HomeMy WebLinkAboutSYNOPSIS - 2020-01-27 th SYNOPSIS OF THE MINUTES OF THE 1,889 REGULAR MEETING LIVONIA CITY COUNCIL – JANUARY 27, 2020 ______________________________________________________________________ Meeting was called to order at 7:00 p.m. by President McIntyre. Present: Cathy White, Brandon McCullough, Rob Donovic, Jim Jolly, Laura Toy, Scott Bahr, and Kathleen McIntyre. Absent: None. #18-20 Resolution by Toy and White, unanimously adopted, approving the minutes th of the 1,888 Regular Meeting of the Council held January 27, 2020. Councilmember McCullough wished is wife a Happy Birthday. Vice President Bahr wished his son, Caden, a Happy Birthday. Councilmember Donovic recognized his former high school teacher in the audience, Mr. Demarco, who he indicated was also the JV football coach, driver’s ed instructor. Susan Nash, City Clerk, informed residents of the new look of the absentee ballot envelopes so people were aware of what to look for and how they had changed. She also indicated the Livonia Magazine would include a tear out page for residents to complete to be on the permanent ballot application list. AUDIENCE COMMUNICATION James Jackson, Commander of Flotilla 1805 of the United States Coast Guard Auxiliary, came to the podium to address Council. He first asked the members of the Coast Guard Auxiliary who were in the audience to stand and be recognized. He then gave a dissertation of what services the Coast Guard Auxiliary provides on a volunteer basis. The following items were received and filed: Communication received from the Director of Finance, dated January 20, 2020, re: delinquent water bill balance relative to property located at 19265 Victor Parkway. Communication received from Anthony G. Antone, Esq., Executive Vice President, Kojaian Management Corporation, dated January 20, 2020, re: property located at 19265 Victor Parkway. The following resolutions were offered by Bahr and Toy: #19-20 Approving waiver of Noise Ordinance for car show with a DJ at Saint Colette’s Catholic Church on Saturday, June 6, 2020, from 9:00 a.m. to 3:00 p.m. #20-20 Approving extension of Professional Services Agreement with Accumed Billing, Inc. for emergency medical transportation billing for five years, from budgeted funds. #21-20 Awarding bid for various items of clothing for the Department of Parks & recreation for the 2020 and 2021 years, from budgeted funds. #22-20 Awarding bid for Botsford Pool pump replacement, from budgeted funds. th SYNOPSIS OF THE MINUTES OF THE 1,889 REGULAR MEETING 2 LIVONIA CITY COUNCIL – JANUARY 27, 2020 #23-20 Awarding bid for perimeter security fencing of Public Safety Complex, from budgeted funds. #24-20 Authorizing purchase of 40 Dell desktop workstations through State bid process for Police Department. A roll call vote was taken on the foregoing resolutions with the following result: AYES: White, McCullough, Donovic, Jolly, Toy, Bahr, and McIntyre. NAYES: None. White took from the table for Second Reading the following Ordinance: AN ORDINANCE AMENDING SECTIONS 020 AND 070 OF TITLE 8, CHAPTER 40 (NOXIOUS WEEDS AND REFUSE) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. A roll call vote was taken on the foregoing Ordinance with the following result: AYES: White, McCullough, Donovic, Jolly, Toy, Bahr, and McIntyre. NAYES: None. #25-20 Motion by Toy and Donovic, approving establishment of Commercial Rehabilitation District on behalf of Livonia Hotel Group, LLC, for redevelopment of property located at 19265 Victor Parkway. A roll call vote was taken on the foregoing with the following result: AYES: White, McCullough, Donovic, Jolly, Toy, and McIntyre. NAYES: Bahr. #26-20 Motion by Toy and Jolly, unanimously adopted, accepting donations of cash and gifts from various contributors to be used for the purposes as designated by the donors. #27-20 Motion by Jolly and Bahr, unanimously adopted, referring to Law Department the subject of preparing an Ordinance to enable members of the public body to participate while on military duty. President McIntyre announced there will be a Public Hearing held in the Auditorium of City Hall, 33000 Civic Center Drive, Livonia, MI on Wednesday, February 12, 2020 at 7:00 p.m. on the following matter: PETITION 2019-12-01-07 submitted by Unleashed Pet Care Real Estate, L.L.C., requesting to rezone the property located on the east side of Middlebelt Road between Joy Road and West Chicago Avenue (9300 Middlebelt Road) in the Southwest ¼ of Section 36 from OS (Office Services) to C-1 (Local Business).
