MINUTES OF THE 806 REGULAR MEETING

The 806 Regular meeting of the Livonia Traffic Commission was held in the 5 Floor Gallery of
City Hall on December 14, 2023; it was called to order by Chairperson Jim Policelli at 7:34 p.m.
PRESENT: Jim Policelli, John Katers, James Keller, Tom Wrenbeck, City Engineer Todd
Zilincik, Sgt. Paul Walters of the LPD Traffic Bureau
ABSENT: Rebekah Farabaugh, Yara Racine, Gordon St. John

Agenda Item 1:
The minutes from the November 9, 2023 meeting were reviewed
A motion was made by Commissioner Katers, supported by Chairman Policelli, to approve the
November 9, 2023 minutes as written. It was voted upon unanimously that,
20-378 RESOLVED, the minutes from the November 9, 2023 were
approved as written
Agenda Item 2: Installation of a Traffic Signal
Resident Jennifer Schlik inquired about the installation of a traffic signal on Levan and
Meadowbrook Roads. Currently, there is a bus stop at this intersection; it is almost directly
across from an entrance at St. Mary’s Hospital. It is a high traffic area, especially during rush
hour and bus pickup/drop off times (8:30 a.m. and 4:30 p.m., respectively). Upon discussion, it
was decided that a signal wouldn’t be warranted in that area, but that traffic enforcement should
be prioritized, as well as a reassessment of the bus stop location and whether it should be
changed in the future.
Agenda Item 3: Joy Road Signage
Joy Road will receive a flashing crosswalk beacon for pedestrians in front of Franklin High
School. This will require the crosswalk to be painted (with piano strips), weather permitting, this
winter. It was noted that the school is ultimately responsible for contracting the installation of
the signage. It was also suggested that the school should inform students about the new
procedure to use the sign, and not to assume that vehicles will stop or that it is safe to walk until
traffic has stopped. Emerson School has received the same signage, and will require the same
upgrades and protocols.
Agenda Item 4: Bentley Field Parking
A letter of response was drafted and sent to the Parks and Recreation Department regarding the
previously discussed issued of overflow parking on Berwick and Jamison Streets during games
at Bentley Field.
Agenda Item 5: School Area Signage
Council President Jolly will be meeting with Chairperson Policelli and City Engineer Todd Zilincik
regarding the sign improvements in and around school areas that have been previously
discussed and whether any further changes are needed.
Updates and Discussion:
Resident Norm Ponkey drafted a letter to the Traffic Commission noting the ongoing
problem of speeding traffic on Levan Road between Six and Seven Mile Roads. He
requested an additional speed limit sign. Upon discussion, Commissioner Wrenbeck
made a motion, with support from Commissioner Katers, to install a 25 m.p.h. speed limit
sign facing southbound traffic by the residence located at 18549 Levan Road, with the
addition of reflective striping on the post. It was voted upon unanimously that,
20-379 RESOLVED, a 25 m.p.h. speed limit sign will be installed facing
southbound traffic by the residence located at 18549 Levan Road, with the
addition of reflective striping on the post.
A letter was received from Steve Kosinski regarding the traffic signals at Churchill High
School, and other area senior high schools. It was noted that Churchill needs updated
signal timing, which is forthcoming.
A resident called the Mayor’s Office and reported that dealership truck traffic was
restricting neighborhood traffic on Laurel, south of Plymouth Road. This obstruction
could potentially prevent the passage of emergency vehicles, should the need arise. The
resident followed up hours later with a call of appreciation for the quick response from the
Livonia Police Department Traffic Bureau.
A resident emailed regarding a speeding problem in the Curtis and Westchester Streets
vicinity, near the Niji-Iro Elementary School. Sgt. Walters will commence enforcement in
this area in the coming days.
Motion to Adjourn – Motion to adjourn at 8:45 p.m. was made by Commissioner Katers and
supported by Commissioner Keller.
