HomeMy WebLinkAbout2020-04-15 CITY OF LIVONIA — CITY COUNCIL MINUTES OF STUDY MEETING HELD APRIL 15, 2020 Meeting was called to order at 8:00 p.m. by President Kathleen McIntyre. Present: Brandon McCullough, Rob Donovic, Jim Jolly, Laura Toy, Scott Bahr, Cathy White and Kathleen McIntyre. Absent: None. Councilmember Brandon McCullough led the meeting in the Pledge. President McIntyre thank the extraordinary team of the City of Livonia, the employees, Council members, other elected officials, Lynda Scheel, Treasurer, Susan Nash, City Clerk, and the outstanding leadership of Mayor Maureen Miller Brosnan during this very challenging time. Elected and appointed officials present: Mark Taormina, Director of Planning and Economic Development; Todd Zilincik, City Engineer; Paul Bernier, City Attorney; Susan M. Nash, City Clerk, and Doug Moore, Assistant Director of Public Service — Operations. During Audience Communication former Mayor Jack Engebretson congratulated President McIntyre and City Council, and the Department Heads for using technology to conduct the meetings tonight and that he wanted to be part of this historic meeting. 1. REAPPOINTMENT OF ELIZABETH MCCUE TO THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY: Office of the Mayor, re: for a four-year term, which will expire on May 16, 2024. Mark Taormina, Director of Planning and Economic Development, spoke in support of the reappointment by the Mayor. Councilmember White stated that Ms. McCue has done an excellent job and she offered an approving resolution for her reappointment for the Consent Agenda. DIRECTION: APPROVING CONSENT 2. REAPPOINTMENT OF OMAR FARIS TO THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY: Office of the Mayor, re: for a four-year term, which will expire on May 16, 2024. Omar Faris was present to accept the reappointment. Councilmember Toy offered an approving resolution for the Consent Agenda. DIRECTION: APPROVING CONSENT 2 3. REQUEST TO ACCEPT A U.S. DEPARTMENT OF JUSTICE 2019 JUSTICE ASSISTANCE GRANT (JAG) IN CONJUNCTION WITH WAYNE COUNTY DEPARTMENT OF HOMELAND SECURITY: Division of Police, re: to purchase law enforcement equipment, no matching funds are required. Councilmember Jolly stated that these are grants that the City has taken advantage of these funds in the past and it is to the City's benefit to continue to do so. He then offered an approving resolution for the Consent Agenda. DIRECTION: APPROVING CONSENT 4. REQUEST TO APPROVE PURCHASE OF TWO (2) DOMINION VOTING ICC KIT OPTICAL SCAN TABULATORS THROUGH STATE OF MICHIGAN BID PROCESS: Office of the City Clerk, re: to streamline the processing of ballots, from budgeted funds. Clerk Nash presented this request to Council. She stated that prior to this pandemic, her office was looking at the number of absentee voters that would be anticipated for the November General Election. They had purchased four previously and had budgeted funds for the purchase of two additional ones to accommodate the Presidential Election and all elections going forward. She went on to the state that the Primary Election coming up in August may be conducted by all absentee and will prove to be a daunting task. She indicated that the components that build these scanners and the software is built all over the world, so there's no guarantee that even with placing the order that they will receive it, but they are on the list. Vice President Bahr asked for clarification on the number of scanners the Clerk's office currently has and how many more they are purchasing. He then asked for the number of registered voters there are in Livonia and Clerk Nash replied they just went over 78,000. Councilmember Toy offered an approving resolution for the Consent. DIRECTION: APPROVING CONSENT 5. REQUEST TO APPROVE ALLIANCE OF ROUGE COMMUNITIES (ARC) ANNUAL ASSESSMENT FOR 2020: Public Service Division, re: in the amount of $35,585.00 from funds budgeted for this purpose. Doug Moore, Assistant Director of Public Service — Operations, presented this request to Council. He stated the Alliance of Rouge Communities, (ARC), Livonia is the largest member of the Alliance, it makes up almost all of the communities in the Rouge River Watershed. The dues for this year reflect a 2% increase. The ARC instituted increases over the last several years to start and try to keep up with inflation and to honor the City's MS4 Stormwater Permit requirements, the ARC 3 has taken up doing a list of charged inspections for the City, they're doing a lot of the public education items for the City, and helping Livonia increase their best management practices, so they are asking Council to approve the dues for this year in the amount of$35,585.00. President McIntyre thanked Moore for all of the work he has done during the Covid- 19 crisis. Councilmember McCullough stated the ARC program is something from a sustainability standpoint that's a great program and he then offered an approving resolution for the Consent Agenda. DIRECTION: APPROVING CONSENT 6. REQUEST TO APPROVE ANNUAL RENEWAL OF SOFTWARE LICENSING AND MAINTENANCE FROM SOLE SOURCE PROVIDER: Public Service Division, re: with Azteca Systems LLC for the DPW work management system for the period of March 1, 2020 through February 28, 2021, includes Cityworks Online, from budgeted funds. (CR 196-17) Doug Moore, Assistant Director of Public Works — Operations, presented this request to Council. He stated that Azteca is actually their Cityworks Management Information System, when residents call in the complaints go under Cityworks and they do their work orders through Cityworks, it's tied into the GIS program, tracks complaint calls, work and job orders, equipment, fuel, their payroll goes into it, aids in