HomeMy WebLinkAbout2023-11-01 M I N U T E S th 838 REGULAR MEETING PARKS AND RECREATION COMMISSION CITY OF LIVONIA On November 1, 2023, the above meeting of the Parks and Recreation Commission of the City of Livonia was held in the Jack E. Kirksey Recreation Center Conference Room, 15100 Hubbard, Livonia, Michigan. Mark Johnson, Chairperson of the Commission, called the meeting to order at 7:00 p.m. Members present: Paul Condon, Cathy Kevra, Kevin Summers, Katie Jolly, Mark Johnson Members absent: None Also present: Ted Davis, Superintendent Jeannine Poulin, Facility Manager Kathleen Chichester, Livonia Civic Chorus Peggy Gaskill, Livonia Civic Chorus Audience Communication – There was no audience communication. Upon a motion made by Mr. Condon seconded by Mr. Summers, it was th #3926-23 RESOLVED, that the Commission waive the reading of the minutes of the 837 Regular Meeting of the Commission held on October 4, 2023 and that the minutes be approved as submitted. A roll call vote was taken on the foregoing resolution with the following results: AYES: Condon, Kevra, Summers, Jolly and Johnson NAYES: None The Chairperson declared the resolution adopted. Upon a motion made by Mrs. Kevra seconded by Mrs. Jolly, it was #3927-23 RESOLVED, that the Commission move New Business 1 to the front of the agenda. A roll call vote was taken on the foregoing resolution with the following results: AYES: Condon, Kevra, Summers, Jolly and Johnson NAYES: None The Chairperson declared the resolution adopted. Letter from Livonia Civic Chorus re: 2024 Sponsorship – Ms. Chichester passed out some information and said they were up 20 members. She said that 5 or 6 are under age 35 which will th help revitalize the chorus. Ms. Chichester said they are preparing for their December 17 Christmas concert and are looking at Stevenson High School for their spring concert. Mr. Johnson asked how they got the new members. Ms. Gaskill said they found us online or know someone that is already in the chorus. She said there are now 16 men which is up from 9 and the number of residents is also up. She explained the information which was passed out. Mr. Davis said the Commission Meeting 2 November 1, 2023 department is happy to continue the sponsorship and the chorus is doing a great job. Mr. Johnson congratulated them on the new members. Upon a motion made by Mr. Summers seconded by Mrs. Kevra, it was #3928-23 RESOLVED, that the Commission approve sponsorship for Livonia Civic Chorus for the 2024 season as follows: 1. Sponsorship will be provided with a goal of 50% Livonia residents. 2. An original invoice with the tax I.D. number must be submitted to the Department of Parks and Recreation, 15100 Hubbard, Livonia, MI 48154 for reimbursement by September 3. We will reimburse for some costs of the Accompanist and Director, capped at $5,600.00. 4. Livonia Civic Chorus President is responsible for compliance with conditions of sponsorship. As a condition of sponsorship, the Chorus shall: 1. Request for sponsorship to the Parks and Recreation Commission prior to the fiscal year. 2. Have the Department of Parks and Recreation approve all flyers 60 days prior to each December and May concert. 3. Provide a copy of bylaws every year, if there are changes. 4. Update officers contact list every year. 5. Submit a copy of an annual report to State of Michigan yearly, and a copy to the Parks and Recreation Department. 6. Submit tax I.D. number and completed W-9 form filled out and submitted to our Department. 7. Submit a Membership Roster with addresses and phone numbers. 8. Abides by Livonia Parks and Recreation Community Partner Standards. 9. Advertise Parks and Recreation in brochures, programs and website. A roll call vote was taken on the foregoing resolution with the following results: AYES: Kevra, Summers, Jolly and Johnson ABSTAIN: Condon NAYES: None The Chairperson declared the resolution adopted. Ms. Chichester and Ms. Gaskill left the meeting at 7:10 p.m. Reports from staff – Mr. Johnson asked how the interview went. Mr. Davis said there is no decision yet and explained. Mrs. Kevra asked about the Festive Forest. Mr. Davis explained that it is like Dec the Rec but held at Greenmead. Mr. Condon commented that is great that so many headstones could be repaired this year. Mr. Johnson asked about Night of Lights. Mr. Davis gave the schedule of events. Mrs. Jolly asked if there is anything new added. Mr. Davis explained the new additions. Mr. Johnson commented the Senior Center attendance is increasing. Mr. Davis said there was a huge jump when the city took over marketing. Mr. Johnson asked about the status of the new senior center. Mr. Davis said the location has been finalized as well as the broad design and explained. Commission Meeting 3 November 1, 2023 Mrs. Kevra asked about the Spree party and Wilson Barn. Mr. Davis said the Spree party was for volunteers and we’re working on more accessibility at Wilson Barn. Communications LCRC Package Totals – Mr. Davis said it’s down a little. Mr. Condon asked about the insurance programs and matinee equivalent number. Mr. Davis explained. LCRC Code of Conduct – There was no report. LCRC Comment Card Report – Mr. Condon asked about the comment to fix the spa jets. Mr. Davis explained what that would entail. 409 Report – There was no report. Green Fee Report – Mr. Davis said it was a record year. Thank you letter from Buchanan Elementary School – Mr. Johnson said of the next 4 items, this is a great thing we do for the community and shows our partnership with organizations. Thank you letter from ConnectUs – see above Thank you letter from St. Edith – see above Thank you letter from St. Genevieve-St. Maurice Parish – see above Old Business Art in the Park Program – Mr. Johnson said we will keep this on the agenda. NEW BUSINESS Letter from Ethan Engel approved for submission by Ted Davis re: Soccer League Fee Increase – Mr. Davis said we are looking to raise the adult 11v11 adult soccer league fee to put us in line with other communities. He said we are one of a few places around that do 11v11 leagues and we are priced very competitively. Upon a motion made by Mrs. Jolly seconded by Mrs. Kevra, it was #3929-23 RESOLVED, that the Commission approves the increase in Adult Soccer League Fees as proposed. P&R# 3872-21 Current Fee Proposed Fee 11v11 Adult Soccer League $695 $850 A roll call vote was taken on the foregoing resolution with the following results: AYES: Condon, Kevra, Summers, Jolly and Johnson NAYES: None The Chairperson declared the resolution adopted.
