fire Department’s “challenge” at the end of the event. Councilmember White wished a Happy Mother’s Day to all mothers. th Councilmember Kritzman wished a Happy 8 Birthday to Elizabeth Delany. Councilmember Meakin offered condolences to the McCann family on their recent loss of the Honorable James R. McCann. Councilmember Meakin indicated Judge McCann had the longest years of service at City Hall and began the Community Service Program at the District Court back in the 1970’s. He indicated the community is better because of all the hard work and dedication of Judge McCann and asked all keep the McCann family in their prayers and requested a moment of silence. Vice President Jolly echoed the condolences and sentiments of Councilmember Meakin and indicated Judge McCann took great strides in helping launch the careers of others and was a valued member of the legal community throughout the State of Michigan. nd SYNOPSIS OF THE MINUTES OF THE 1,872 REGULAR MEETING 2 LIVONIA CITY COUNCIL – MAY 8, 2019 Councilmember McIntyre expressed condolences to the McCann family on their loss and indicated the Police Department hosted its annual Memorial Ceremony at Nehasil Park to honor those who made the ultimate sacrifice. She encouraged all to attend this annual event. Councilmember McIntyre also indicated today was “Bike to School Day” at Stymelski Park and thanked all who helped organize and participated in the event. She also thanked OHM for writing the grant for the event. Councilmember Meakin announced there were two City employees who retired in the month of April: Robert Bernard, Senior Police Sergeant with 28 ½ years with the City; and Walt Krzekowski, from the Water Department with 30 years. He wished both well in their retirement. President Toy indicated she was very impressed with the new training equipment available for first responders and commended her colleagues for their participation in the Fire Ops 101 event hosted by Livonia Fire and indicated it was a great experience to attend. President Toy announced Public Hearing to be held Wednesday, May 22, 2019, at 7:00 p.m. in the Auditorium of City Hall as follows: Request for establishment of a Commercial Rehabilitation District at 31501 Schoolcraft Road, Livonia, MI 48150, to facilitate the redevelopment of this property and to establish Commercial Rehabilitation District No. 4 in the Northeast ¼ of Section 34. AUDIENCE COMMUNICATION None. The following items were received and filed: Proposed Termination of Storm Water Facilities Maintenance Agreement, prepared by Law Department, re: rescinding previously approved Storm Water Facilities Agreement for Day Care Center located at 37550 Seven Mile Road. (CR 104-07) Communication received from the Department of Law, dated April 24, 2019, re: subject of appropriate regulations and ordinances with regard to short term housing rentals. (CR 30-19) Communication received from the Department of Law, dated May 2, 2019, re: HB 4046 (Short-term rentals). (CR 30-19) Communication received from John W. Woods, DTN Asset Management & Development, LLC and Josh Suardini, Etkin Management, LLC dated April 30, 2019, re: rezoning petition for property located at 37640 Seven Mile. (Petition 2019-02-01-02) Communication from Planning Commission, re: Comprehensive Master Plan. (Petition 2018-09-07-01) Communication from Community Alliance Credit Union, dated April 26, 2019, containing updated site plans for facility at 37401 Plymouth Road. (Petition 2019-01-08-03) nd SYNOPSIS OF THE MINUTES OF THE 1,872 REGULAR MEETING 3 LIVONIA CITY COUNCIL – MAY 8, 2019 The following resolutions were offered by Jolly and McIntyre: #152-19 Approving barricade of streets for period of August 5, 2019 through August 9, 2019, from 9:00 a.m. to 1:30 p.m. each day on Van Court for Vacation Bible School. th #153-19 Approving waiver of Noise Ordinance and request to erect signs for 11 Annual Michigan Fun Fest at St. Mary Antiochian Orthodox Church from May 30, 2019 through June 2, 2019, at Bryant Park, 18000 Merriman Road. #154-19 Approving appointment of Dillon Breen to Livonia Brownfield Redevelopment Authority for term to expire November 24, 2021. #155-19 Approving Specialized Services Agreement with SMART to accept (1) 2019 Ford wheelchair lift-equipped bus for use by Community Transit Program at no cost to City. #156-19 Approving purchase of (1) Ford F-550 Dump Truck through State of Michigan bid pricing for Roads Department. #157-19 Approving award of bid for water main repair clamps for two year period from May 1, 2019 through April 30, 2021. #158-19 Approving expenditure for materials, equipment and labor necessary for emergency storm sewer repair on Angling Street. #159-19 Approving amendment of CR 37-19 for 2019 Lane Line Marking Program (Contract 19-H) to P.K. Contracting, Inc. subsequent to acquisition of R.S. Contracting, Inc. #160-19 Approving rescinding of CR 104-07 re: termination of Storm Facilities Maintenance Agreement for Day Care Center located at 37550 Seven Mile Rod. #161-19 Approving Storm Water Facilities Maintenance Agreement submitted by 37550 Seven Mile Road, LLC. A roll call vote was taken on the foregoing resolutions with the following result: AYES: Jolly, Kritzman, Bahr, White, McIntyre, Meakin and Toy. NAYES: None. #162-19 Motion by Meakin and Bahr, unanimously adopted, referring subject of appropriate regulations and ordinances re: short term housing rentals to the Law Department to prepare the necessary Ordinance change. #163-19 Motion by Meakin and Bahr, unanimously adopted, referring subject of short term housing rentals to Planning Commission to hold a public hearing. Kritzman gave First Reading to the following Ordinance: nd SYNOPSIS OF THE MINUTES OF THE 1,872 REGULAR MEETING 4 LIVONIA CITY COUNCIL – MAY 8, 2019 AN ORDINANCE VACATING THE USE OF PORTIONS OF STREET, ALLEY AND PUBLIC GROUND. (Petition 2019- 01-03-01) #164-19 Motion by Meakin and White, unanimously adopted, referring rezoning petition submitted by Etkin Management, LLC for property at 37640 Seven Mile Road to the Planning Commission to hold a public hearing on the matter. (Petition 2019-02-01- 02) #165-19 Motion by Jolly and White, unanimously adopted, approving installation of scene lighting and video camera equipment in Livonia mobile command center from budgeted funds. #166-19 Motion by Meakin and Jolly, unanimously adopted, approving Access Authorization Agreement with 123.net to allow installation of dedicated 911 line to service the Police Department to be placed inside existing 2-inch conduit crossing I-96 that is owned and maintained by the City. #167-19 Motion by McIntyre and Jolly, unanimously adopted, suspending the rules of order to allow additional item to be considered by Council. #168-19 Motion by Kritzman and Meakin, unanimously adopted, approving site plan petition submitted by Community Alliance Credit Union for property at 37401 Plymouth Road, subject to conditions.
