HomeMy WebLinkAboutSYNOPSIS - 2019-11-18 th SYNOPSIS OF THE MINUTES OF THE 1,885 REGULAR MEETING LIVONIA CITY COUNCIL – NOVEMBER 18, 2019 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President Toy. Present: Jim Jolly, Brandon Kritzman, Scott Bahr, Cathy White, Kathleen McIntyre, Brian Meakin, and Laura Toy. Absent: None. th #373-19 Resolution by Meakin and Jolly, approving the minutes of the 1,884 Regular Meeting of the Council held November 6, 2019. A roll call vote was taken with the following result: AYES: Jolly, Kritzman, McIntyre, Meakin, and Toy. NAYES: None. PRESENT: Bahr and White. Councilmember Meakin presented a commendation to American Legion Auxiliary to honor their 100 years of outreach. Linda Roman accepted the commendation on behalf of the American Legion Auxiliary and thanked all for the recognition. st Councilmember McIntyre wished a Happy 91 Birthday to former Mayor Jack Kirksey. Councilmember Bahr indicated this was his first opportunity to publicly thank the community for their support during the City election and stated his appreciation for same. President Toy sent best wishes to Mayor Wright and wished him well in his recovery. th Councilmember Kritzman wished a Happy 7 Birthday to his daughter Alexandra. Councilmember McIntyre indicated this Sunday the Saint Aidan Parish will host its’ annual mass for first responders and stated the service begins at 9:30 a.m. President Toy indicated the recent coat collection held on election day yielded a couple hundred donated coats for those in need. President Toy stated there have been many requests for young children’s coats and encouraged any who can donate to help families in need within our community. AUDIENCE COMMUNICATION None. The following items were received and filed: Communication from the Department of Finance, dated October 25, 2019, re: financial statements for the City as of September 30, 2019. A communication received from the Council Office regarding proposed alternate meeting schedule for next year (2020). The following resolutions were offered by White and Jolly: #374-19 Approving dedication of public park within Washington Park Site Condominiums as required in warranty deed. th SYNOPSIS OF THE MINUTES OF THE 1,885 REGULAR MEETING 2 LIVONIA CITY COUNCIL – NOVEMBER 18, 2019 #375-19 Approving appointment of Kathleen L. Cole as a substitute Magistrate for th the 16 District Court. #376-19 Approving budget adjustments for fiscal year ending November 30, 2019 for additional contribution to the VEBA Fund and the Building Improvement Capital Projects Fund (418). #377-19 Referring subject matter of proposed design concept for gymnastics space renovation at Jack E. Kirksey Recreation Center to Committee of the Whole. (CR 04-19) #378-19 Approving City of Livonia AFSCME Union Local 192 contract agreement for the period December 1, 2019 through November 30, 2022. #379-19 Approving additional appropriation and expenditure for replacement of City Hall fire panel and alarm system based on unforeseen issues that needed to be addressed following inspection, from budgeted funds. (CR 117-19) White gave First Reading to proposed Ordinance to add Chapter 22 (Illicit Discharge Elimination) to Title 13 for the regulation of non-stormwater discharges to the storm drainage system. #380-19 Approving 2020 Road Repair Program as reviewed and approved by the Citizens Advisory Committee for the eighth year of the ten-year road paving millage. #381-19 Referring approval of 2020 Road Repair Program to Wayne County as reviewed and approved by the Citizens Advisory Committee for the eighth year of the ten- year road paving millage. #382-19 Approving amendment to contract through Qualification Based Selection (QBS) process with Anderson, Eckstein and Westrick, Inc. for design and construction engineering services for the 2020 Concrete Road Program Contract (Contract 20-C). (CR 365-16) #383-19 Approving amendment to contract through Qualification Based Selection (QBS) process with Anderson, Eckstein and Westrick, Inc. for design and construction engineering services for the 2020 Concrete road Maintenance/Selective Slab Program (Contract 20-J). (CR 365-16) #384-19 Approving amendment to contract through Qualification Based Selection (QBS) process with OHM Advisors for the design engineering services for the 2020 Asphalt Road Program. (CR 365-16) #385-19 Approving first amendment to lease agreement between the City of Livonia and American Tower Corporation (ATC) for cell tower at Whispering Willows Golf Course. (CR 526-96) A roll call vote was taken on the foregoing resolutions with the following result: AYES: Jolly, Kritzman, Bahr, White, McIntyre, Meakin, and Toy. th SYNOPSIS OF THE MINUTES OF THE 1,885 REGULAR MEETING 3 LIVONIA CITY COUNCIL – NOVEMBER 18, 2019 NAYES: None. #386-19 Moving subject matter of proposed amendment to Ordinance defining “Bed and Breakfast Establishment” to include residences marketed and offered for rent online by platforms such as “Airbnb”, “VRBO”, “HomeAway” or other similar websites, to the next Regular meeting. A roll call vote was taken on the foregoing resolution with the following result: AYES: Jolly, Kritzman, Bahr, and White. NAYES: McIntyre, Meakin, and Toy. The subject matter of private insurance for sewer lines and water lines on private property will remain in the Committee of the Whole. (CR 81-18) Jolly gave Second Reading to the following Ordinance: AN ORDINANCE VACATING THE USE OF PORTIONS OF STREET, ALLEY AND PUBLIC GROUND. (Petition 2019-07-03-03) A roll call vote was taken on the foregoing Ordinance with the following result: AYES: Jolly, Kritzman, Bahr, White, McIntyre, Meakin, and Toy. NAYES: None. President Toy passed the gavel to Vice President Jolly at 7:20 p.m. #387-19 Approving revised 2020 City Council meeting schedule as submitted by City Council office. A roll call vote was taken on the foregoing resolution with the following result: AYES: Kritzman, Bahr, White, McIntyre, Toy, and Jolly. NAYES: Meakin. AUDIENCE COMMUNICATION None. Councilmember McIntyre welcomed members of Boy Scout Troop #782 present in the audience and thanked them for joining the meeting. th By Toy and McIntyre, unanimously adopted, adjourning this 1,885 Regular Meeting of the Council of the City of Livonia at 7:25 p.m. on November 18, 2019.
