HomeMy WebLinkAboutSYNOPSIS - 2020-05-27 th SYNOPSIS OF THE MINUTES OF THE 1,897 REGULAR MEETING LIVONIA CITY COUNCIL – MAY 27 2020 ______________________________________________________________________ Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre. Present: Jim Jolly, Laura Toy, Scott Bahr, Cathy White, Brandon McCullough, Rob Donovic, and Kathleen McIntyre. Absent: None. #141-20 Resolution by Toy and Jolly, unanimously adopted, approving the minutes th of the 1,896 Regular Meeting of the Council held May 11, 2020. Councilmember Toy announced Dr. Bernie Klein, who worked in Detroit and U of M, passed away Sunday due to the Covid virus. Councilmember Toy indicated Dr. Klein was very well respected and will be greatly missed. th Vice President Bahr wished his wife a Happy 18 Anniversary. Councilmember McCullough reminded residents to take the time to complete the U.S. Census to ensure Livonia gets its’ share of federal and state money and gave a “shout out” to all Class of 2020 High School graduates. th Councilmember Jolly wished his oldest daughter, Lexie, a Happy 9 Birthday. Councilmember White gave a “shout out” to Rosedale Presbyterian Church for their recent Memorial Day event which honored all vets who gave their lives for our country. She indicated it was a very moving event and thanked the Church for their hard work. President McIntyre welcomed back Judy Priebe, Director of Legislative Affairs. She indicated Sara Kasprowicz did a great job in her absence but stated Ms. Priebe was missed by all. President McIntyre also extended well wishes to Assistant City Attorney, Eric Goldstein, who is dealing with brain cancer at this time. AUDIENCE COMMUNICATION David Stechholz discussed playground issues for children during the Covid-19 pandemic and discussion was held by Council on this issue. Councilmember Jolly referred a citizen, Nicole Cardella, 20339 Parkville, to the Traffic Commission regarding speeding on her street, as well as Tammy Earl, 28980 Morlock, who also spoke on the same issue. The following items were received and filed: A communication from the Department of Finance, dated May 7, 2020, re: forwarding Quarterly Investment Report for the City of Livonia as of February 29, 2020. A communication from the United States Environmental Protection Agency, date stamped July 3, 2014, from Product Manager 23, Herbicide Branch, Registration Division, Office of Pesticide Programs, to Karen Warkentien, Sewer Sciences, Inc., re: sewer line chemical root control services. th SYNOPSIS OF THE MINUTES OF THE 1,897 REGULAR MEETING 2 LIVONIA CITY COUNCIL – MAY 27, 2020 The following resolutions were offered by Bahr and Donovic: #142-20 Approving reappointment of Sam Carmagno to the Livonia Planning Commission for a three-year term to expire on June 9, 2023. #143-20 Approving reappointment of Glen Long, Jr. to the Livonia Planning Commission for a three-year term to expire on June 9, 2023. #144-20 Approving reappointment of Peter Ventura to the Livonia Planning Commission for a three-year term to expire on June 9, 2023. #145-20 Approving reappointment of Janice N. Centers to the Zoning Board of Appeals for a three-year term to expire July 12, 2023. #146-20 Approving reappointment of Joel Turbiak to the Zoning Board of Appeals for a three-year term to expire July 12, 2023. #147-20 Approving payment to Election Source for preparation of test ballots and testing of all election equipment for Presidential Primary held March 10, 2020. #148-20 Approving award of bid for hot and cold Bituminous materials for the Road Maintenance Section for period May 1, 2020, through April 30, 2021. #149-20 Approving purchases with sole supplier, EJ USA, Inc., for one year period of stormwater, water main, and sanitary manhole-related items in an amount not to exceed $75,000.00 annually. A roll call vote was taken on the foregoing resolutions with the following result: AYES: Jolly, Toy, Bahr, White, McCullough, Donovic, and McIntyre. NAYES: None. #150-20 Motion by Jolly and Toy, unanimously adopted, approving award of contract for sewer line chemical root control services, from budgeted funds. #151-20 Motion by McCullough and White, unanimously adopted, approving amendment to CR 412-19 and authorizing the purchase of furniture for the DPW Building Project in an amount not to exceed $207,000.00, from budgeted funds. #152-20 Motion by Toy and Bahr, unanimously adopted, to suspend the rules of order to allow items that do not appear on the Agenda. #153-20 Motion by White and Jolly, unanimously adopted, directing that a closed Committee of the Whole meeting be scheduled to discuss pending litigation and attorney/client privileged communications re: The Estate of Rita Hughes, et al v. City of Livonia. #154-20 Motion by Toy and Donovic, unanimously adopted, approving joint declaration and resolution permitting temporary outdoor dining areas during Covid-19 emergency. th SYNOPSIS OF THE MINUTES OF THE 1,897 REGULAR MEETING 3 LIVONIA CITY COUNCIL – MAY 27, 2020 AUDIENCE COMMUNICATION None. th By Toy and McCullough, unanimously adopted, adjourned this 1,897 Regular Meeting of the Council of the City of Livonia at 8:31 p.m. on May 27, 2020.
