HomeMy WebLinkAboutTraffic Commission 2023-08-10 nd MINUTES OF THE 802 REGULAR MEETING LIVONIA TRAFFIC COMMISSION ndth The 802 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of City Hall on Thursday, August 10, 2023; it was called to order by Chairperson Jim Policelli at 7:30 p.m. PRESENT: Jim Policelli, Rebekah Farabaugh, John Katers, James Keller, Tom Wrenbeck, City Engineer Todd Zilincik, Sgt. Paul Walters of the LPD Traffic Bureau ABSENT: Yara Racine, Gordon St. John VISITORS: Danielle Garrett, Patricia Dunaway, Howard Whitefoot (Lori Street speeders) It was noted that City Hall had lost power earlier in the day on August 10th. If ever an event were to occur where City Hall was not open, meetings for the Traffic Commission can take place at the DPW Conference Room on Farmington Rd. Agenda Item 1: The minutes from the July 13, 2023 meeting were reviewed A motion was made by Commissioner Katers, supported by Chairman Policelli, to approve the July 13, 2023 minutes as written. It was voted upon unanimously that, 20-372 RESOLVED, the minutes from the July 13, 2023 were approved as written Agenda Item 2: Speeding Complaint on Lori Street An email from Danielle Garrett of Compton Village Subdivision, specifically Lori Street, noted that excessive speeders have become a cause for concern. She requested traffic calming devices be installed. It was noted that enforcement has taken place in the past, and continues when resources within the LPD are available. Sgt. Walters reported that the speed data box on east bound Lori, which recorded for over eight days, had a 50% average of 21.85 mph, and the 85% was 26.3 mph. One vehicle was recorded at 70 mph. The total vehicle count over the eight days was 8,937. It was suggested that adding a speed limit sign (25 mph) at the entrance of Lori and Middle Belt might be helpful. Therefore, a motion was made by Commissioner Katers, supported by Commissioner Keller, to install a speed limit sign (R2-1) indicating 25 mph with white reflective tape on northbound Garden, north of Lyndon, between 14508 and 14520 addresses, with a second speed limit sign being placed on Lori Street between 29247 and 29231 addresses, east of Middle Belt on the south side of the street. It was voted upon unanimously that, 20-373 RESOLVED, to install a speed limit sign (R2-1) indicating 25 mph with white reflective tape on northbound Garden, north of Lyndon, between 14508 and 14520 addresses, with a second speed limit sign being placed on Lori Street between 29247 and 29231 addresses, east of Middle Belt on the south side of the street. nd MINUTES OF THE 802 REGULAR MEETING LIVONIA TRAFFIC COMMISSION CONT. Agenda Item 3: Complaint on Eckles Road Thomas Suchara resides near Eckles Road and reported in an email that a vehicle had left the roadway, resulting in a collision with his home, causing property damage. The officers on the scene noted that the driver blacked out and suffered a medical emergency. Speed data was taken in the area and the average speed was 26.5 mph over the duration of eight days, with a total volume of 3300 cars. The 85% was 31 mph and below. The maximum speed reached was 51 mph. Due to the cause of the accident being a medical emergency, no further action will be taken at this time. Agenda Item 4: Truck Traffic on Levan Road Jeffery Tyrell sent an email stating that there has been an increase in truck traffic on Levan Road, north of Schoolcraft. Over seven days of enforcement, only three violations were cited. This could be perhaps a daily occurrence, but resources can’t always be present to observe. Signs currently exist on northbound Levan approaching the Schoolcraft intersection, as well as on westbound Schoolcraft at Levan. At this time, enforcement will take place when resources allow. Agenda Item 5: Meijer Driveway/Traffic Signal Addition Councilman Donovic requested via email that the Commission discuss adding a traffic signal south of the main entrance to the Millennium Shopping Complex, located on Middle Belt and Industrial Drive, near the Meijer store intersection. The Commission could send this recommendation to Wayne County, but the decision is ultimately theirs as it is a county trunkline. It was mentioned that Wayne County should review the intersection and that a “No Left Turn” sign is needed out of the southern most driveway of the Millennium Shopping Complex/Meijer Store.
