HomeMy WebLinkAboutTraffic Commission 2021-06-10 th MINUTES OF THE 777 REGULAR MEETING LIVONIA TRAFFIC COMMISSION thth The 777 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on Thursday, June 10, 2021; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Yara Racine, Gordon St. John, City Engineer Todd Zilincik, Park and Recreation Superintendent Ted Davis, and Sgt. Scott Sczepanski of the LPD Traffic Bureau ABSENT: Rebekah Farabaugh VISITORS: Residents Dipan Patel, Sara and Buddy Jones, Jan and Ron Irvin, Kathy Wiltsie, Scott Denault, Cymbelene Cogswell, Leonard Graham, Elizabeth Downs, Cathy Anderek, Mory Lancina, John and Luke Dzwonkowski and Ewa Kedzierska Agenda Item 1: The minutes of the meeting held on May 12, 2021 were reviewed The minutes need to be altered to reflect that Gordon St. John was in attendance and that Todd Zilincik was absent. Therefore, Commissioner Katers offered a motion with support by Commissioner St. John to approve the minutes with corrections. It was voted upon unanimously that, 20-326 RESOLVED, the minutes from the meeting held on May 12, 2021 were approved as corrected Agenda Item 2: “No Parking” signs on Vanderhaven Lane (Section 9) Mr. Patel, representing River Pines Neighborhood HOA, agreed to the “No Outlet” sign previously approved. He is now requesting a “No Parking” sign at the entrance of the neighborhood. An island/barrier nearby the entrance is causing concern for parking within the ingress/egress to 7 Mile Road. The Homeowners Association bylaws state that there is no parking allowed on the street. The Commissioners noted that the responsibility should lie with the HOA reminding the homeowners about the parking requirement, considering that the State Law indicates that you can’t park 15 feet from the main road curb line, 20 feet from a crosswalk and/or 30 feet from a “Stop” sign. At this time, a motion was made by Commissioner Katers with support from Commissioner St. John to take no further action. The motion passed unanimously. Agenda Item 3: Speeding and Traffic Issues on Mayfield Street Several residents attended the meeting to voice their concerns about excessive speeders to and from the soccer fields in Jaycee Park. Additionally, while residents on Norfolk have some issues with school traffic, a majority of their issues are a result of the excessive speeders from the soccer field participants. The primary time line for these issues tend to be before and after school hours. After the residents spoke, the Commission discussed various options, such as placing a “25 MPH” sign near 8 Mile Road, providing the LPD an idea of the soccer clubs game schedule, and adding speed limit signs with reflective tape on Mayfield and 8 Mile Road, as well as on Mayfield and Pembroke. Sgt Sczepanski shared that a speed box was placed in this general location from Monday, June 7, 2021 until 1 p.m. th on Thursday, June 10, 2021 and that traffic speeds were in the 85 percentile; northbound speeds averaged 23.15 m.p.h. and southbound speeds averaged 26.94 m.p.h. A study of the intersection is needed for additional measures at Mayfield and Pembroke. A motion was made by Commissioner Katers and supported by Commissioner Keller to install a 25 m.p.h. speed limit sign (R2-1) south of 8 Mile on Mayfield with added reflective tape facing southbound traffic and northbound immediately entering Mayfield at the park exit. It was voted upon unanimously that, 20-327 RESOLVED, place a 25 m.p.h. speed limit sign (R2-1) south of 8 Mile Road on Mayfield with added reflective tape facing southbound traffic and northbound traffic immediately entering Mayfield Street at the park exit. Agenda Item 4: School Speeding at Ann Arbor Trail and Rosedale Resident Jim Lane, who was not present at the meeting, reported excessive speeders at Ann Arbor Trail and Rosedale. Chairperson Policelli made several attempts via phone and email to contact Mr. Lane, all of which were unsuccessful. Sgt. Sczepanski informed that Commission that enforcement is taking place and that the area was recently upgraded with crosswalk signs and a fiber optic speed limit sign, noting “School Zone 25 m.p.h.). No further action will be taken at this time. Agenda Item 5: Neighborhood Speeding Issues in Quakertown Subdivision Resident Chris Fishwick originally brought this concern to Chairman Policelli’s attention. Chairman Policelli responded to his request. No further action is needed at this time.
