HomeMy WebLinkAboutSYNOPSIS - 2020-12-02 SYNOPSIS OF THE MINUTES OF THE 1,910th REGULAR MEETING LIVONIA CITY COUNCIL — DECEMBER 2, 2020 Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre. Present: Jim Jolly (Livonia, Michigan), Laura Toy (Livonia, Michigan), Scott Bahr(Livonia, Michigan), Cathy White (Lehigh Acres, Florida), Brandon McCullough (Livonia, Michigan), Rob Donovic (Arrived 7:05 p.m.) (Deployed), and Kathleen McIntyre (Livonia, Michigan). Absent: None #348-20 Resolution by Bahr and Jolly, unanimously adopted, approving the minutes of the 1,909th Regular Meeting of the Council held November 16, 2020. Councilmember Jolly announced one retiree, that being Senior Police Officer Richard Ostrowski, who served 23 years with the LPD. President McIntyre announced there is New Data on Agenda Item 13. She then wished form Mayor Dennis Wright a happy birthday coming up on December 13th Ted Davis, Superintendent of Parks and Recreation, detailed the upcoming Holiday events in the City. Councilmember White reviewed the rules of order for Audience Communication. AUDIENCE COMMUNICATION Connie Dickey brought up the subject of leaf pick-up and excessive cars on Rayburn causing failed pick-ups. #349-20 Motion by Jolly and Toy, to refer the subject matter of parking restrictions during bulk leaf pick-up to the Law Department for its report and recommendation. A roll call vote was taken on the foregoing resolution with the following result: AYES: Jolly, Toy, McCullough and Donovic NAYS: Bahr, White and McIntyre The President declared the resolution adopted. The following items were received and filed: A communication from the Department of Finance dated November 9, 2020 forwarding various financial statements for the month ending September 30, 2020. A communication from the Department of Law, dated November 13, 2020, re. proposed ordinance amendments for Petition 2020-08-01-05. The following resolutions were offered by McCullough and Jolly: #350-20 Approving adoption of the Wayne County Hazard Mitigation Plan. #351-20 Approving Lot Split request from Jeffrey Joyce. (11316 and 11308 Merriman) SYNOPSIS OF THE MINUTES OF THE 1,910th REGULAR MEETING 2 LIVONIA CITY COUNCIL-DECEMBER 2,2020 #352-20 Accepting bid of Graphic Services to provide building plan scanning services into electronic media for the Inspection Department. #353-20 Authorizing purchase of one 2020 Life Line Type-1 Superliner Ambulance on a 2020 Ford F-450 XLT Chassis from R & R Fire Truck without competitive bidding, from budgeted funds. #354-20 Authorizing renewal of five-year service agreement with Sensus USA for supplying Public Service Division with software and equipment to obtain remote water reads. #355-20 Authorizing acceptance of Storm Water Facilities Maintenance Agreement with MCM 12001 Farmington, LLC for properties located at 11999 and 12001 Farmington Road. #356-20 Approving the proposed 2021 Road Repair Program as proposed by the Department of Public Works and reviewed by the Citizens Advisory Committee on Roads. #357-20 Accepting the report of the Citizens Advisory Roads Committee and deliver resolution to Wayne County Executive Warren Evans, the Wayne County Department of Public Service Engineering and Roads Division, and Wayne County Commissioners Diane Webb and Terry Marecki. #358-20 Approving inclusion of Capri Court and Dover Court in the local street system for Act 51 revenue computation purposes. #359-20 Approving Contract Amendment between the City and Anderson, Eckstein and Westrick for the 2021 Concrete Road Program (Contract 21-C). #360-20 Approving Contract Amendment between the City and Anderson, Eckstein and Westrick for the 2021 Concrete Road Maintenance/Selective Slab Program. (Contract 21-J) A roll call vote was taken on the foregoing resolutions with the following result: AYES: Jolly, Toy, Bahr, White, McCullough, Donovic and McIntyre NAYS: None The President declared the resolutions adopted. Jolly gave first reading to an ordinance amending Section 070 of Chapter 2.36. (Commission on Aging) Jolly gave first reading to an ordinance amending Section 040 of Chapter 2.40. (Arts Commission) SYNOPSIS OF THE MINUTES OF THE 1,910th REGULAR MEETING 3 LIVONIA CITY COUNCIL-DECEMBER 2,2020 Jolly gave first reading to an ordinance amending Section 040 of Chapter 2.44. (Commission on Children and Youth) Joly gave first reading to an ordinance amending Section 020 of Chapter 2.52 (Historical Commission) Jolly gave first reading to an ordinance amending Section 080 of Chapter 2.56. (Historic Preservation Commission) McCullough gave first reading to an ordinance amending Section 14, Article III of Ordinance No. 543. (Petition 2020-07-01-04) Donovic gave first reading to an ordinance amending Section 14 and Article III of Ordinance No. 543. (Petition 2020-08-01-05) #361-20 Motion by McCullough and Toy, denying the request to transfer waiver use approval to Omorfia Esthetics. (17142 Farmington Road) #362-20 Motion by Bahr and Jolly, unanimously adopted, to deny request of Louis Csizmadia to construct an ice rink with light for public use within Dover Arbor Park. #363-20 Motion by Jolly and Toy, unanimously adopted, referring subject matter of public ice rinks within City parks to the Parks and Recreation Commission for further discussion. #364-20 Motion by Toy and Bahr, unanimously adopted, accepting a grant of easement executed by Beta Properties, L.L.C., for a public utility easement in connection with the construction of a storm sewer in the Southwest 14 of Section 27. #365-20 Motion by Toy an Bahr, unanimously adopted, accepting a grant of easement executed by Haggerty Square, LLC, for a public utility easement in connection with the construction of a sanitary sewer in the West '/2 of Section 6. #366-20 Motion by McCullough and Toy, unanimously adopted, accepting a grant of easement from Haggerty Square, LLC, for a public utility easement in connection with the construction of a sanitary sewer at the subject location in the West '/2 of Section 6. #367-20 Motion by Donovic and Toy, unanimously adopted, accepting a grant of easement from Haggerty Square, LLC, for a public utility easement in connection with the construction of a water main at the subject location in the West '/2 of Section 6.
