HomeMy WebLinkAboutTraffic Commission 2021-08-10 th MINUTES OF THE 779 REGULAR MEETING LIVONIA TRAFFIC COMMISSION thth The 779 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on Thursday, August 10, 2021; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, John Katers, Jim Keller, Yara Racine, Gordon St. John, City Engineer Todd Zilincik and Sgt. Scott Sczepanski of the LPD Traffic Bureau ABSENT: Rebekah Farabaugh VISITORS: Residents Thomas MacDonald, Robert Samarian, and Housing Commission Director Brandie Isaacson Agenda Item 1: The minutes of the meeting held on July 8, 2021 were reviewed No corrections were brought forth. Therefore, a motion was made by Commissioner Katers, supported by Chairperson Policelli, to approve the July minutes as written. It was voted upon unanimously that, 20-329 RESOLVED, the minutes from the meeting held on July 10, 2021 were approved as written Agenda Item 2: Speeding on Purlingbrook between 8 Mile Road and St. Martins Street An email request from Thomas MacDonald regarding speeding on Purlingbrook between 8 Mile Road and St. Martins Street indicated a need for additional speed limit (25 mph) signage to be installed. A traffic study was conducted by the Traffic Bureau, but Mr. MacDonald disputes the data collected. After some discussion, it was deemed that additional signage would be helpful. A motion was made by Commissioner Katers, supported by Commissioner St. John, to install R2-1 (25 mph sign) on southbound Purlingbrook on the west side (for southbound traveling traffic) near Pembroke Street. Reflective tape will also be added to the newly installed sign posts, as well as to the existing speed limit sign posts on Purlingbrook Street. It was voted upon unanimously that, 20-330 RESOLVED, to install R2-1 (25 mph sign) on southbound Purlingbrook on the west side (for southbound traveling traffic) near Pembroke Street. Reflective tape will also be added to the newly installed sign posts, as well as to the existing speed limit sign posts on Purlingbrook Street Additionally, a motion was made by Commissioner Katers, supported by Commissioner St. John, to install R2-1 (25 mph sign) on northbound Purlingbrook on the east side (for northbound traveling traffic) just north of St. Martins. Reflective tape would also be added to the newly installed sign posts. It was voted upon unanimously that, 20-331 RESOLVED, to install R2-1 (25 mph sign) on northbound Purlingbrook on the east side (for northbound traveling traffic) just north of St. Martins. Reflective tape would also be added to the newly installed sign posts Agenda Item 3: Request from McNamara Towers to install “No Parking” signs Brandie Isaacson, Director of the Livonia Housing Commission, requested “No Parking” signs on Purlingbrook, just north and south of Hadlane Street due to parking along the narrow street. Senior transportation buses and/or emergency vehicles have a difficult time traveling down the street when parked cars are on either side. “No Parking” signs would alleviate the congestion. While canvassing the immediate area for residents, three (3) residents are in favor of the signs, while one (1) is against. None of them were available for comment. After discussion, a motion was made by Commissioner Racine, supported by Commissioner St. John, to install R8-3 (No Parking) signs south of Haldane, facing southbound traffic on Purlingbrook Street, in front of the first two houses on the street. It was voted unanimously that, 20-332 RESOLVED, to install R8-3 (No Parking) signs south of Haldane, facing southbound traffic on Purlingbrook Street, in front of the first two houses on the street. New Business Resident Robert Samarian is requesting additional signage to indicate that a hearing-impared family resides on the block. He noted that a current sign exists, but it’s very outdated and the neighborhood could be better served with new signage. A motion was made by Commissioner Katers, with support from Commissioner St. John, to remove the current “Deaf Child in Area” sign at Orangelawn and Hillcrest and replace with an updated version, W 11-9, (Handicapped Icon) and include supplemental “Deaf Child” signage below with added reflective tape on the posts. The same signage, supplemental words and reflective tape will be placed on southbound Hillcrest, just south of Elmira Street. It was voted upon unanimously that, 20-333 RESOLVED, to remove the current “Deaf Child in Area” sign at Orangelawn and Hillcrest and replace with an updated version, W 11-9, (Handicapped Icon) and include supplemental “Deaf Child” signage below with added reflective tape on the posts. The same signage, supplemental words and reflective tape will be placed on southbound Hillcrest, just south of Elmira Street. Updates or Comments In the past month, a resident from Santa Anita Street noted that semi-truck traffic from local businesses have been creating issues such as mixups, speeding and turning around in the residential neighborhood. There have been complaints of improperly timed lights, along with further delays related to current construction, at Schoolcraft Road and Middle Belt Road. This is a Wayne County issue. There have been complaints about improperly timed lights at Merriman Road at Industrial Road. The Commissioners have observed that the traffic signal and deemed it as being sufficiently timed. All of these emails/complaints have been responded to.
