HomeMy WebLinkAboutSYNOPSIS - 2020-08-05 SYNOPSIS OF THE MINUTES OF THE 1,902nd REGULAR MEETING LIVONIA CITY COUNCIL —AUGUST 5, 2020 Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre. Present: Rob Donovic, Jim Jolly, Laura Toy, Scott Bahr, Cathy White, Brandon McCullough, and Kathleen McIntyre. Absent: None. #212-20 Resolution by White and Jolly, unanimously adopted, approving the minutes of the 1,891 st Regular Meeting of the Council held July 20, 2020. Cathy White, Council Parliamentarian, read the rules of conduct for the meeting. Councilmember Jolly announced retirement of Wade Higgason, Senior Police Sergeant, with 29 years of service to the City. #213-20 Resolution by Bahr and Donovic, unanimously adopted, referring subject matter of proposed rules and regulations regarding signs in the auditorium during Council meetings, to the Department of Law for their report and recommendation. President McIntyre stated there is New Data on Items #7, #10 and #X-1, and that there will be an X-item at the end of the Regular Agenda. City Clerk Nash reported out on the Primary Election held on August 4, 2020 and thanked all of the people involved who worked the election. President McIntyre and the other Council members congratulated Clerk Nash and her staff on their hard work. AUDIENCE COMMUNICATION Several audience members spoke on various topics that have been the subject of conversation at prior Council Meetings. Mayor Maureen Miller Brosnan gave a Power Point presentation on the subject of the Human Relations Commission and the issues they are addressing and the changes they are making in it structure and purpose. #214-20 Motion by McCullough and Jolly, unanimously adopted, referring the subject matter of the City's current status as to staff training and policies related to diversity, equity, and non-bias practices as they exist now and could exist going forward, to the Mayor's Office for its report and recommendation. #215-20 Motion by Toy and Jolly, unanimously adopted, referring the subject matter of the mission of the Human Relations Commission to the Law and Education Committee for further discussion. The following items were received and filed: Power Point presentation from Mayor Maureen Miller Brosnan, re. update on Human Relations Commission. Email communication from David Bagley, re: Petition 2020-05-02-04. SYNOPSIS OF THE MINUTES OF THE 1,902nd REGULAR MEETING 2 LIVONIA CITY COUNCIL—AUGUST 5,2020 Email communication from Andrew Warner, re: donation of land located at 28330 Curtis Road. The following resolutions were offered by Toy and Jolly: #216-20 Approving amendment to Council Resolution #09-20 to add language required by the State for CREC District #4. #217-20 Approving Lease Agreement between Livonia and Hawks/Wolves Soccer Club for Greenmead Soccer Fields 1 and 2 for a period of five (5) years. #218-20 Approving single cart surcharge in the amount of $3.00 for 9 holes and $5.00 for 18 holes, at all three golf courses effective immediately for the 2020 golf season. #219-20 Approving partial vacation of public utility easement at 19700 and 19750 Haggerty Road for Haggerty Square, LLC. #220-20 Approving additional expenditure and amend existing contract with D'Angelo Brothers for Schoolcraft Service Drive Storm Sewer Installation. (CR #342-19) #221-20 Approving quote of Nagle Paving Company for the 2020 Asphalt Subdivision Repair Project (Contract 20-L). #222-20 Approving Petition 2020-05-02-04, submitted by Livonia Budget Storage, L.L.C., requesting waiver use approval for a self-storage facility at 29150 Seven Mile. A roll call vote was taken on the foregoing resolutions with the following result: AYES: Donovic, Jolly, Toy, Bahr, White, McCullough, and McIntyre NAYS: None The President declared the resolutions adopted. Jolly gave second reading to the following Ordinance: AN ORDINANCE ADDING SECTION 225 AND AMENDING SECTION 230 OF CHAPTER 04 (STREETS AND SIDEWALKS) TO TITLE 12 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. A roll call vote was taken on the foregoing ordinance with the following result: AYES: Donovic, Jolly, Toy, Bahr, White, McCullough and McIntyre NAYS: None #223-20 Motion by Jolly and McCullough, approving quarterly budget adjustments for the first and second quarters of Fiscal Year 2020 budget. A roll call vote was taken on the foregoing resolution with the following result: AYES: Donovic, Jolly, Bahr, White, McCullough, and McIntyre NAYS: Toy The President declared the resolution adopted. SYNOPSIS OF THE MINUTES OF THE 1,902nd REGULAR MEETING 3 LIVONIA CITY COUNCIL—AUGUST 5,2020 #224-20 Motion by Bahr and Jolly, unanimously adopted, rejecting donation of parcel of land at 28330 Clarita Street. #225-20 Motion by Toy and Donovic, unanimously adopted, approving First Amendment to Lease between Livonia and Minush Veliu (Sam's Place Restaurant) at 33251 Five Mile Road. #226-20 Motion by Toy and Jolly, unanimously adopted, authorizing emergency purchase of five (5) Lucas Chest Compression Systems from Stryker Medical. #227-20 Motion by White and Jolly, unanimously adopted, authorizing release of General Improvement Bond to Leo Soave, for Dover Court Site Condominiums. #228-20 Motion by White and McCullough, unanimously adopted, approving additional expenditure to Hard Rock Concrete, Inc. (Contract 20-C) for concrete patching along Schoolcraft Road and reconstruction of Veronica Drive approach and Quakertown Lane. #229-20 Motion by Toy and White, unanimously adopted, approving amendment to construction engineering contract between Livonia and Anderson, Eckstein, and Westrick, Inc., for Contract 20-C. #230-20 Motion by Jolly and Bahr, unanimously adopted, accepting grant of easement from Livonia Estates, Ltd., for a 12-foot wide sanitary sewer easement in the South '/2 of Section 27. #231-20 Motion by McCullough and Bahr, unanimously adopted, accepting grant of easement from Livonia Estates Ltd., for a 12-foot wide sanitary sewer easement in the South '/2 of Section 27. #232-20 Motion by White and Bahr, unanimously adopted, accepting grant of easement from Sam Hammoud, for a new 8-foot wide public sidewalk easement in the Southeast '/4 of Section 1. #233-20 Motion by Jolly and McCullough, unanimously adopted, denouncing racism and prejudice in the City of Livonia, and welcoming and inviting all people to take an active role in the well-being of the community. #234-20 Motion by Toy and McCullough, directing that a Closed Committee of the Whole Meeting be held in connection with pending litigation Christopher Lee Murray-Bey v City of Livonia, et al, US District Court Case No. 14-13743. A roll call vote was taken on the foregoing resolution with the following result: AYES: Donovic, Jolly, Toy, Bahr, White, McCullough, and McIntyre NAYS: None SYNOPSIS OF THE MINUTES OF THE 1,902nd REGULAR MEETING 4 LIVONIA CITY COUNCIL—AUGUST 5,2020 #235-20 Motion by Toy and Bahr, unanimously adopted, to suspend the rules so as to permit consideration of items that do not appear on the Agenda. #236-20 Motion by Toy and Donovic, unanimously adopted, approving a joint declaration and resolution permitting temporary outdoor entertainment/viewing areas during the Covid-19 emergency.
