HomeMy WebLinkAboutPLANNING MINUTES 1946-09-26REGULAR MEETING Sept. 26th,1946 Minutes of the meeting of the Livonia Township Zoning Board, held at Livonia Township Hall, Sept. 26th, 1946. This Meeting is a Public Hearing as legally advertised on Sept. 4th and Sept. 25th in the "Livonian", as per notice appended hereto, to consider applications and petitions for changes in Zoning. The Meeting was called to order at 8:05 P.M. -by Chairman Car- son Johnston. Members presents: Carson Johnston, Chairman, George L. Isbell, Secretary, George N. Bentley, 'William Fenske, and Attorney John Ambrose. Mrs. Muriel Barnes, Stenographer, whose notes shall become a part of -these Minutes, was engaged to make a record of pertinent remarks by those in attendance. Chairman Johnston addressed the audience stating that this Public Hearing was called by special notice in the "Livoniat" to give the property owners in certain districts a voice in the matter of changing the Zoning. The Legal Notice as published was read aloud by Secy.Isbell. Zoning Map No.3 was set before the people to show the area as follows; The area bounded on the South by Joy Road, on the North by West Chicago Blvd., on the East by Stonehouse Ave. and on the West by Hix Road - to be changed from RUFC requirement and. AG=1B requirement to an RUFB require- ment; said area being located on Zoning Map No.3. Attorney Ambrose read the Zoning Ordinance on RUFC, AG-1B and RUFB. He emphasized the fact that "B" would make it prohibitive to build a home containing less than 800 sq. ft. Chairman. Johnston stated that the reason for the "C" Zoning was that the Board was under the impression that of the 32 dwellings in Golden Ridge Sub., 17 were definitely cottage type homes, and the other 15 somewhat larger. Mr. Jennings, 9355 Butwell, stated that he believes that examination would prove that the small type cottages were put up • by Newman Farms thirty days before the Ordinance became effective in 1942, and that they were erected practically over night. Most of these. cottages were located on Chicago Blvd. and Joy Rd. He also stated that the original r.estr•ictions of the subdivision, which are definitely recorded, call for 832 sq.ft. area, and it was a high class area until Newman but their "shanties" there. The Zoning Ordinance makes them strictly residential, and a vacation of the plat could only be made by petition to the Circuit Court. The question of the Air Field on Hix Road was discussed, but as this was alresidy there before the Zoning Ordinance, it is Non —Conforming. Chairman Johnston now asked all those present in favor of changing to ".B" to raise their hands. 11 hands were raised. He then asked if any were opposed. There were none. Total votes cast 12 (1 by mail) for and 2 (by mail) against. Favorable action was clearly indicated. The second item in the Notice was published in error ® this had already been acted upon. Item No.3 o The area bounded on the South by Schoolcraft Road, on the West by Flamingo Avenue, on the North to a distance of 130 feet North of the Schoolcraft Road, and on the East to a distance of 340 feet East of Flamingo Avenue, to be changed from an RUFB requirement to a C-1 re- quirement; said area being located in Zoning Map No.4. representing B. E. Taylor, Ince-, 614 Ford Bldg., present, and he was for the change in Zoning. was clearly indicated. The area bounded on the South by Curtis Avenue, on the North, by the northerly boundary of Lot 482 and Lot 140 of. the Seven Mile Super- highway Subdivision, on the East by Farmington Road and on the West by Filmore Avenue, to be changed from RUFC requirement to an AC®2B requirement; said area being located on Zoning May No.2. No one was present to object to this change - favorable action clearly indicated. Chairman Johnston now called for vottes from the members on the foregoing. Mr° James, was the only one Favorable action Item No.4 Pare Three m Meetin_g of Sept. 26th, 1946 On motion by Mr. Isbell, seconded by Mr. Benny, this Board recommends to the Township Board that Area No.1 be changed from RUFC and AR-1B to RUFB, and we draw attention of the Board to the original recorded restrictions which call for 832 sq.ft. floor area. Motion carried. On motion by Mr. Penske, seconded by Mr. Bentley, this Board recommends to the Township Board that Area No.3 be changed from RUFB to C®1 requirement. Motion carried. On motion by Mr. Penske, seconded by Mr. Bentley, this Board recommends to the Township Board that Area No.4 be changed from RUFC to AG2B requirement. Motion carried. The minutes of the meeting of August 8th were read by Chairman Johnston. A motion was made by Mr. Bentley, seconded by Mr. Penske, that these minutes be adopted as read. Motion carried. There being no further business, on motion by Mr. Bentley, seconded by Mr. Isbell, Chairman Johnston adjourned the meeting at 9:15 P.M., until the next regular meeting, October 24th, at 8 P.M. i Geo ge L.
