MINUTES OF THE 800 REGULAR MEETING

The 800 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall
on Thursday, June 8, 2023; it was called to order by Chairperson Jim Policelli at 7:30 p.m.
PRESENT: Jim Policelli, , Rebekah Farabaugh, John Katers, James Keller, Yara Racine, Tom
Wrenbeck, City Engineer Todd Zilincik, and Sgt. Paul Walters of the LPD Traffic Bureau
ABSENT: Gordon St. John,
VISITORS: None
Agenda Item 1:
The minutes from the May 11, 2023 meeting were reviewed
A sentence was omitted from under “Comments and Updates” in the second paragraph regarding traffic
on Blue Skies. It was added that some of the data revealed some instances of speeders. A motion was
made by Commissioner Katers, supported by Commissioner Farabaugh, to approve the May 9, 2023
minutes as corrected. It was voted upon unanimously that,
20-367 RESOLVED, the minutes from the May 11, 2023 were approved as corrected
Agenda Item 2: Email Update from Hathaway Street
An email had been sent to Chairman Policelli from resident Mike Hesse, noting that conditions have
improved on Hathaway Street between Farmington and Stark, specifically that there was less traffic and
people were being alert to the recently upgraded speed limit signs.
Agenda Item 3: Request for “Autistic Child in Area” Sign
An email was received requesting an “Autistic Child in Area” sign in the neighborhood of Shadyside St.
and Eight Mile Road. The Commissioners felt that the explanation was vague and request that the
individuals requesting the signage attend a Commission meeting to better explain their request. At this
time, the topic was tabled.
Agenda Item 4: “Handicap” Sign Request
A resident on N. Livonia Crescent requested a “Handicap” sign be replaced, as it existed in the past, but
now are gone. The Commissioners agreed and a motion was made by Commissioner Farabaugh and
supported by Commissioner Wrenbeck to install “Handicap” signs (W 11-9) at the storm sewer located in
front of 14233 N. Livonia Crescent Circle, facing southwest, as well as on the north side of the street.
Additionally, red reflective tap will be added to the “Yield” sign at Perth and Crescent Circle. It was voted
upon unanimously that,
20-368 RESOLVED, to install “Handicap” signs (W 11-9) at the storm sewer located

Comments and Updates
A complaint was received regarding speeding traffic near Munger and Fairlane Streets, near the former
Cass Elementary School. The complaint requested that “Stop” signs be placed at Munger and Fairlane.
Sgt. Walters noted that that a speed recording box was placed in the area and the data collected
revealed that on southbound Fairlane Street, 1867 total vehicles over seven days were recorded, which

averages to 266 vehicles per day. The average speeds were 15 m.p.h. and the 85 percentile speeds
were recorded at 19 m.p.h. One vehicle was recorded at 31 m.p.h. The data collected on eastbound
Munger revealed that 2700 cars over seven days were recorded, with an average speed of 22 m.p.h.
Based on the data collected, no further action will be taken at this time.
A request was made to reconfigure the traffic signal at Newburgh and the south entrance to Holmes
Middle School to accommodate summer foot traffic to and from the Newburgh Swim Club. Upon
discussion, the Commissioners agreed. A motion was made by Commissioner Wrenbeck, supported by
Commissioner Farabaugh, to reconfigure the traffic light timing to accommodate foot traffic 24 hours a
day, seven days a week, and not just during school hours as it previously operated, on an interim basis
from Memorial Day to Labor Day. It was voted upon unanimously that,

Sgt. Walters stated that the TIA has been adopted by the Police Department and will become active as of
July 1, 2023.
Motion to Adjourn – Motion was made by Chairman Policelli, with support by Commissioner Katers, to
adjourn at 8:35 p.m.
