HomeMy WebLinkAboutSYNOPSIS - 2020-10-19 SYNOPSIS OF THE MINUTES OF THE 1,907th REGULAR MEETING LIVONIA CITY COUNCIL — OCTOBER 19, 2020 Meeting was held via Zoom and called to order at 7:00 p.m. by President McIntyre. Present: Scott Bahr (Livonia, Michigan), Cathy White (Livonia, Michigan), Brandon McCullough (Livonia, Michigan), Rob Donovic (Deployed), Jim Jolly (Livonia, Michigan) and Kathleen McIntyre (Livonia, Michigan). Absent: Laura Toy. #297-20 Resolution by White and Jolly, unanimously adopted, approving the minutes of the 1,906th Regular Meeting of the Council held October 5, 2020. Councilmember McCullough congratulated wife Kacie on her appointment to Library Commission. President McIntyre wished Casey O'Neil, Director of Information Systems, a happy birthday. She then stated there is New Data on Item 10. President McIntyre reminded everyone October is Breast Cancer Awareness month. Councilmember White reviewed the rules of order for Audience Communication. AUDIENCE COMMUNICATION A resident spoke on the subject of a Citizen Review Board for the Police Department. The following items were received and filed: The City of Livonia Preliminary Budget Documents for Fiscal Year 2020-2021. A communication from the Department of Law with proposed amendments to Livonia Zoning Ordinance No. 543. (Petition 2020-07-06-01) The following resolutions were offered by Bahr and Jolly: #298-20 Approving Halloween block party request from Christina Engler. #299-20 Approving acceptance of bid from Sod Solutions for 2021-2022 Right-of- Way Section Street Tree Trimming, Emergency Response and Emergency Removal Program. #300-20 Approving contract with Tivity Health Services, LLC to provide Silver Sneaker memberships at Rec Center. #301-20 Approving pursuit of Certified Local Government (CLG) status through Michigan State Historic Preservation Office (MSHPO). #302-20 Approving Memorandum of Understanding between Livonia and Growth Works, Inc. A roll call vote was taken on the foregoing resolution with the following result: AYES: Bahr, White, McCullough, Donovic, Jolly, and McIntyre NAYS: None SYNOPSIS OF THE MINUTES OF THE 1,907th REGULAR MEETING 2 LIVONIA CITY COUNCIL-OCTOBER 19,2020 #303-20 Motion by White and Bahr, unanimously adopted, approving additional time for public comment. #304-20 Motion by McCullough and White, unanimously adopted, approving adoption of Budget for Fiscal Year 12-1-2020 through 11-30-2021. #305-20 Motion by McCullough and White, unanimously adopted, approving various tax levies for Fiscal Year 12-2-2020 through 11-30-2021. #306-20 Motion by Jolly and Donovic, approving Petition 2020-07-01-03, rezoning property from PL (Public Land) to R-1, (One Family Residential — 60' x 120' Lots.) A roll call vote was taken on the foregoing resolution with the following result: AYES: Bahr, White, McCullough, Donovic, and McIntyre NAYS: Jolly #307-20 Motion by McCullough and Bahr, unanimously adopted, approving Petition 2020-07-02-06, to operate a Biggby Coffee with drive-up window facilities at 11502 Middlebelt Road. #308-20 Motion by McCullough and Jolly, unanimously adopted, approving Petition 2020-08-02-07, to construct a mausoleum at Mt. Hope Memorial Gardens. Bahr gave first reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 2.10 OF ARTICLE II OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS "THE CITY OF LIVONIA ZONING ORDINANCE." Bahr invoked Emergency Clause and gave second reading and roll call vote with the following result: AYES: Bahr, White, McCullough, Donovic, Jolly, and McIntyre NAYS: None Bahr gave first reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 4.12 TO ARTICLE IV OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS "THE CITY OF LIVONIA ZONING ORDINANCE" Bahr invoked Emergency Clause and gave second reading and roll call vote with the following result: AYES: Bahr, White, McCullough, Donovic, Jolly and McIntyre NAYS: None Bahr gave first reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 5.15 TO ARTICLE IV OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS "THE CITY OF LIVONIA ZONING ORDINANCE" SYNOPSIS OF THE MINUTES OF THE 1,907th REGULAR MEETING 3 LIVONIA CITY COUNCIL—OCTOBER 19,2020 Bahr invoked Emergency Clause and gave second reading and roll call vote with the following result: AYES: Bahr, White, McCullough, Donovic, Jolly and McIntyre NAYS: None Bahr gave first reading to the following Ordinance: AN ORDINANCE AMENDING SECTION 16.02 TO ARTICLE XVI OR ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS "THE CITY OF LIVONIA ZONING ORDINANCE" Bahr invoked Emergency Clause and gave second reading and roll call vote with the following result: AYES: Bahr, White, McCullough, Donovic, Jolly and McIntyre NAYS: None #309-20 Motion by Jolly and Donovic, unanimously adopted, approving Halloween Block Party and close off Mallory Drive in Heritage Square Subdivision. #310-20 Motion by Bahr and Jolly, unanimously adopted, approving release of bonds for to Leo Soave Building, Inc., for Mystic Creek Site Condominiums.
