Home My WebLink AboutSYNOPSIS - 2020-06-08 th SYNOPSIS OF THE MINUTES OF THE 1,898 REGULAR MEETING LIVONIA CITY COUNCIL – JUNE 8, 2020 ______________________________________________________________________ Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre. Present: Laura Toy, Scott Bahr, Cathy White, Brandon McCullough, Rob Donovic, Jim Jolly, and Kathleen McIntyre. Absent: None. #155-20 Resolution by Bahr and Donovic, unanimously adopted, approving the th minutes of the 1,897 Regular Meeting of the Council held May 27, 2020. Councilmember Donovic acknowledged small business within the City that would be re- opening today under the Governor’s Executive Order. Councilmember Toy expressed elation for the re-opening of hair salons next week. Councilmember McCullough recognized the 2,000 plus demonstrators that showed support for solidarity and thanked them for protesting peacefully. He then mentioned Councilmember Donovic paired up with Dan McIver to honor the 2020 High School graduating classes in Livonia. Councilmember Donovic recognized the kind donations of graduation banners for the High School seniors Class of 2020 and indicated they would soon be hung on the corner of Farmington and Five Mile. He thanked Mr. McIver, the banner designers, the Mayor and all Councilmembers for their role and congratulated the graduating Class of 2020. President McIntyre offered a personal announcement regarding recent posts on her personal Facebook page and expressed her support and respect for the protestors. AUDIENCE COMMUNICATION Several individuals expressed their concern for recent Social media posts and their personal political standpoints for their involvement in the recent peaceful protests held in the community. James Hooper, Livonia resident, expressed his support for Council and the Livonia Police Department in recent current events taking place throughout the community and the nation and spoke against the hurtful comments made by other audience members. The following items were received and filed: A communication from the Department of Finance, dated May 1, 2020, re: forwarding various financial statements of the City of Livonia as of January 31, 2020. A communication from the Department of Finance, dated May 14, 2020, re: forwarding various financial statements of the City of Livonia for the month ending February 29, 2020. A communication from the Department of Finance, dated May 19, 2020, re: forwarding Retirement System Annual Report – Fiscal Year 2019. A communication from Carolyn and Jim Curlew, dated May 30, 2020, re: rezoning petition submitted by Pastor 4G, L.L.C. (Petition 2020-01-01-01) An email communication received from Tom Tercala, re: rezoning petition submitted by Pastor 4G, L.L.C. (Petition 2020-01-01-01) An email communication from the Planning Director, dated June 5, 2020, re: forwarding an email communication from Wendy Berryman dated June 5, 2020, re: question about rezoning petition for property at Six Mile and Farming Road. (Petition 2020-01-01-01) A communication from Suherl Baki, Jihan Baki, Edward Brezinsky, Marina Brezinsky, Marlon Brezinsky, J.R. Patrick, re: rezoning petition submitted by Pastor 4G, L.L.C. (Petition 2020-01-01-01) A communication from Council Office, forwarding information on a resident phone call received from Neil Cervenan, re: requesting his name be added to the list of residents opposing rezoning petition submitted by Pastor 4G, L.L.C. (Petition 2020-01-01-01) An email communication from Councilmember McCullough, dated June 8, 2020, re: forwarding an email communication from Susan Gannon, containing a list of additional residents opposing rezoning petition submitted by Pastor 4G, L.L.C. (Petition 2020-01- 01-01) A communication from the Planning Director, dated June 4, 2020, re: determination of valid protest with regard to rezoning petition submitted by Belaggio Homes. (Petition 2020-02-01-02) The following resolutions were offered by Jolly and White: #156-20 Amending and revising Council Resolution 44-20 to change date of graduation party as approved noise ordinance waiver for Davide Piccrilli to July 31, 2020. #157-20 Approving request to waive formal bid process and authorize expenditure for Senior Center Parking Lot Improvement Project with Nagle Paving, from budgeted funds. #158-20 Approving amendment to construction engineering contract with OHM Advisors for Construction Engineering Services for the 2020-2021 Schoolcraft Road 48” Water Transmission Main (Middlebelt Road to Beech Daly Road) Project. (CR 365-16) A roll call vote was taken on the foregoing resolutions with the following result: AYES: Toy, Bahr, White, McCullough, Donovic, Jolly, and McIntyre. NAYES: None. Councilmember Toy provided an update on the Public Safety, Health and Environment Committee meeting held May 20, 2020, regarding the COVID-19 pandemic. (CR 79-20) th SYNOPSIS OF THE MINUTES OF THE 1,898 REGULAR MEETING 3 LIVONIA CITY COUNCIL – JUNE 8, 2020 #159-20 Motion by Jolly and White, denying rezoning petition submitted by Pastor 4G, L.L.C. to rezone eastern 150 feet of property on Farmington Road as submitted by Pastor 4G, L.L.C. (Petition 2020-01-01-01) A roll call vote was taken on the foregoing resolution with the following result: AYES: Toy, White, McCullough, Jolly, and McIntyre. NAYES: Bahr and Donovic. #160-20 Motion by Toy and Donovic, unanimously adopted, referring subject matter of motorists allegedly cutting through adjacent neighborhood streets in the area of Farmington Road, south of Six Mile Road, to the County Commission and Traffic Commission. President McIntyre passed the gavel to Vice President Bahr at 8:56 p.m. to speak on the following matter. #161-20 Motion by Donovic and Bahr, unanimously adopted, approving rezoning petition submitted by Belaggio Homes to rezone portion of property located on the north side of Seven Mile Road between Merriman and Osmus (31670 Seven Mile) and referring to Law Department for preparation of Ordinance. (Petition 2020-02-01-02) President McIntyre resumed the gavel at 9:05 p.m. Jolly gave first reading to the following Ordinance: AN ORDINANCE ADDING CHAPTER 37 (UNSOLICITED WRITTEN MATERIALS) TO TITLE 8 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. #162-20 Motion by Toy and McCullough, unanimously adopted, approving waiver of formal bid process and authorizing proposal by Motorola Solutions, Inc. to program and install (3) operator console positions in Emergency Operations Center, de-install three (3) operator console positions in the Main Dispatch Center, and program and install four (4) operator console positions and related equipment in the Main Dispatch Center, from budgeted funds. (CR 97-20 and 98-20) #163-20 Motion by Toy and Bahr, unanimously adopted, suspending the rules of order to allow items that do not appear on the Agenda. #164-20 Motion by White and Toy, unanimously adopted, approving settlement reached re: Estate of Rita H. Hughes, et al v. City of Livonia, Wayne County Circuit Court Case No. 16-013486-NI, and authorizing Department of Law to do all things necessary or incidental to the full performance of this resolution.