budget development and was originally paid for as part of the SAW Grant in 2016. He stated they are asking Council to renew the licensing agreement for the next year for $75,000 and the amount is paid for out of the refuse and water and sewer funds. Councilmember Donovic offered an approving resolution for the Consent Agenda. Councilmember McCullough commented that the Cityworks program is an incredible tool that allows the City's staff to basically mark preventative maintenance, everything is inputted into the database and it's very user friendly and he knows a lot of cities and municipalities, and in fact helps save funds. DIRECTION: APPROVING CONSENT 7. AWARD OF CONTRACT: Engineering Division, re: for the 2020 Sidewalk Replacement Program — Contract 20-G. (CR 84-20) Todd Zilincik, City Engineer, presented this request to Council. He stated as Council knows they have an annual sidewalk program that helps prevent trip hazards in the City. This year they had approximately 517 locations, they went out for bids to get the best unit price to get those repairs completed. It was put on 4 MITN and bids were opened on March 17, 2020 and there were four bidders, the lowest qualified bidder was Joe Rotondo Construction in the amount of $625,710.25. The next bidder was actually $272,000.00 more, Great Lakes Contracting Solutions, and they went up from there on the remaining bids. They are asking for Council's approval to award the contract to Joe Rotondo Construction in the amount of $625,710.25. In addition, they want to have precision cutting perform some of the areas where the street trees may have uprooted the sidewalks but instead of replacing an expensive slag of sidewalk, they can get by by having that area precision cut down to avoid that vertical separation. With that, he is asking for Council's approval and if approved, they would look at going out to the residents on May 4t" to send out the letters to the people that will be impacted by the repairs and they'll see orange dots painted on the sidewalk to delineate the areas of repair that will be coming in the summer. President McIntyre stated that Rotondo has done a lot of work in the City, that company is very well known to the City. Zilincik replied at this point they've done numerous jobs for the City and if you go through the City you'll see a lot of their sidewalk slabs stamped with different years, so they've been around quite a bit, they follow specifications, especially at the handicap ramps, and they do a phenomenal job and he appreciates their bid that was lower this year than last year so the residents will get a good price to get these repairs completed and make is safe for the community. President McIntyre stated that Council always wants to secure the low bid but in this case the costs is passed along to the residents and they're assessed for the sidewalk repairs in front of their home. Zilincik replied that there was a millage in place that covered some of the tree locations, but some may have stuff that's deteriorated that they're assessed for, and some may be the City's responsibility or a combination of both. But they will receive a letter explaining the program and the potential estimate if they're assessed, so they look forward to getting those out and giving the residents an opportunity if they have any questions to have an inspector come out and go over that concern with them if they have any issues. President McIntyre thanked Zilincik for his work in conjunction with the Inspection Department in getting those letters out and so the homeowners receive the information they need on a timely basis. Councilmember Toy offered an approving resolution for the Consent Agenda. DIRECTION: APPROVING CONSENT 5 8. AWARD OF CONTRACT: Engineering Division, re: for the 2020 Lane Line Marking Program — Contract 20-H. Todd Zilincik, City Engineer, presented this request to Council. He stated again, they want to make sure the City is safe, during the fall they go out and paint the lines along the major roads and City streets that keep people visually safe when they drive that, the yellow line, white lines. There were two bids received that were opened on March 10th, J.B. Contracting, Inc. and P.K. Contracting. P.K. Contracting has done work in the past for the City along with J.B. Contracting, so they are asking for Council's approval to award the contract to J.B. Contracting, Inc. in the amount of$91,947.50 to go out in the summer/late fall to go out and get these areas restriped for the City to upkeep the lane line markings that are out there. Councilmember White offered an approving resolution for the Consent Agenda. Councilmember Donovic asked Zilincik if the striping of the lanes, is that just City roads or is it all roads within the City. Zilincik replied it is just the City jurisdiction roads, Livonia has approximately 370 miles, but all 370 miles does not have lane line markings, it's mostly on some of the major streets. The County will do their own streets. Typically, they'll come through and do Five Mile, Seven Mile, those streets at a later date also, but maybe the same contractor or another contractor. But Livonia will do the City jurisdiction roads that it has control over. DIRECTION: APPROVING CONSENT There was no Audience Communication at the end of the meeting. President McIntyre thanked Dave Varga, Director of Administrative Services, for his daily updates on Covid-19 and all he does to keep everyone informed. She also thanked Livonia Television and the members of that team who provide the essential service of televising City meetings. As there were no further questions or comments, President McIntyre adjourned the Study Session at 8:29 p.m. on Wednesday, April 15, 2020.
