HomeMy WebLinkAboutTraffic Commission 2021-04-08 th MINUTES OF THE 775 REGULAR MEETING LIVONIA TRAFFIC COMMISSION th The 775 Regular meeting of the Livonia Traffic Commission was held via Zoom Video Conference on Thursday, April 8, 2021; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Rebekah Farabaugh, City Engineer Todd Zilincik and Sgt. Scott Szepanski - LPD Traffic Bureau ABSENT: Gordon St. John VISITORS: Residents Richard Bushart and John Smith Agenda Item 1: The minutes of the meeting held on March 11, 2021 were reviewed No corrections were brought forth. Therefore, Commissioner Katers offered a motion with support by Commissioner Farabaugh to approve the minutes as written. It was voted upon unanimously that, 20-320 RESOLVED, the minutes from the meeting held on March 11, 2021 were approved as written Agenda Item 2: Speeding Traffic on Rayburn between Farmington Road and Hubbard Street (Section 15) Resident Richard Bushart is concerned with speeding traffic on Rayburn Street, which seems to be a popular cut through to reach Hubbard Street from Farmington Road. He and his neighbors have observed excessive speeds, as well as a lack of common courtesy for a residential neighborhood. The roadways in and around the neighborhood were recently repaved and reflective tap on all signage was added. Mr. Bushart noted that the time frame of the most excessive speeding is between 7 – 9 a.m. and 3-6 p.m. Sgt. Sczepanski noted that the Traffic Bureau of the LPD installed a speed collection/data sign. Over a four day period, the highest concentration of traffic was during the 6 p.m. rush hour, recording 174 vehicles with an average speed of 23 m.p.h. The maximum speed recorded as 40 m.p.h. Sgt. Sczepanski shared data indicating that in the past five years, this area had two accidents in 2017, one in 2019, one in 2020 and has already had two accidents this year. It was noted that a speed limit sign is not present in the area of Rayburn and Farmington Road. Upon discussion, a motion was made by Commissioner Katers, with support from Commissioner Farabaugh, to install a speed limit sign indicating a speed limit of 25 m.p.h. (R2-1) with white reflective marking tape at the corner of eastbound Rayburn, just east of Farmington Road. It was voted upon unanimously that, 20-321 RESOLVED, installation of a speed limit sign indicating a speed limit of 25 m.p.h. Agenda Item 3: Speeding Traffic at Harrison and Cathedral Street (Section 30) Resident John Smith reported that many children in the area have to cross a few streets to access Cleveland Elementary School and that many residents feel that these children are not safe due to excessive speeders, as well as a lack of common courtesy. No specific time frame was given for the speeding traffic. From March 23, 2021, until the battery was depleted, the speed collection data box indicated a high volume of traffic with 5000 vehicles being recorded. The average speed in this area was 28 m.p.h., and the highest speed being 58 m.p.h. Sgt Sczepanski noted that there were two accidents on Harrison since 2016, specifically at the intersection of West Chicago and Harrison and Joy Road and Harrison. The Commission concluded that at this time, traffic enforcement will be added, when it is possible, and that reflective tape will be added to all signs and crosswalks.
